Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the cabinet’s regular meeting held at its seat at the Amiri Diwan.
Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said following statement:
At the outset of the meeting, the Cabinet listened to the explanation provided by HE Minister of Public Health on the latest developments to limit the spread of the Coronavirus (COVID-19), and affirmed the continuation of implementing the precautionary measures in order to combat this pandemic.
After that, the Cabinet considered the topics on the agenda as follows:
First- Approval of a draft law organizing health care services within the country, and referring it to the Shura Council.
The preparation of the draft law aims to providing an integrated, high-quality, efficient and sustainable health system, through:
– Establishing the necessary policies, plans, procedures, systems and standards to provide health care services in governmental and private health facilities.
– Determine the rights and duties of patients that must be taken into account when receiving health care services.
– Providing health care services to citizens in government health facilities without charge.
– All residents and visitors to the country must obtain health insurance to receive basic health care services.
Second- Approval of a draft decision of the Minister of Interior to exempt trainees in driving schools from the renewal fee for issuing a temporary driving license to learn motor vehicles driving.
Under the draft decision, trainees in driving schools, who did not complete the prescribed examination procedures to obtain their driving licenses during the closing period of driving schools due to the application of precautionary measures to confront the novel Coronavirus (COVID -19), are exempt from fees for renewing their permits expired on March. 3, 2020 until Aug. 1, 2020.
Third- Approval of a draft decision of the Minister of Education and Higher Education to reforming the scholarships committee.
Under the Provisions of Law No. 9 of 1976 Regulating Scholarships, a scholarship committee is formed in the Ministry of Education and Higher Education and is responsible for drawing up scholarship policy and planning, and investigating the country’s actual needs for them.
Fourth- Approval of:
1- A draft agreement on canceling entry visas for holders of regular passports between the governments of the State of Qatar and the government of the Republic of Moldova.
2- A draft memorandum of understanding (MoU) for cooperation in the fields of youth and sports between the governments of the State of Qatar and the Republic of Malta.
Fifth- Take necessary measures to ratify an agreement on economic, commercial and technical cooperation between the governments of the State of Qatar and the government of Uzbekistan.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:
في بداية الاجتماع، استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.
وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :
أولا – الموافقة على مشروع قانون بتنظيم خدمات الرعاية الصحية داخل الدولة، وعلى إحالته إلى مجلس الشورى.
ويأتي إعداد مشروع القانون بهدف توفير نظام صحي متكامل بجودة عالية يتسم بالكفاءة والاستدامة، وذلك من خلال :
– وضع السياسات والخطط والإجراءات والنظم والمعايير اللازمة لتقديم خدمات الرعاية الصحية بالمنشآت الصحية الحكومية والخاصة.
– تحديد حقوق وواجبات المرضى الواجب مراعاتها لدى تلقي خدمات الرعاية الصحية.
– تقديم خدمات الرعاية الصحية للمواطنين في المنشآت الصحية الحكومية دون مقابل.
– إلزام جميع الوافدين للدولة والزائرين لها بالحصول على تأمين صحي لتلقي خدمات الرعاية الصحية الأساسية.
ثانيا – الموافقة على مشروع قرار وزير الداخلية بإعفاء المتدربين بمدارس تعليم السواقة من رسم تجديد إصدار رخصة سوق مؤقتة لتعلم سياقة المركبات الميكانيكية.
وبموجب المشروع يُعفى المتدربون بمدارس تعليم السواقة، الذين لم يستكملوا إجراءات الاختبارات المقررة للحصول على رخص السوق الخاصة بهم خلال فترة إغلاق مدارس تعليم السواقة جراء تطبيق الإجراءات الاحترازية لمواجهة جائحة فيروس كورونا المستجد /كوفيد – 19/، من رسوم تجديد التصاريح الخاصة بهم المنتهية بتاريخ 10 /3 /2020 وحتى تاريخ 1 /8/ 2020.
ثالثا – الموافقة على مشروع قرار وزير التعليم والتعليم العالي بإعادة تشكيل لجنة البعثات الدراسية.
بموجب أحكام القانون رقم (9) لسنة 1976 بتنظيم البعثات الدراسية، تُشكل لجنة للبعثات في وزارة التعليم والتعليم العالي وتختص برسم سياسة البعثات وتخطيطها وتقصي احتياجات البلاد الفعلية منها.
رابعا – الموافقة على :
1 – مشروع اتفاقية بشأن إلغاء تأشيرات الدخول لحاملي جوازات السفر العادية بين حكومة دولة قطر وحكومة جمهورية مولدوفا.
2 – مشروع مذكرة تفاهم للتعاون في مجالي الشباب والرياضة بين حكومة دولة قطر وحكومة جمهورية مالطا.
خامسا – اتخاذ الإجراءات اللازمة للتصديق على اتفاقية بشأن التعاون الاقتصادي والتجاري والفني بين حكومة دولة قطر وحكومة أوزبكستان.
