Green Tent Stresses the Need to Unite Efforts to Avoid Covid Crisis

Doha: Arab experts and specialists participating in the activities of the Green Tent affiliated with “A Flower Each Spring” program stressed the need to coordinate and unify international, regional and local efforts to avoid the Coronavirus crisis.

This came during the online conference held, within the activities of the Green Tent, moderated by the Head of A Flower Each Spring program Dr. Saif bin Ali Al Hajri.

Al Hajri said that working remotely in such a compelling circumstance is one of the effective measures to deal with the pandemic and limit its spread, especially in light of closures and precautionary measures, pointing out that most institutions, regardless of their activities, have used the pandemic to bring about changes in management policies and regulations to adapt to the situation.

He added that this made these enterprises more capable of production and competition, as the companies that invested in their technological infrastructure, before the outbreak of the epidemic, gained great advantages during this period, and had the ability to keep up with remote work faster.

Dr. Al Hajri pointed to the continuing challenges facing the productive sectors, such as those related to infrastructure, health, public and university education, and the education of people with disabilities, considering that this pandemic has painful and costly aspects, and has another positive aspect, which must be used to position it in a place that qualifies for resilience and minimizing the negative effects.

For their part, the speakers at the conference explained that the pandemic imposed a number of challenges that accompanied the process of transition from traditional education to distance education, and related to the extent of the readiness of educational institutions for this type of education, the tests and regulation of absence and attendance process, and the amendment of some of followed policies.

Speakers during the conference also focused on the lessons learned from administrative policies and regulations and the impact of the pandemic, and highlighted the impact of the new regulations on the economic sector, the public and university education sector, and people with disabilities.

جاء ذلك خلال ندوة إلكترونية عقدت، ضمن فعاليات /الخيمة الخضراء/ بعنوان /أثر جائحة كورونا على السياسات والأنظمة الإدارية/ أدارها الدكتور سيف بن علي الحجري رئيس برنامج /لكل ربيع زهرة/.

وقال الحجري إن العمل “عن بعد” في مثل هذا الظرف القاهر يعد أحد الإجراءات الناجعة للتعامل مع الجائحة والحد من انتشارها، خاصة في ظل الإغلاقات والإجراءات الاحترازية على المستويات الداخلية والخارجية، لافتا إلى أن معظم المؤسسات، على اختلاف أنشطتها، استغلت الجائحة لإحداث تغييرات في السياسات والأنظمة الإدارية للتكيف مع الجائحة.

وأضاف أن ذلك جعل هذه المؤسسات أكثر قدرة على الإنتاج والمنافسة، حيث اكتسبت الشركات التي استثمرت في بنيتها التحتية التكنولوجية، قبل ظهور الوباء، ميزات كبيرة خلال هذه الفترة، وامتلكت القدرة على مواكبة “العمل عن بعد” بشكل أسرع.

وأشار الدكتور الحجري إلى استمرار التحديات التي تواجه القطاعات الإنتاجية كتلك المتعلقة بالبنية التحتية، والصحة والتعليم العام والجامعي وتعليم ذوي الإعاقة، معتبرا أن هذه الجائحة لها جوانب مؤلمة ومكلفة، ولها وجه آخر إيجابي، يجب الاستفادة منه للتموضع في مكان يؤهل للصمود والتقليل من الآثار السلبية.

من جانبهم، أوضح المتحدثون في الندوة أن الجائحة فرضت جملة من التحديات التي صاحبت عملية الانتقال من التعليم التقليدي إلى التعليم عن بعد، وتعلقت بمدى جاهزية المؤسسات التعليمية لهذا النوع من التعليم، وما يستتبعه من اختبارات وتنظيم عملية الغياب والحضور، وتعديل بعض السياسات المتبعة.

ورأوا أن المسارات التعليمية تأثرت بشكل كبير بالجائحة وكذلك العلاقة بين الطالب والمدرس، مبرزين الأعباء الإضافية لكادر التدريس والصعوبات التي تتعلق بالتأقلم مع التعليم الرقمي، وخاصة في بعض التخصصات العلمية على غرار الدراسات الهندسية التي يصعب تدريسها عن بعد.

وأكد المشاركون في الخيمة الخضراء أن الدول والمؤسسات التعليمية التي تتمتع ببنية تحتية ملائمة وقوية تمكنت من الانتقال بسلاسة وسرعة إلى التعليم عن بعد، مشيدين بجهود دولة قطر في توفير البنية التحتية التكنولوجية والميزانيات الضخمة للتعليم والبحث العلمي وبالمؤسسات التعليمية العاملة فيها وحسن تعاملها مع الأزمة، ما جعل دولة قطر تحتل مرتبة متقدمة عالميا في جودة التعليم.

كما ركز المتحدثون خلال الندوة على الدروس المستفادة من السياسات والأنظمة الإدارية وأثر الجائحة عليها، وسلطوا الضوء على أثر الأنظمة المستجدة على القطاع الاقتصادي وقطاع التعليم العام والجامعي وذوي الإعاقة.
