ADLSA: Companies are required to abide by the decision to reduce employees number in buses

Doha: The Ministry of Administrative Development, Labour and Social Affairs stressed the need for business owners to abide by the decision to reduce the number of workers transported by bus to half the capacity and leave a safe distance between workers while boarding or disembarking from buses.

The ministry has issued a series of awareness guidance to employers on what measures companies should take in the workplace and housing to protect workers from coronavirus, saying that the employer should raise workers’ awareness of the procedures adopted at the enterprise and government level, highlight the importance of measuring temperatures regularly and monitoring respiratory symptoms and reporting them, highlighting the importance of good personal hygiene by reminding workers to wash their hands regularly, cover the mouth with the arm in case of coughing or sneezing, avoid touching their faces, and Ministry of Administrative Development stressed the need to work with workers’ representatives and workers’ welfare officers who can communicate in workers’ languages and encourage workers to share information and views, ask questions and verify information.

The Ministry reminded of the importance of organizing the gradual entry and exit of workers to the workplace, limit the use of shared spaces to a specified number of workers at the same time in line with the safe distance announced by the Ministry of Public Health and work as far as possible to reduce the population density in workers’ housing, allocate 6 square meters for each worker in the room, prohibit all personal meetings that are not necessary, limit internal movement as much as possible, and suspend training programmes.

The Ministry’s Department of Labour Inspection will monitor employer compliance with strict inspection campaigns and non-compliance will result in the application of penalties if suspected or confirmed cases of Covid-19 infection are not reported, as the employer is subject to the penalties stipulated in Law 9 of 2020 by amending some of the provisions of Decree No. 17 of 1990 on the prevention of infectious diseases.

The Ministry of Administrative Development stressed the importance of educating workers to follow the necessary steps to prevent and reduce the spread of the coronavirus, and stressed the importance of all being committed to preventive measures, wearing masks, committing to social spacing, leaving at least one and a half metres between others, avoiding crowded enclosed spaces and washing hands constantly.

Administrative development has also intensified precautionary measures and procedures to protect all employees, and has developed a clear policy to ensure an urgent response and effective implementation of these measures through the application of the labour law, workers care and the provision of prevention and health care to them, and the Ministry is intensifying its awareness and inspection campaigns in order to strengthen Qatar’s efforts to eliminate the coronavirus.

Also, among the measures taken by the Ministry is the issuance of a set of directives that companies working in the private sector must take in the workplace and housing to protect workers, including basic information for workers under the current circumstances, as well as answering most common queries, published through the visual and audio media and social media sites of the Ministry. An official statement was issued to employers and workers to emphasize the importance of cooperation in this period to reduce social and economic damage to workers and employers, taking into account the long-term sustainability of business and employment through a number of instructions governing the contractual relationship between the parties.

Administrative development has been keen to implement the policies and procedures adopted by the State of Qatar since the emergence of the Coronavirus (Covid-19) pandemic in the world, where the competent authorities of the State have taken precautionary measures to protect workers and have established a clear policy to ensure the urgent response and effective implementation of these measures, and the Ministry has been keen to do its part in implementing the labour law, workers welfare and provide safety and occupational health requirements within the workplace and housing of workers.

الدوحة: شددت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية على ضرورة أن يلتزم أصحاب الشركات بقرار خفض عدد العمالة الذين يتم نقلهم بواسطة الحافلات إلى نصف السعة الاستيعابية وترك مسافة آمنة بين العمال أثناء الصعود أو النزول من الحافلات. وكانت الوزارة قد أصدرت جملة من الإرشادات التوعوية الموجهة لأصحاب العمل حول الإجراءات التي يجب على الشركات اتخاذها في مكان العمل والسكن لحماية العمال من فيروس كورونا وقالت إنه يتوجب على صاحب العمل رفع وعي العمال بالإجراءات التي يتم تبنيها على مستوى المؤسسة والحكومة وإبراز أهمية قياس درجات الحرارة بانتظام ومراقبة أعراض الجهاز التنفسي والإبلاغ عنها وإبراز أهمية مراعاة النظافة الشخصية الجيدة بتذكير العمال بغسل أيديهم بانتظام وتغطية الفم بالذراع في حال السعال أو العطس وتجنب لمس وجوههم، وشددت التنمية الإدارية على ضرورة العمل مع ممثلي العمال ومسئولي رعاية العمال الذين يمكنهم التواصل بلغات العمال وتشجيع العمال على تبادل المعلومات ووجهات النظر وطرح الأسئلة والتحقق من المعلومات.

وأهابت الوزارة بأهمية تنظيم عملية الدخول والخروج المتدرج للعمال لمكان العمل وقصر استخدام المساحات المشتركة على عدد محدد من العمال في نفس الوقت بما يتفق مع المسافة الآمنة التي أعلنت عنها وزارة الصحة العامة والعمل بقدر الإمكان على تخفيض الكثافة السكانية في مساكن العمال وتخصيص مساحة 6 مترات مربعة لكل عامل في الغرفة وحظر جميع الاجتماعات الشخصية التي ليست ضرورية وتحد من الحركة الداخلية قدر الإمكان وتعليق البرامج التدريبية.

وستراقب إدارة تفتيش العمل التابعة للوزارة امتثال أصحاب العمل لحملات التفتيش الصارمة وسيؤدي عدم الامتثال الى تطبيق العقوبات في حال عدم الإبلاغ عن الحالات المشتبه بها او المؤكدة لعدوى كوفيد _19 حيث يخضع صاحب العمل للعقوبات المنصوص عليها في القانون رقم 9 لسنة 2020 بتعديل بعض احكام المرسوم بقانون رقم 17 لعام 1990 بشأن الوقاية من الامراض المعدية.

وشددت وزارة التنمية الإدارية على أهمية توعية العمال لاتباع الخطوات اللازمة للوقاية والحد من انتشار فيروس كورونا، وأكدت أهمية أن يلتزم الجميع بالتدابير الوقائية ولبس الكمامة والالتزام بالتباعد الاجتماعي وترك مسافة لا تقل عن متر ونصف المتر بين الآخرين وتجنب الأماكن المغلقة المزدحمة وغسل اليدين باستمرار.

كما كثفت التنمية الإدارية التدابير والإجراءات الاحترازية لحماية جميع العمالة، ووضعت سياسة واضحة لضمان الاستجابة العاجلة والتنفيذ الفعلي لهذه التدابير من خلال تطبيق قانون العمل ورعاية العمال وتوفير الوقاية والرعاية الصحية لهم، وتكثف الوزارة حملاتها التوعوية والتفتيشية في سبيل تعزيز جهود دولة قطر في القضاء على فيروس كورونا كوفيد – 19.

وأيضاً من ضمن التدابير التي اتخذتها الوزارة إصدار مجموعة من التوجيهات التي يجب على الشركات العاملة في القطاع الخاص اتخاذها في أماكن العمل والسكن لحماية العمال، تتضمن المعلومات الأساسية للعمال في ظل الظروف الراهنة، كما تجيب على أغلب الاستفسارات الشائعة، تم نشرها عبر وسائل الإعلام المرئية والمسموعة ومواقع التواصل الاجتماعي للوزارة. وتم توجيه بيان رسمي لأصحاب العمل والعمال للتأكيد من خلاله على أهمية التعاون في هذه الفترة لتقليل الأضرار الاجتماعية والاقتصادية لصالح العاملين وأصحاب العمل، مع مراعاة استدامة الأعمال التجارية والتوظيف على المدى الطويل من خلال عدد من التعليمات التي تنظم العلاقة التعاقدية بين الطرفين.

وقد حرصت التنمية الإدارية على تنفيذ السياسات والإجراءات التي قامت دولة قطر بتبنيها منذ ظهور جائحة فيروس كورونا (كوفيد – 19) في العالم، حيث قامت الجهات المختصة بالدولة باتخاذ التدابير الاحترازية اللازمة لحماية العمال ووضعت سياسة واضحة لضمان الاستجابة العاجلة والتنفيذ الفعلي لهذه التدابير، وقد حرصت الوزارة على القيام بدورها في تطبيق قانون العمل ورعاية العمال وتوفير اشتراطات السلامة والصحة المهنية داخل أماكن العمل وسكن العمال.
