Will exams be taken?.. Minister Counsellor: All Scenarios are on the table

Doha: Mr. Mohamed Ahmed Al-Bishri, advisor to the Minister of Education and Higher Education, said that the decision to limit the attendance of students in all public and private schools for all grades to 30%, came in line with the ongoing meetings and coordination between the Ministry of Education and Higher Education and the Ministry of Health, especially in light of the high number of cases of Coronavirus during the current period.

“The school community is an integral part of the whole community, and this decision is a preventive measure and not for any other reason,” he said during an interview on Qatar TV’s Social Distance Program.

On the feasibility of the student attending school at least once a week and what will be achieved during this school day, al-Bishri said: “There is a big difference between normal and distance education, and attending school for one day will have a significant impact on the student’s educational process, and here I confirm that the school environment is safe, which was announced by Dr. AbdulLatif Al-Khal a few days ago during a press conference of MOPH, and his statement was clear that the schools did not help spread the virus.

“Dealing with the latest updates in the epidemic situation of the Coronavirus is like a war in which we sometimes resort to hit and run and repositioning, which we have followed since the beginning of the pandemic, where the number of students in schools has been reduced at times, and resorting to remote education at other times, and then the increase in student attendance as the increase in Corona infections in society has returned,” he said.

In response to some parents’ fears to send their children to school in light of the increased infections in the community he said:

“Parents should not be afraid of their children going to school, as preventive and precautionary measures are tightened in all public and private schools,” he said. “Preventive measures outside the school walls are what to focus on, such as family visits, shopping and other life activities, so there is no fear for schools under the strict protocol implemented by the Ministry of Education in coordination with the Ministry of Health.”

“All scenarios are on the table and this is one of them, and soon the schedule will be announced, and after meetings with the Ministry of Health, the appropriate decision will be taken on the dates of the tests in accordance with the highest priority, which is the safety of students, administrative staff and academics,” he said.

On the existence of many complaints by parents saying that the school is one of the causes of the corona outbreak, al-Bishri said: The precautionary measures we take are strict, and the problem is some parents who tolerate in sending their children to school despite the appearance of some symptoms such as high temperature, flu and others, and this is not the right decision on their part, because in doing so they put the lives of their children and administrative and academic crews at risk, and they should not be sent to school in this case.

“There are strict measures taken against those who fail to implement precautionary measures by members of the Ministry of Education and Higher Education.”

In response to the question “Why do parents not choose between studying remotely and sending their children to school”, he said: The Ministry of Education has already applied this scenario which is distance education, and we received many complaints from parents saying that their children are studying at home while parents work outside the home, and in the end we went back to determine the attendance rate of students to 30% and 50% during previous periods, and even when we resorted to make them choose between distance education and attendance that did not impress a segment of society.

“More than 80% of the administrative and academic staff in all schools in Qatar have taken the vaccine, and Qatar has not forced anyone to receive vaccination, and the whole people have a choice to take vaccination or not, but it is our duty to protect students and ministry members from administrators, academics and workers, and we have not forced anyone, but if the employee refuses, he is required to provide a certificate of virus-free weekly and this is all to protect students and staff,” he said.

** On the date of vaccination of high school students, al-Bishri confirmed that the Ministry of Education and Higher Education has submitted the lists of students’ names and data to the Ministry of Public Health and this decision is not unilateral to the Ministry of Education.”

الدوحة: قال السيد محمد أحمد البشري مستشار وزير التعليم والتعليم العالي، إن قرار تحديد نسبة حضور الطلاب في جميع المدارس الحكومية والخاصة لكل المراحل بنسبة 30%، جاء تماشياً مع الاجتماعات المستمرة والتنسيق المتواصل بين وزارة التعليم والتعليم العالي ووزارة الصحة، خاصة في ظل ما نشهده من ارتفاع أعداد الإصابات بفيروس كورونا خلال الفترة الحالية.

وأضاف البشري، خلال لقاء في برنامج المسافة الاجتماعية بتلفزيون قطر، إن “المجتمع المدرسي جزء لا يتجزء من المجتمع الكل، وهذا القرار إجراء وقائي وليس لأي سبب آخر”.

وحول جدوى حضور الطالب إلى المدرسة مرة واحدة على الأقل خلال الأسبوع في بعض الأحيان وما سيتم تحصيله خلال هذا اليوم الدراسي، قال البشري: “هناك فرق كبير بين التعليم العادي والتعليم عن بعد، وحضور هذا اليوم سيكون له تأثير كبير في العملية التعليمية للطالب، وهنا أؤكد أن البيئة المدرسية آمنة وهو ما أعلن عنه د. عبداللطيف الخال قبل أيام خلال مؤتمر صحفي لوزارة الصحة، وكان تصريحه واضحاً وهو أن المدراس لم تساعد على نشر الفيروس.

وأوضح البشري أن “التعامل مع مستجدات الوضع الوبائي لفيروس كورونا أشبه بالحرب التي يتم اللجوء فيها إلى أحياناً الكر والفر وإعادة التموضع، وهو ما اتبعناه منذ بداية الجائحة حيث تم تخفيض أعداد الطلاب في المدارس في بعض الأحيان واللجوء إلى التعليم عن بعد في أحيان أخرى، ثم زيادة نسبة حضور الطلاب مع عودة الزيادة في إصابات كورونا في المجتمع”.

وفي رده حول تخوف عدد من أولياء الأمور من إرسال أبنئاهم إلى المدرسة في ظل ارتفاع أعداد المصابين بالفيروس في المجتمع، قال: “على أولياء الأمور عدم الخوف من ذهاب أبنائهم إلى المدارس، حيث يتم تشديد الإجراءات الوقائية والاحترازية في جميع المدارس الحكومية والخاصة”.. مضيفاً: “الإجراءات الوقائية خارج أسوار المدرسة هي ما يجب التركيز عليها، مثل الزيارات العائلية والتسوق وغيرها من الأنشطة الحياتية، فلا خوف على المدارس في ظل البروتوكول الصارم الذي تنفذه وزارة التعليم بالتنسيق مع وزارة الصحة”.

وحول إمكانية تقديم اختبارات نهاية الفصل الدراسي، قال البشري إن “كل السيناريوهات مطروحة وهذا أحدها، وقريباً سيتم الإعلان عن الجدول، وبعد الاجتماعات مع وزارة الصحة سيتم أخذ القرار المناسب بشأن مواعيد الاختبارات بما يتناسب مع الأولوية القصوى وهي سلامة الطلبة والكوادر الإداراية والأكاديمية”.

وحول وجود شكاوى عديدة من قبل أولياء أمور تقول إن المدرسة  هي أحد أسباب تفشي كورونا، قال البشري: الإجراءات الاحترازية التي نتخذها صارمة، والمشكلة عند بعض أولياء الأمور الذين يتهاونون في إرسال أبنائهم إلى المدرسة رغم ظهور بعض الأعراض عليهم مثل ارتفاع الحرارة والرشح وغيرها، وهذا قرار غير صحيح من جانبهم، لأنهم بذلك يعرضون حياة أبنائهم والأطقم الإدارية والأكاديمية للخطر، ومن باب أولى يجب عدم إرسالهم إلى المدرسة في هذه الحالة.

وأضاف: هناك إجراءات صارمة تتخذ ضد من يقصر في تطبيق الاجراءات الاحترازية من قبل المنتسبين إلى وزراة التعليم والتعليم العالي”.

وفي رده على سؤال “لماذا لا يتم تخيير أولياء الأمور بين الدراسة عن بعد وحضور أبنائهم إلى المدرسة”، قال: سبق أن طبقت وزارة التعليم هذا السيناريو وهو التعليم عن بعد، وتلقينا حينها العديد من الشكاوى من قبل أولياء الأمور تقول إن أبناءهم يدرسون في المنزل في ظل عمل الأباء والأمهات خارج المنزل، وفي النهاية عدنا لتحديد نسبة حضور الطلبة إلى 30% و 50% خلال الفترات السابقة، وحتى عندما لجأنا إلى تخييرهم بين الدراسة عن بعد والحضور لم ينل ذلك إعجاب شريحة من المجتمع.

وحول نسب تطعيم الكوادر في المدارس ولماذا لم يتم تخييرهم في مسألة التطعيم باللقاح، أكد البشري أن “أكثر من 80% من الكوادر الإدارية والأكاديمية في جميع مدارس قطر أخذوا اللقاح، وأن قطر لم تجبر أحدا على تلقي التطعيم، والشعب كله مخير لأخذ التطعيم أو لا، ولكن من واجبنا حماية الطلاب ومنتسبي الوزارة من الإداريين والأكاديميين والعمال، ونحن لم نجبر أحداً ولكن في حالة رفض الموظف رفض التطعيم فهو مطالب بتقديم شهادة خلو من الفيروس أسبوعياً وهذا كله لحماية الطلاب والموظفين”

** وحول موعد تطعيم طلاب الثانوية العامة، أكد البشري أن وزارة التعليم والتعليم العالي رفعت الكشوفات الخاصة بأسماء الطلبة وبياناتهم إلى وزارة الصحة العامة وهذا القرار لا تنفرد به وزارة التعليم”.
