MOI warns of messages calling for bank card suspension

Doha: In a tweet on the social networking site, the Interior Ministry called for ignoring anonymous text messages stating that the bank card was stopped, avoiding responding to its senders or opening attached links, with the need to communicate with the Department of Economic and Electronic Crimes to report such situations.

A serious phenomenon has recently emerged concerning electronic media and the Internet, and has shown a new type of crime, namely cybercrime, which represents a significant threat to internet users both on the personal level and in the vital business, corporate and sectors of the country, led by the financial and banking sectors.

Experts point to the emergence of many cases of manipulation and theft of financial data of individuals in different countries of the world, so individuals, traders and business owners should be aware of the importance of protecting their data, which they use both in their bank cards and online transactions, and people keep their personal information, photos or whatever is important to their lives in general, warning against dealing with anonymous messages requesting personal data and credit card numbers, and the importance of not responding to anonymous messages requiring the user to update personal data, or those that contain links only after verifying the source sent, to avoid sharing personal information and data with unreliable entities.

In 2009, Qatar opened the Center for Combating Cybercrime, which investigates and collects inferences in reported crimes, in which the latest electronic technologies were used and awareness of their risks was raised and how to address them, and initiated laws to deter crimes of infringement of systems, programs, information networks and websites, where it passed Law No. (14) of 2014. The legal texts point out that the punishment of the perpetrator of the crime of penetration of personal devices is imprisonment for up to 3 years and a fine not more than 500 thousand riyals,

A person who publishes false news is punishable by 3 years imprisonment and a fine of 500,000 riyals, and violation of personal life such as filming incidents and persons in public places is a crime punishable by imprisonment and a fine of 100,000 riyals, As well as crimes of threats, extortion and child exploitation, which carry a sentence of up to five years. The act also includes forms of mutual legal assistance in the event of a request from a foreign State for mutual legal assistance, relating to the offences provided for in this Act, which also established how to extradite criminals and many relevant subjects.

برزت مؤخرًا ظاهرة خطيرة تخص وسائل التواصل الإلكترونية والإنترنت، وأظهرت نوعًا جديدًا من الجرائم، ألا وهي الجرائم الإلكترونية، التي تمثل خطرًا كبيرًا يحاصر مستخدمي الشبكة سواء على المستويات الشخصية أو بالنسبة لقطاعات الأعمال والشركات والقطاعات الحيوية في الدولة، التي يأتي على رأسها القطاع المالي والمصرفي.

ويشير الخبراء إلى ظهور حالات كثيرة من التلاعب وسرقة البيانات المالية للأفراد في مختلف دول العالم، لذا ينبغي على الأفراد والتجار وأصحاب الأعمال أن يدركوا مدى أهمية حماية بياناتهم، التي يستخدمونها سواء في بطاقاتهم المصرفية ومعاملاتهم عبر الإنترنت، وللأشخاص بالحفاظ على معلوماتهم الشخصية، وصورهم أو كل ما يهم حياتهم بشكل عام، محذرين بعدم التعامل مع الرسائل مجهولة المصدر والتي تطلب بياناتك الشخصية وأرقام بطاقة الائتمان، و إلى أهمية عدم التجاوب مع الرسائل المجهولة التي تطالب المستخدم بتحديث البيانات الشخصية، أو تلك التي تتضمن روابط إلا بعد التحقق من المصدر المرسل، تفاديًا لمشاركة المعلومات والبيانات الشخصية مع جهات غير موثوق بها.

يذكر أن قطر افتتحت عام 2009 مركز مكافحة الجرائم الإلكترونية الذي يعمل على البحث والتحري وجمع الاستدلالات في الجرائم المبلغ عنها، والتي تم فيها استخدام أحدث التقنيات الإلكترونية ونشر الوعي لمخاطرها وكيفية التصدي لها، وشرعت القوانين الرادعة لجرائم التعدي على أنظمة وبرامج وشبكات المعلومات والمواقع الإلكترونية، حيث أصدرت قانون رقم (14) لسنة 2014.

وتلفت النصوص القانونية إلى أن عقاب مرتكب جريمة اختراق الأجهزة الشخصية، بالحبس لمدة تصل إلى 3 سنوات وبغرامة لا تزيد على 500 ألف ريال، ومن يقم بنشر أخبار كاذبة يعاقب بالحبس لمدة 3 سنوات وبغرامة 500 ألف ريال، كما أن الاعتداء على الحياة الشخصية مثل تصوير الحوادث والأشخاص في الأماكن العامة جريمة يعاقب مرتكبها بالحبس وغرامة 100 ألف ريال، وكذلك جرائم التهديد والابتزاز واستغلال الأطفال التي تصل عقوبتها إلى 5 سنوات، ويتضمن هذا القانون أيضًا صور المساعدة القانونية المتبادلة في حالة تلقي طلب من دولة أجنبية للحصول على مساعدة قانونية متبادلة، تتعلق بالجرائم المنصوص عليها في هذا القانون، وأرسى هذا القانون أيضا كيفية تسليم المجرمين والكثير من المواضيع ذات الشأن.
