Education Ministry Organizes Seminar to Evaluate School Performance for 2019-2020

Doha: The School Evaluation Department at the Ministry of Education and Higher Education held a seminar entitled “The most important results and recommendations of the school performance assessment processes for the 2019-2020 academic year,” at the ministry’s headquarters.

Director of the Schools Evaluation Department Mona Al Kuwari chaired the seminar that witnessed the participation of consultants, directors, and heads of various departments in the ministry.

The seminar addressed several issues including the results of the comprehensive educational survey for the 2019-2020 academic year, the periodic evaluation of public schools for the 2019-2020 academic year, and the results of national school accreditation for private schools for the 2019-2020 academic year.

The results of the comprehensive educational survey for the 2019-2020 academic year, regarding the responses of the target groups to public opinion polls for the 2019-2020 academic year, indicated that the total number of targeted parents reached 178,106, with about 5,632 parents from public schools and 2,014 parents from private schools, while the total number of targeted teachers reached 22,183 teachers, of whom about 6,489 teachers in public schools and 2,2828 teachers in private schools.

As for students, 126,352 students from all academic levels have been targeted, representing 42 percent of the total number of students in public and private schools, and the percentage of responses among the target groups has decreased due to the spread of the COVID-19 pandemic in the second semester of last year.

The seminar reviewed the comprehensive educational opinion survey, which revolves around the extent of the target groups’ satisfaction with teaching practices and the quality of the performance of public and private schools and kindergartens.

The results of the comprehensive educational survey for the last year revealed that managers are satisfied with the quality of the training courses they attended during the academic year, as the percentage in public schools reached (82 percent) compared to the percentage of international schools (60 percent) and (62 percent) in private Arab schools.

In addition to the previous results, it was found that the percentage of teachers’ satisfaction with students’ motivation towards learning in public schools compared to private and international schools. The percentage of teacher satisfaction in public schools was 68 percent, while in private schools 78 percent, and international schools 89 percent.

Then, the seminar touched on “periodic evaluation of public schools”, where, the number of schools that were evaluated in 2018-2019 reached 49 public schools and 12 kindergartens, while the percentage decreased in 2019-2020 following the COVID-19 pandemic to 38 government schools and nine kindergartens.

The results of the evaluation were also reviewed for the three public educational stages and kindergartens for the academic years 2018-2019 and 2019-2020.

The participants compared the performance results of public schools and private kindergartens for the academic years 2018-2019 and 2019-2020.

Several recommendations were made based on the periodic evaluation of all educational stages, and then a comparison table was presented for the total number of accreditation visits and mandatory evaluation of schools and private kindergartens that were implemented during the past two years and the expected number to be visited in the next academic year (2020-2021). The total number of schools that were evaluated remained as the previous year 48 schools.

After the seminar, the School Evaluation Department presented several recommendations on achieving the desired quality in school performance, and the discussion session was characterized by the interaction of the attendees in terms of asking questions and making suggestions. Also, it touched on the areas that need development in the performance of public and private schools and kindergartens in the State of Qatar.

الدوحة: عقدت إدارة تقييم المدارس بوزارة التعليم والتعليم العالي، حلقة نقاشية بعنوان /أهم النتائج والتوصيات لعمليات تقييم جودة الأداء المدرسي للعام الأكاديمي 2019-2020/ وذلك بمقر الوزارة.

وتناولت الحلقة النقاشية، التي ترأستها الأستاذة منى الكواري مديرة إدارة تقييم المدارس، بحضور استشاريين ومديري ورؤساء أقسام الإدارات المختلفة في الوزارة، عددا من المحاور منها: نتائج الاستطلاع التربوي الشامل للعام الأكاديمي 2019-2020، والتقييم الدوري للمدارس الحكومية للعام الأكاديمي 2019-2020، ونتائج الاعتماد المدرسي الوطني للمدارس الخاصة للعام الأكاديمي 2019-2020.

وأشارت نتائج الاستطلاع التربوي الشامل للعام الأكاديمي 2019-2020، فيما يتعلق باستجابات الفئات المستهدفة لاستطلاعات الرأي العام للعام الأكاديمي 2019-2020، إلى أن إجمالي عدد أولياء الأمور المستهدفين بلغ 178106 مستهدفين، حيث استجاب لها حوالي 5632 ولي أمر من المدارس الحكومية و2014 ولي أمر من المدارس الخاصة، فيما بلغ إجمالي عدد المعلمين المستهدفين 22183 معلماً، استجاب لها منهم حوالي 6489 معلماً بالمدارس الحكومية، و2828 معلماً بالمدارس الخاصة.

أما الطلبة فقد تم استهداف 126352 طالباً من جميع المراحل الدراسية بنسبة 42% من إجمالي عدد الطلبة بالمدارس الحكومية والخاصة، وتبين انخفاض نسبة الاستجابات لدى الفئات المستهدفة وذلك بسبب انتشار جائحة كورونا /كوفيد – 19/ في الفصل الدراسي الثاني من العام الماضي.

كما تم استعراض محاور ومجالات استطلاع الرأي التربوي الشامل، التي تتمحور حول مدى رضا الفئات المستهدفة عن ممارسات التدريس وجودة أداء المدارس ورياض الأطفال الحكومية والخاصة.

وكشفت نتائج الاستطلاع التربوي الشامل للعام الماضي عن رضا المديرين عن جودة الدورات التدريبية التي حضروها خلال العام الدراسي، حيث بلغت النسبة في المدارس الحكومية (82%) مقارنة بنسبة المدارس الدولية (60%) و(62%) في المدارس العربية الخاصة.

واستكمالاً للنتائج السابقة فقد تبين انخفاض نسبة رضا المعلمين عن دافعية الطلبة نحو التعلم بالمدارس الحكومية مقارنة بالمدارس الخاصة والدولية، حيث كانت نسبة رضا المعلمين في المدارس الحكومية 68%، بينما في المدارس الخاصة 78%، وفي المدارس الدولية 89%.

ومن ثم تم استعراض المحور الثاني من الحلقة النقاشية، وهو “التقييم الدوري للمدارس الحكومية”، ومن خلاله تم التعرف على عدد المدارس التي تم تقييمها في العام (2018 ــ 2019)، والتي بلغت 49 مدرسة حكومية و12 روضة أطفال، بينما تدنت النسبة في العام 2019-2020 إثرَ جائحة كورونا، حيث تم تقييم 38 مدرسة حكومية و9 روضات أطفال.

كما تم استعراض نتائج التقييم لمدارس المراحل التعليمية الثلاث الحكومية ورياض الأطفال للعامين الأكاديميين (2018 ــ 2019) و( 2019-2020).

بعد ذلك تم استعراض جدول لمقارنة نتائج أداء المدارس الحكومية ورياض الأطفال الخاصة للعامين الأكاديميين (2018 ــ 2019) و(2019-2020).

وتم تقديم عدة توصيات بناءً على التقييم الدوري لكافة المراحل التعليمية، ومن ثم عُرِضَ جدول مقارنة لإجمالي عدد زيارات الاعتماد والتقييم الإلزامي للمدارس ورياض الأطفال الخاصة التي تم تنفيذها خلال السنتين الماضيتين والعدد المتوقع زيارته في العام الأكاديمي القادم (2020 ـــ 2021) حيث ظل إجمالي عدد المدارس كما هو في العام الذي يسبقه وهو 48 مدرسة.

وفي ختام الحلقة النقاشية، قدمت إدارة تقييم المدارس عدة توصيات حول تحقيق الجودة المنشودة في الأداء المدرسي، واتسمت الحلقة النقاشية بتفاعل الحضور من حيث طرح تساؤلاتهم واقتراحاتهم، فيما طرحت مواطن القوة والمواطن التي هي بحاجة إلى تطوير في أداء المدارس ورياض الأطفال الحكومية والخاصة في دولة قطر.
