World is Preparing to Lockdown Again Due to the Second Wave of Coronavirus

For its part, the Spanish government agreed yesterday to declare a new state of emergency that would allow the imposition of a curfew across the country, as part of its efforts to try to curb the second wave of the outbreak of the Coronavirus. “The Council of Ministers held an extraordinary meeting yesterday morning in the capital, Madrid, to study the conditions of a new royal decree on the state of alert,” a statement issued by the office of Spanish Prime Minister Pedro Sanchez said. The statement added that the proposal was welcomed by the majority of regional governments in Spain, indicating that the Council of Ministers agreed to impose an initial state of alert for a period of 15 days. And local media reported that the government intends to extend this measure until next April, according to Euro News.

The Italian authorities also announced new strict measures in an attempt to contain the continuing increase in the outbreak of the Corona virus, as they decided to close cinemas, gyms and swimming pools to curb the spread of infection. The authorities in Italy decided to close restaurants and cafes by 6 pm (local time), while stores and most other businesses will be allowed to keep their doors open. The new measures were agreed upon between Italian Prime Minister Giuseppe Conte and local leaders, according to what was reported by the BBC. Also under the new measures, high schools will rely more on online education instead of students attending school classes. The move comes amid demonstrations in Naples and Rome to protest against the new measures and restrictions.

In Kuwait, the Ministry of Health announced yesterday that 708 new cases of the virus were recorded during the past 24 hours, bringing the total number of cases registered in the country to 121,635. And Dr. Abdullah Al-Sanad, spokesman for the ministry, said in a statement broadcast by the Kuwait News Agency, that during the same period, two deaths were recorded following their infection with the virus, bringing the total number of deaths recorded so far to 746 cases. He added that the number of people receiving medical care in the intensive care departments of Kuwaiti hospitals has reached 121 cases, bringing the total number of all cases that have been confirmed with Covid-19 and are still receiving the necessary medical care 8118 cases.

من جانبها، وافقت الحكومة الإسبانية، أمس، على إعلان حالة طوارئ جديدة من شأنها أن تسمح بفرض حظر التجوال في أنحاء البلاد، في إطار جهودها لمحاولة كبح الموجة الثانية من تفشي فيروس كورونا. وذكر بيان صادر عن مكتب رئيس الوزراء الإسباني بيدرو سانشيز، نقلته شبكة يورو نيوز الأوروبية، أن “مجلس الوزراء عقد اجتماعا استثنائيا صباح أمس في العاصمة مدريد، من أجل دراسة شروط مرسوم ملكي جديد بشأن حالة التأهب”. وأضاف البيان أن المقترح نال ترحيب غالبية الحكومات الإقليمية في إسبانيا.. مشيرا إلى أن مجلس الوزراء وافق على فرض حالة تأهب أولية لمدة 15 يوما. وذكرت وسائل إعلام محلية أن الحكومة تعتزم تمديد هذا الإجراء حتى أبريل القادم، وفق يورو نيوز.

وبموجب هذا الإعلان، ستخضع الأقاليم في أنحاء إسبانيا لحظر تجوال ليلي بدءا من الساعة الحادية عشرة مساء حتى السادسة صباحا (بالتوقيت المحلي). وكانت تظاهرات عدة قد خرجت في 9 أقاليم إسبانية على الأقل، مساء أمس الاول، تطالب الحكومة المركزية في مدريد بإعلان حالة الطوارئ أو لإبداء دعمها لهذه الخطوة.

كما أعلنت السلطات الإيطالية عن اتخاذ إجراءات مشددة جديدة في محاولة لاحتواء التزايد المستمر في تفشي فيروس كورونا، إذ قررت إغلاق دور العرض السينمائي والصالات الرياضية وحمامات السباحة لكبح تفشي العدوى. كما قررت السلطات في إيطاليا إغلاق المطاعم والمقاهي بحلول الساعة السادسة مساء (بالتوقيت المحلي)، في حين سيُسمح للمتاجر وأغلب الأعمال التجارية الأخرى بإبقاء أبوابها مفتوحة. وجرى الاتفاق على التدابير الجديدة بين رئيس الوزراء الإيطالي جوزيبي كونتي وقادة المناطق المحلية، وفق ما ذكرته هيئة الإذاعة البريطانية بي بي سي. وبموجب التدابير الجديدة أيضا، ستعتمد المدارس الثانوية بشكل أكبر على التعليم عبر الانترنت بدلا من حضور الطلاب للصفوف المدرسية. وتأتي هذه الخطوة وسط تظاهرات خرجت في نابولي وروما احتجاجا على التدابير والقيود الجديدة.

وفي الكويت أعلنت وزارة الصحة أمس، تسجيل 708 إصابات جديدة بالفيروس خلال الـ24 ساعة الماضية، ليرتفع بذلك إجمالي عدد الحالات المسجلة في البلاد إلى 121635 حالة. وقال الدكتور عبدالله السند المتحدث الرسمي باسم الوزارة في بيان بثته وكالة الأنباء الكويتية، إنه تم خلال الفترة نفسها تسجيل حالتي وفاة إثر إصابتهما بالفيروس، ليصبح مجموع حالات الوفاة المسجلة حتى الآن 746 حالة. وأضاف، أن عددا من يتلقى الرعاية الطبية في أقسام العناية المركزة بالمستشفيات الكويتية بلغ 121 حالة، ليصبح بذلك المجموع الكلي لجميع الحالات التي ثبتت إصابتها بكوفيد-19 ومازالت تتلقى الرعاية الطبية اللازمة 8118 حالة.

بدورها، أعلنت وزارة الصحة العمانية أمس، أن إجمالي عدد الإصابات المُسجلة بفيروس كورونا في السلطنة بلغ 112932 إصابة. وذكرت الوزارة في بيان بثته وكالة الأنباء العمانية، أن إجمالي الوفيات جراء الإصابة بالفيروس بلغ 1174 وفاة، فيما وصل عدد المتعافين إلى 99278 حالة لتصل نسبة الشفاء إلى 9ر87 بالمائة. وأوضحت الوزارة أن عدد المحجوزين في المستشفيات خلال الـ 24 ساعة الماضية بلغ 44، ليصل الإجمالي إلى 471 حالة وفي العناية المركزة 193.

من ناحية أخرى، قال مدير المعهد الوطني الأمريكي للحساسية والأمراض المعدية امس في مقابلة مع هيئة الإذاعة البريطانية إن البت في سلامة وفعالية لقاح مضاد للفيروس سيكون بنهاية نوفمبر أو بحلول أوائل ديسمبر المقبلين، لكن من غير المرجح أن يجري أي تطعيم على نطاق أوسع قبل العام 2021.
