Ministry of Education Approves Rotating Attendance System for School Students

Doha: Based on the public health indicators related to COVID-19 and the continuous monitoring and evaluation of the educational process in light of the pandemic, and within the framework of the general situation data, the Ministry of Education and Higher Education decided to adopt the actual rotating attendance system for students in government and private schools and kindergartens, and to cancel the decision to choose between actual attendance or distance learning. The new system shall be applied after the end of the mid-term exams of the first semester, as of November 1.

The Ministry also decided to raise the average attendance rate in all government and private schools and kindergartens to 42% of the capacity of schools, in accordance with the weekly rotating attendance schedule, with compulsory attendance starting from November 1 for public and private schools according to their academic calendar after the end of the mid-term exams of the first semester, which will start from October 25 and no later than November 1, provided that the blended education system will be applied according to the weekly rotating attendance schedules.

In this framework, all government and private schools are obligated to divide the total number of students at one level into classes with a maximum of 15 students per class, with adherence to a distance of 1.5 meters between each student and his classmate, and wearing masks according to the school stage. The school shall organize the entry and exit of students from and to the school building to prevent crowding and maintain social distancing. Students with chronic diseases and have certified medical certificates are excluded from attendance to the school building during the first semester.

The Ministry of Education and Higher Education emphasizes the need for all administrators and teachers to adhere to the precautionary measures and fully cooperate with the concerned authorities in the event of discovery or suspicion of any case of COVID-19 infection, and to deal firmly in the event of any violations in the application of precautionary measures in the schools, provided that violation of these obligations will entail legal action.

It is also permissible, with the prior approval of the Private Schools Affairs Department of the Ministry of Education and Higher Education, to apply the two-shift system in private schools and kindergartens on a daily basis to cover the schooling hours in the school or kindergarten through the attendance of students in two periods, provided that the attendance rate does not exceed 42% in one period, whether in classrooms or in the school as a whole, with the emphasis on thoroughly disinfecting surfaces between the two periods.

Specialized and technical schools, schools for people with special needs, and village schools are committed to the same attendance rates mentioned. In the schools that include a small number of students equal to the approved percentages, attendance for all students shall be 100% five days a week, provided that the number of students in one class does not exceed 15 students with a maintained distance of 1.5 meters between students.

The schools will provide students with the rotating schedules that clarify the days of attendance to the school building and the days in which they will receive distance learning, according to each school stage.

The Ministry of Education and Higher Education affirms that these amendments serve the interest of students and work on their gradual return to the school environment given it benefits on the academic achievement and the psychological and social aspects of the students, as the interaction within the school class between students and teachers on the one hand and among the students themselves on the other hand strengthens the students’ mental abilities and contribute to the success of the educational process.

The Ministry underlines that the health and safety of its students, teaching staff, administration and all school personnel is an utmost priority, and that it takes, in cooperation with the concerned authorities headed by the Ministry of Public Health, all measures and procedures to protect the students and ensure their safety, as their physical and psychological health represents the highest priority within the framework of the educational process.

الدوحة: بناء على مؤشرات الصحة العامة والمتعلقة بفيروس كوفيد-19 والمتابعة والتقييم المستمرين للعملية التعليمية في ظل الجائحة، وفي إطار معطيات الوضع العام، فقد قررت وزارة التعليم والتعليم العالي اعتماد نظام حضور الطلبة في المدارس الحكومية والخاصة ورياض الأطفال وفق نظام الحضور التناوبي الفعلي في المبنى المدرسي وإلغاء قرار الاختيار بين الحضور الفعلي أو التعلم عن بعد، وذلك ابتداءً من بعد اختبارات منتصف الفصل الدراسي الأول حيث يطبق النظام الجديد بتاريخ 1 نوفمبر المقبل.

هذا وقد تقرر رفع متوسط نسبة الحضور في جميع المدارس الحكومية والمدارس ورياض الأطفال الخاصة إلى نسبة تصل حتى 42% من الطاقة الاستيعابية للمدارس طبقا لجدول الحضور التناوبي الأسبوعي، مع إلزامية الحضور بداية من الأول من نوفمبر القادم للمدراس الحكومية، وللمدارس الخاصة طبقا لتقويمها الأكاديمي بعد انتهاء اختبارات منتصف الفصل الدراسي الأول والذي سيبدأ من 25 أكتوبر الجاري وبحد أقصى 1 نوفمبر المقبل، على أن يطبق نظام التعليم المدمج طبقا لجداول الحضور التناوبي الأسبوعي.

وفي هذا الإطار تلتزم جميع المدارس الحكومية والخاصة بتقسيم العدد الكلي للطلبة في المستوى الواحد إلى شعب دراسية بحد أقصى 15 طالبا في الشعبة الواحدة مع ترك مسافة (1.5 متر ونصف بين كل طالب وزميله في الصف) مع الالتزام بلبس الكمام على حسب المرحلة الدراسية، وتتولى المدرسة تنظيم دخول وخروج الطلبة إلى مبنى المدرسة لمنع التزاحم ومراعاة التباعد الاجتماعي، على أن يستثنى من الدوام في المبنى المدرسي خلال الفصل الدراسي الأول الطالب المصاب بمرض مزمن ولديه شهادة طبية معتمدة بذلك بحيث يكون دوامه كاملاً عن بعد.

وتؤكد وزارة التعليم والتعليم العالي على ضرورة التزام كافة الإداريين والمعلمين بتطبيق الإجراءات الاحترازية والتعاون التام مع الجهات المعنية في حال اكتشاف أو الاشتباه بأي حالات إصابة بفيروس (كوفيد-19)، والتعامل بحزم في حال رصد أي مخالفات في تطبيق الإجراءات الاحترازية في المدارس وأن مخالفة هذه الالتزامات سيترتب عليها اتخاذ الإجراءات القانونية.

كما يجوز بموافقة مسبقة من إدارة شؤون المدارس الخاصة بوزارة التعليم والتعليم العالي، تطبيق نظام الفترتين في المدارس ورياض الأطفال الخاصة بشكل يومي لتغطية ساعات التمدرس بالمدرسة أو الروضة وذلك من خلال حضور الطلبة للمبنى المدرسي على فترتين شريطة ألا تتجاوز نسبة الحضور عن 42% في الفترة الواحدة سواء في غرفة الدراسة أو بالمدرسة كمجموع كلي، والتشديد على تطهير الأسطح بشكل كامل بين الفترتين.

ومن جهتها تلتزم المدارس التخصصية والتقنية ومدارس ذوي الاحتياجات الخاصة ومدارس القرى بنفس نسب الحضور المذكورة وفي حال المدارس التي تتضمن عددا قليلا من الطلاب يساوي النسب المقررة يكون الدوام لجميع الطلاب بنسبة 100% في أيام الأسبوع الخمسة شرط ألا يتجاوز عدد الطلاب في الشعبة الواحدة 15 طالبا مع الحفاظ على مسافة 1.5 متر بين الطلبة.

ومن المقرر أن تقوم المدارس بتزويد الطلبة بجداول الدوام التناوبي التي توضح الأيام التي يتحتم على الطلبة الدوام في المبنى المدرسي والأيام التي سيتلقون فيها التعلم عن بعد وفقا لكل مرحلة دراسية.

وتؤكد وزارة التعليم والتعليم العالي أن هذه التعديلات التي يتم اتخاذها تهدف إلى تحقيق مصلحة الطلبة والعمل على عودتهم التدريجية للبيئة المدرسية لما لذلك من فوائد عديدة على التحصيل الدراسي وعلى الجوانب النفسية والاجتماعية للطالب حيث أن التفاعل داخل الصف المدرسي بين الطلاب والمعلمين من جهة وبين الطلبة من جهة أخرى يقوي القدرات الذهنية للطلبة ويساهم في نجاح العملية التعليمية.

وتشدد الوزارة على أن صحة وسلامة أبنائها الطلبة وكادر التدريس والإدارة وكافة العاملين في المدارس من أهم أولوياتها وتتخذ بالتعاون مع الجهات المعنية وعلى رأسها وزارة الصحة العامة كل الإجراءات والتدابير الكفيلة بحماية الطلبة وضمان سلامتهم حيث أن صحتهم الجسدية والنفسية تشكل الأولوية القصوى في إطار العملية التعليمية.

كما يشار إلى أن الوضع العام من ناحية فيروس كورونا في المدارس مطمئن جدا وفقا للمعطيات والأرقام.
