Qatar Partakes in 12th Meeting of Attorney Generals, Public Prosecutors of GCC Countries

Doha: The State of Qatar participated on Sunday via videoconferencing in the 12th meeting of Their Excellencies Attorney Generals, Public Prosecutors, and heads of investigation and prosecution bodies of the Cooperation Council for the Arab States of the Gulf (GCC).
HE Attorney-General Dr. Ali bin Fattis Al Marri headed the State of Qatar’s delegation to the meeting.
The meeting reviewed several topics on the agenda, notably the amendment of the rules for cooperation between the public prosecution offices and the attorney generals offices. Also, it discussed the proposal to prepare a draft guide on procedural controls for modern technology crimes, in addition to reviewing many topics, including (completing the project of organizing the public prosecution and the attorney generals services in the GCC, the rules for child protection during the investigation phase and the mechanism for conducting the procedures of members of the public prosecution offices in the GCC countries).
During the meeting, they reviewed the experience of the State of Qatar in establishing the Health Prosecution, as the state has worked over the past years to develop and introduce laws in various fields to achieve the Qatar National Vision 2030, as the Health Prosecution comes in line with this vision as well as in the framework of combating the coronavirus (COVID-19) pandemic.
In March, HE the Attorney General Dr. Ali bin Fetais Al Marri issued a decision to establish the Health Prosecution, which is a precedent for the State of Qatar in the world, as part of the precautionary and preventive measures taken by the state to preserve public health and community safety, as the Health Prosecution was formed with a specialized legal and judicial cadres and experts specializing in health crimes, which leads to speed up the litigation process in this field.
The Health Prosecution role is not limited to the COVID-19 pandemic, as the Health Prosecution will contribute to protecting human health in the State of Qatar, and it will also work overtime to establish public prosecutors specialized in medical, cosmetic, and other errors cases.

واستعرض الاجتماع عددا من المواضيع المدرجة على جدول الأعمال من أهمها تعديل قواعد التعاون المشترك بين النيابات العامة والادعاء العام، ومناقشة مقترح إعداد مشروع دليل استرشادي بالضوابط الإجرائية لجرائم التقنيات الحديثة، إلى جانب مناقشة العديد من مواضيع الإحاطة والعلم ومنها (استكمال مشروع تنظيم أجهزة النيابات العامة والادعاء العام بدول مجلس التعاون، قواعد حماية الطفل خلال مرحلة التحقيق وآلية سير إجراءات أعمال أعضاء النيابات العامة بدول مجلس التعاون).
وخلال الاجتماع تم استعراض تجربة دولة قطر في انشاء نيابة الصحة حيث عملت الدولة خلال السنوات الماضية على تطوير واستحداث قوانين في شتى المجالات لتحقيق رؤية قطر الوطنية 2030 حيث تأتي نيابة الصحة تماشيا مع هذه الرؤية وكذلك في إطار التصدي لجائحة فيروس كورونا (كوفيد-19).
وكان سعادة الدكتور علي بن فطيس المري النائب العام قد أصدر في مارس الماضي قرارا بإنشاء نيابة الصحة والتي تعد سابقة لدولة قطر على مستوى العالم، وذلك ضمن الإجراءات الاحترازية والوقائية التي اتخذتها الدولة للحفاظ على الصحة العامة وسلامة المجتمع، حيث تم تشكيل نيابة الصحة بكادر قانوني متخصص وكوادر قضائية وخبراء متخصصين في جرائم الصحة وهو ما يؤدي إلى التقاضي بشكل أسرع في هذا المجال.
الجدير بالذكر أن نيابة الصحة لا ينحصر دورها في إطار جائحة كورونا، وإنما أيضا إلى ما بعد الجائحة، حيث إن نيابة الصحة ستساهم في حماية صحة الإنسان بدولة قطر، كما ستعمل بمرور الوقت على تواجد وكلاء نيابة متخصصين في قضايا الأخطاء الطبية والتجميل وغيرها.
