Qatar Reiterates its Assertion that Israeli Settlements in Occupied Territories are illegal and Obstacle to Peace

New York: The State of Qatar has reiterated that Israeli settlements in the occupied territories are illegal, in addition to being an obstacle to peace and economic and social development, and threatens the two-state solution.

The State of Qatar reaffirmed that Israel’s decision to impose its laws, jurisdiction and administration on the occupied Syrian Arab Golan is null and void and has no international legal effect, and expressed its rejection of illegal practices in Golan, which violate the relevant international resolutions.

This came in the statement of the State of Qatar made by HE Permanent Representative of the State of Qatar to the United Nations in New York Ambassador Sheikha Alya Ahmed bin Saif Al-Thani, before the 4th Committee (Political and Decolonization Committee) of the United Nations General Assembly at its 75th session.

Her Excellency stressed that a permanent, just and comprehensive solution to the Palestinian issue requires serious negotiations between the two sides, Palestinian and Israeli, on the basis of the agreed upon references, the United Nations resolutions and the Arab Peace Initiative, in order to establish a Palestinian state on the 1967 borders with East Jerusalem as its capital, and to put an end to the Israeli occupation of the Arab lands, including the Syrian Golan.

Her Excellency called for an immediate and complete cessation of settlement activities, the return of refugees, and the restoration of the inalienable rights of the Palestinian people, with an emphasis on the necessity not to prejudice the status quo of Holy Jerusalem and the Islamic and Christian sanctities, especially Al-Aqsa Mosque.

Her Excellency added that after reviewing the reports presented to the committee under the report clause of the special committee concerned with investigating Israeli practices affecting the human rights of the Palestinian people and other Arab inhabitants in the occupied territories, the international consensus has become evident once again to reject Israeli practices that affect those rights, and to reject all violations and breaches of international law, including international human rights law and international humanitarian law.

Her Excellency stressed the State of Qatar’s affirmation that the Geneva Convention Relative to the Protection of Civilian Persons in Time of War of 1949 applies to the occupied Palestinian territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967.

Her Excellency pointed out that Israel must comply with the demands of the General Assembly in its various resolutions under this item, as well as lift the blockade imposed on Gaza Strip, which is causing the deterioration of the economic and humanitarian situation of its residents.

Recognizing the importance of addressing humanitarian and economic crises in order to achieve stability and create an environment conducive to peace, Her Excellency said that the State of Qatar will continue to provide humanitarian and development support for the benefit of the Palestinian people in the occupied Palestinian territory under the directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

Her Excellency pointed out that the contributions of the State of Qatar through Qatar Fund For Development (QFFD) and the Gaza Reconstruction Committee exceeded USD one billion, in addition to the contributions made by civil society institutions, and explained that this support has tangible effects in addressing urgent and long-term needs in many areas, strengthening infrastructure, repairing housing, supplying electric power and providing jobs.

In this context, Her Excellency indicated that this year, USD 150 million has been provided to address humanitarian needs, including facing the outbreak of the Coronavirus (Covid-19).

Regarding the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Her Excellency stated that Qatar has increased the level of its donation in favor of UNRWA’s basic resources, and stressed the importance of continued international support for it to address the financial difficulties it faces.

On this occasion, Her Excellency congratulated the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Philippe Lazzarini, on his assumption of his post this year, affirming the State of Qatar’s support for him in carrying out his mission, praising the great efforts made by all Agency employees in light of the difficult circumstances on the ground.

Her Excellency expressed her belief that the general discussion of the items before the 4th Committee at this session is a renewed opportunity to reaffirm the 1960 Declaration on the Granting of Independence to Colonial Countries and Peoples, the Universal Declaration of Human Rights, and the UN resolutions related to decolonization.

Her Excellency said that the principle of ending colonialism and foreign occupation is one of the important principles that the United Nations seeks to achieve, stressing the need to continue seeking to reach just settlements for all cases before this committee, in accordance with international law, and in a manner that takes into account the specifics of each case separately.

With regard to the issue of the Moroccan Sahara, Her Excellency stated that the State of Qatar – within the framework of its belief in settling disputes by peaceful means and through dialogue – expresses support for the efforts of the United Nations Secretary-General aimed at facilitating a permanent and agreed upon political solution.

Her Excellency stressed the importance of constructive dialogue within the framework of the political process under the supervision of the United Nations, in accordance with the relevant Security Council resolutions, the latest of which is Resolution 2494 (2020), and in a manner that guarantees the sovereignty of the Kingdom of Morocco.

In the conclusion of her statement, Her Excellency said that the initiative presented by Morocco is a constructive initiative as a basis for any realistic solution to this issue.

Her Excellency reiterated the hope that the draft resolution that the committee would consider in this regard would be a contribution to supporting the political process and reaching a final solution to this issue in the interest of all parties, security, stability and the constructive cooperation in the region.

نيويورك: جددت دولة قطر التأكيد على أن المستوطنات الإسرائيلية في الأراضي المحتلة غير قانونية علاوة على أنها تشكل عقبة أمام السلام والتنمية الاقتصادية والاجتماعية، وعائقا يهدد حل الدولتين.

وجددت دولة قطر التأكيد على أن قرار إسرائيل فرض قوانينها وولايتها القضائية وإدارتها على الجولان العربي السوري المحتل لاغ وباطل وليس له أثر قانوني دولي، وأعربت عن رفض الممارسات غير القانونية في الجولان، التي تنتهك القرارات الدولية ذات الصلة.

جاء ذلك في بيان دولة قطر الذي أدلت به سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحدة في نيويورك، أمام اللجنة الرابعة (اللجنة السياسية وإنهاء الاستعمار) التابعة للجمعية العامة للأمم المتحدة في دورتها الـ (75) حول “المناقشة المشتركة لجميع البنود المعروضة على اللجنة الرابعة”.

وشددت سعادتها على أن الحل الدائم والعادل والشامل للقضية الفلسطينية يتطلب مفاوضات جادة بين الجانبين، الفلسطيني والإسرائيلي، على أساس المرجعيات المتفق عليها، وقرارات الأمم المتحدة ومبادرة السلام العربية، من أجل إقامة الدولة الفلسطينية القابلة للحياة على حدود عام 1967 وعاصمتها القدس الشرقية، وإنهاء الاحتلال الإسرائيلي للأراضي العربية المحتلة، بما فيها الجولان السوري.

وطالبت بالوقف الفوري والكامل للأنشطة الاستيطانية، وعودة اللاجئين، واسترجاع الشعب الفلسطيني لحقوقه غير القابلة للتصرف، مع التأكيد على ضرورة عدم المساس بالوضع القائم للقدس الشريف والمقدسات الإسلامية والمسيحية وخاصة المسجد الأقصى.

وأضافت سعادتها أنه “بعد الاطلاع على التقارير المعروضة على اللجنة في إطار بند تقرير اللجنة الخاصة المعنية بالتحقيق في الممارسات الإسرائيلية التي تمس حقوق الإنسان للشعب الفلسطيني وغيره من السكان العرب في الأراضي المحتلة يتبين مجددا الإجماع الدولي على رفض الممارسات الإسرائيلية التي تمس تلك الحقوق، ورفض جميع الانتهاكات والخروقات للقانون الدولي بما فيه القانون الدولي لحقوق الإنسان والقانون الإنساني الدولي”.

وجددت سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحدة في نيويورك، تأكيد دولة قطر على انطباق اتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب لعام 1949 على الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، والأراضي العربية الأخرى التي تحتلها إسرائيل منذ عام 1967.

وشددت سعادتها على وجوب امتثال إسرائيل لمطالب الجمعية العامة في قراراتها المختلفة تحت هذا البند، وكذلك فك الحصار المفروض على قطاع غزة الذي يتسبب بتدهور الوضع الاقتصادي والإنساني لسكان القطاع.

وإدراكا لأهمية التصدي للأزمات الإنسانية والاقتصادية من أجل تحقيق الاستقرار وخلق البيئة المواتية للسلام، قالت سعادة السفيرة إن “دولة قطر ستواصل تقديم الدعم الإنساني والتنموي لصالح الشعب الفلسطيني في الأرض الفلسطينية المحتلة. وبتوجيهات من حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى”.

ولفتت إلى أن مساهمات دولة قطر تجاوزت عبر صندوق قطر للتنمية ولجنة إعمار غزة مليار دولار، علاوة على المساهمات التي قدمتها مؤسسات المجتمع المدني، وأوضحت أن لهذا الدعم آثارا ملموسة في معالجة الاحتياجات العاجلة والطويلة الأمد في مجالات عديدة وتعزيز البنى التحتية وإصلاح المساكن والإمداد بالطاقة الكهربائية وتوفير فرص العمل.

وفي هذا السياق، أشارت سعادتها إلى أنه تم هذا العام تقديم 150 مليون دولار للتصدي للاحتياجات الإنسانية بما فيها مواجهة تفشي فيروس كورونا (كوفيد-19).

وعن وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين في الشرق الأدنى (أونروا)، أفادت سعادتها بأن دولة قطر رفعت من مستوى تبرعها لصالح الموارد الأساسية لوكالة الأونروا، وشددت على أهمية استمرار الدعم الدولي لها للتصدي للصعوبات المالية التي تواجهها.

وبهذه المناسبة، هنأت سعادة السفيرة، السيد فيليب لازاريني المفوض العام لوكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين في الشرق الأدنى (أونروا)، على توليه منصبه هذا العام، مؤكدة دعم دولة قطر له في أداء مهمته، مشيدة بالجهود الكبيرة التي يبذلها جميع العاملين في الوكالة في ظل الظروف الصعبة على الأرض.

وأعربت سعادتها عن اعتقادها، بأن المناقشة العامة للبنود المعروضة على اللجنة الرابعة في هذه الدورة، تعد فرصة متجددة لإعادة التأكيد على إعلان منح الاستقلال للبلدان والشعوب المستعمرة لعام 1960، والإعلان العالمي لحقوق الإنسان، والقرارات الأممية ذات الصلة بإنهاء الاستعمار. وقالت إن “مبدأ إنهاء الاستعمار والاحتلال الأجنبي، هو من المبادئ الهامة التي تسعى الأمم المتحدة لتحقيقها. وشددت على ضرورة مواصلة السعي من أجل التوصل لتسويات عادلة لجميع الحالات المعروضة على هذه اللجنة، وفق القانون الدولي، وبأسلوب يأخذ بعين الاعتبار خصوصيات كل حالة على حدة”.

وفيما يتعلق بقضية الصحراء المغربية، أفادت سعادتها بأن دولة قطر – في إطار إيمانها بتسوية الخلافات والمنازعات بالسبل السلمية وعن طريق الحوار – تعرب عن الدعم لجهود الأمين العام للأمم المتحدة الرامية إلى تيسير التوصل إلى حل سياسي دائم ومتوافق عليه. وأكدت على أهمية الحوار البناء في إطار العملية السياسية بإشراف الأمم المتحدة، وفق قرارات مجلس الأمن ذات الصلة وآخرها القرار 2494 (2020)، وبما يضمن سيادة المملكة المغربية.

وقالت في ختام بيانها، إن “مبادرة الحكم الذاتي التي تقدم بها المغرب تعد مبادرة بناءة كأساس لأي حل واقعي لهذه القضية”. وجددت الإعراب عن الأمل بأن يكون مشروع القرار الذي ستنظر فيه اللجنة بهذا الخصوص بمثابة مساهمة في دعم العملية السياسية والتوصل إلى حل نهائي لهذه القضية بما يخدم مصلحة جميع الأطراف والأمن والاستقرار والتعاون البناء في المنطقة.
