The Peninsula Affirms Qatar’s Efforts in Strengthening IT Infrastructure

Doha: The Peninsula daily newspaper affirmed in its Sunday editorial that the Qatar National Vision 2030 is aimed at outlining country’s plans to transform into a knowledge-based economy, using information and communications technology as a platform for innovation and prosperity.
The paper pointed out that to achieve this goal, the country has made great efforts to enhance its information technology infrastructures, as well as to combat cybercrimes and protect businesses and general public.
The interest in this area grew further following the cyber attack on the website of Qatar News Agency (QNA) on May 23, 2017, the paper said, stressing that cybercrimes are a global threat that requires global responses and cooperation to protect IT systems.
The Peninsula also said that protecting Qatar’s critical Information Communication Technology (ICT) infrastructure and systems has become a top priority for the State of Qatar, which affirmed its commitment to continue working with the international community to combat digital piracy due to its seriousness and dire effects.
To face these challenges, Qatar has ramped up its cyber security efforts while working with partners across the globe to ensure an open and secure cyberspace, the paper pointed out, noting that at the same time Qatar has warned that the cybercrimes and piracy constitute a large percentage of the crimes that threaten international peace and security, and called for strengthening cyber security and providing a safe electronic environment.
In this context, the paper noted the speech of HE the Second Secretary at the Permanent Delegation of the State of Qatar to the United Nations Ahmed bin Saif Al Kuwari before the Economic and Financial Committee (2nd Committee) of the UN General Assembly at its 75th session on Item 17 entitled “Information and Communications Technologies for Development”, in which he said that Qatar was exposed to a cyber piracy crime in 2017, which was starting point for imposing an unjust blockade, and presented a flagrant violation of human rights and international law.
The Peninsula concluded its editorial by saying that the State of Qatar attaches great importance to promoting the positive aspect of using innovative technology in a way that achieves a human-centered and inclusive society, as it succeeded since the beginning of the coronavirus (COVID-19) pandemic in providing distance education, adding that Qatar has made great strides in building and developing the information and communication technology sector and the digital transformations system.

الدوحة: أكدت صحيفة /البيننسولا/ الناطقة بالإنجليزية، في افتتاحيتها اليوم، أن رؤية قطر الوطنية 2030 تهدف إلى تحديد خطط الدولة للتحول إلى اقتصاد قائم على المعرفة، باستخدام تكنولوجيا المعلومات والاتصالات كمنصة للابتكار والازدهار.. وقالت لتحقيق هذا الهدف، بذلت الدولة جهودًا كبيرة لتعزيز البنى التحتية لتكنولوجيا المعلومات. إلى جانب بذل جهود ملحوظة لمكافحة الجرائم الإلكترونية وحماية الشركات والأفراد.
وذكرت الصحيفة أن الاهتمام بهذا المجال نما أكثر بعد الهجوم الإلكتروني على الموقع الإلكتروني لوكالة الأنباء القطرية في 23 مايو، 2017 .. وشددت على أن الجرائم الإلكترونية هي تهديد عالمي يتطلب استجابات وتعاونًا عالميًا لحماية أنظمة تكنولوجيا المعلومات.
واعتبرت الصحيفة أن حماية البنية التحتية وأنظمة تكنولوجيا المعلومات والاتصالات في قطر أصبحت أولوية قصوى للدولة، والتي أكدت التزامها بمواصلة العمل مع المجتمع الدولي لمكافحة القرصنة الرقمية لخطورته وآثاره الوخيمة.
وبينت أن دولة قطر عززت من جهودها في مجال الأمن السيبراني من خلال العمل مع الشركاء في جميع أنحاء العالم لضمان فضاء إلكتروني مفتوح وآمن. وفي الوقت نفسه حذرت دولة قطر من أن الجرائم الإلكترونية والقرصنة تشكل نسبة كبيرة من الجرائم التي تهدد السلم والأمن الدوليين، ودعت إلى تعزيز الأمن السيبراني وتوفير بيئة إلكترونية آمنة.
وأشارت إلى الكلمة التي ألقاها السيد أحمد بن سيف الكواري السكرتير الثاني بالوفد الدائم لدولة قطر لدى الأمم المتحدة، أمام اللجنة الاقتصادية والمالية (اللجنة الثانية) التابعة للجمعية العامة للأمم المتحدة في دورتها الخامسة والسبعين بشأن البند 17 المعنون ” تكنولوجيا المعلومات والاتصالات من أجل التنمية”. حيث أكد أن دولة قطر تعرضت لجريمة قرصنة إلكترونية في عام 2017 ، التي كانت نقطة انطلاق لفرض الحصار ضدها، وانتهاك صارخ لحقوق الإنسان والقانون الدولي.
واختتمت الصحيفة افتتاحيتها بالقول، إن دولة قطر تولي أهمية كبيرة لتعزيز الجانب الإيجابي لاستخدام التكنولوجيا المبتكرة بما يحقق مجتمعًا محوره الإنسان، مشيدة بالنجاح منذ بداية جائحة فيروس كورونا (كوفيد-19) في توفير التعليم عن بعد، عندما فرض الوباء حتمية التعليم عن بعد.. ورأت أن دولة قطر قطعت أشواطا كبيرة في بناء وتطوير قطاع تكنولوجيا المعلومات والاتصالات ونظام التحولات الرقمية.
