3-phase plan to reimpose some Coronavirus restrictions

Doha: The Supreme Committee for Crisis Management has announced that the mandatory quarantine policy for all returnees to Qatar will take effect until further notice, with the list of low-risk countries continuing to be updated by the Ministry of Public Health, in light of the escalating global spread of the Covid-19 epidemic. The Supreme Committee for Crisis Management said, in a statement yesterday, that the spread of the epidemic “Covid-19” globally and in The State of Qatar has required the need to take a package of measures on a number of levels to protect the public health of citizens and residents and reduce the spread of the epidemic, and the State of Qatar was able to overcome the peak point and flatten the curve, while maintaining one of the lowest death rates in the world, thanks to God, the strength of its health system and the effectiveness of the measures imposed by the state and the cooperation of citizens and residents and their application of precautionary measures.

The statement added that after the peak, it became necessary to find the formula of balance required between maintaining public health and returning to normal life, which was thankfully done in the four stages of the gradual lifting of restrictions. The Supreme Committee for Crisis Management confirmed in its statement to continue working on the fourth phase and its recently announced capacity ratios, with periodic review of indicators from the relevant state authorities, noting that although the indicators indicate that the virus was contained and its spread was reduced in The State of Qatar, this does not mean that the epidemic has receded and disappeared.

The statement mentioned that the Supreme Committee for Crisis Management approved a three-phase plan to reimpose some restrictions if recommended by the Ministry of Public Health based on its continuous follow-up of the above indicators, noted in this context that the main factor in reducing the spread of the virus is the awareness of the community and its application of precautionary measures, especially in places of gatherings and social events, where it has recently been proven that uncareful social mixing has become the most important factor in the spread of “Covid-19” in Qatar.

According to the statement, “It should be noted here that a number of countries in the world have already entered the second wave of the spread of the virus, which means that this is something likely to happen if society lax in the application of precautionary measures.

As the global epidemic prevalence continues to rise, this requires that the mandatory quarantine policy for all returnees to Qatar take effect until further notice, with the list of low-risk countries still being updated by the Ministry of Public Health.”

At the end of its statement, the Supreme Committee for Crisis Management calls on citizens and residents to abide by precautionary measures, including wearing muzzles, social distancing and hand cleansing, asking God to protect Qatar and its people from all evil.

الدوحة: أعلنت اللجنةُ العليا لإدارة الأزمات سريان سياسة الحجر الإلزاميّ لجميع العائدين لدولة قطر وذلك حتّى إشعار آخر، مع استمرار تحديث قائمة الدول مُنخفضة الخطورة من قبل وزارة الصحة العامة، وذلك في ظل تصاعد معدل انتشار وباء «‏كوفيد-19»‏ عالميًا.

وقالت اللجنةُ العليا لإدارة الأزمات، في بيان لها أمس، إنّ انتشار وباء «كوفيد-19» عالميًا وفي دولة قطر قد حتّم ضرورة اتخاذ حزمة من الإجراءات على عددٍ من الأصعدة لحماية الصحة العامة للمُواطنين والمُقيمين والحدّ من انتشار الوباء، واستطاعت دولة قطر تجاوز الذروةَ وتسطيح المُنحنى، مع الحفاظ على أحد أقلّ معدلات الوفاة عالميًا، بفضل الله تعالى وقوة نظامها الصحي وفاعلية الإجراءات التي فرضتها الدولةُ وتعاون المُواطنين والمقيمين وتطبيقهم الإجراءات الاحترازية.

وأضاف البيان إنه بعد تجاوز الذروة، بات من الضروري إيجاد صيغة التوازن المطلوبة بين الحفاظ على الصحة العامة وعودة الحياة إلى مجراها الطبيعي، وهو الأمر الذي تمّ ولله الحمد في المراحل الأربع للرفع التدريجيّ المحكم للقيود.

وأكّدت اللجنةُ العُليا لإدارة الأزمات في بيانها على الاستمرار بالعمل بالمرحلة الرابعة وما تشمله من نسب الطاقة الاستيعابية التي أعلن عنها مؤخرًا، مع مراجعة المؤشرات من جهات الدولة المعنية بشكل دوري، مشيرةً إلى أنه رغم أن المؤشرات تدلّ على احتواء الفيروس والحدّ من انتشاره في دولة قطر، إلا أنّ هذا لا يعني انحسار الوباء وتلاشيه.

وذكر البيان أنّ اللجنة العليا لإدارة الأزمات أقرّت خُطة من ثلاث مراحل لإعادة فرض بعض القيود في حال أوصت وزارةُ الصحة العامة بذلك بناء على مُتابعتها المستمرّة للمؤشّرات السالف ذكرها، منوهًا في هذا السياق بأن العامل الأساسي للحدّ من انتشار الفيروس هو وعي المُجتمع وتطبيقه الإجراءات الاحترازية، لاسيما في أماكن التجمعات والمُناسبات الاجتماعية، حيث ثبت في الآونة الأخيرة أنّ الاختلاط الاجتماعي غير الحذر بات أهم عوامل انتشار «‏كوفيد-19»‏ في دولة قطر.

ووفقًا للبيان «تجدر الإشارة هنا إلى أن عددًا من دول العالم قد دخلت بالفعل في الموجة الثانية لانتشار الفيروس، ما يعني أنّ هذا الأمر غير مستبعد الحدوث في حال تراخى المجتمعُ وتهاونَ في تطبيق الإجراءات الاحترازية.

وبما أن معدل انتشار الوباء عالميًا مازال في تصاعد، فإنّ هذا يقتضي سريان سياسة الحجر الإلزامي لجميع العائدين لدولة قطر وذلك حتى إشعار آخر، مع استمرار تحديث قائمة الدول مُنخفضة الخطورة من قبل وزارة الصحة العامة».

وتهيب اللجنةُ العليا لإدارة الأزمات في ختام بيانها بالمُواطنين والمُقيمين الالتزام بتطبيق الإجراءات الاحترازيّة، ومنها لبس الكمامة والتباعد الاجتماعيّ وتطهير اليدَين، سائلين اللهَ أن يحفظ قطر وأهلها من كل سوء.
