The Supreme Judicial Council has set a set of regulations to enter the court buildings with the resumption of hearings on June 28, as part of the application of precautionary measures, preventive measures and public health requirements to reduce the spread of the new Coronavirus (Covid-19). The Council called for commitment to wearing gloves and medical face masks when entering the court building and to make sure that they are worn throughout the stay in the building and to avoid gathering inside the building or at the outer entrances, in addition to the need to show the application “EHTERAZ” and to allow entry only to holders of the green status.
It urged the reviewers to highlight the announcement of the hearings for security officers upon entering the court, as well as the need to adhere to the safe distance with others in accordance with the instructions described on the site, with the need to bring the ID card.
With regard to the hearings, the Council explained that it is not necessary to attend sentencing hearings, as the verdicts will be provided on the court portal, and a notice will be sent via text message, in addition to setting a maximum number of litigants present in the hearings and waiting rooms, with the presence in the building to attend the hearing at a maximum of half an hour in advance. Attendance at the court’s headquarters for hearings is limited to the relevant person or agent only, and the appeals can be sent online to each court through its communication channels without having to send a lawyer’s representative to do so.
The Council indicated that the courts would continue to provide their services through the announced electronic portal and electronic communication channels and that reviewers would only be allowed access to reception services in cases where this was required and that there was a prior appointment with the Court.

حدد المجلس الأعلى للقضاء مجموعة من الضوابط لدخول مباني المحاكم مع استئناف جلسات التقاضي في الثامن والعشرين من يونيو الجاري، في إطار تطبيق الإجراءات الاحترازية والتدابير الوقائية واشتراطات الصحة العامة للحد من انتشار فيروس كورونا المستجد «كوفيد-19». ودعا المجلس إلى الالتزام بارتداء القفازات والكمامات الطبية عند الدخول إلى مبنى المحكمة والحرص على ارتدائها طوال فترة التواجد بالمبنى وتجنب التجمع داخل المبنى أو عند المداخل الخارجية، بالإضافة إلى ضرورة إبراز تطبيق «احتراز» وأن يتم السماح بدخول حاملي الرمز الأخضر فقط.
وحثّ المراجعين على ضرورة إبراز الإعلان بالجلسات لموظفي الأمن عند دخول المحكمة، فضلاً عن ضرورة الالتزام بالمسافة الآمنة مع الآخرين وفقاً للإرشادات الموضحة بالموقع، مع ضرورة إحضار البطاقة الشخصية.
وفيما يتعلق بالجلسات، أوضح المجلس أنه لا يلزم حضور جلسات النطق بالأحكام، حيث سيتم توفير الأحكام على البوابة الإلكترونية للمحاكم، وسيتم إرسال إشعار عبر الرسائل النصية، بالإضافة إلى تحديد حد أقصى لعدد المتقاضين المتواجدين في الجلسات وقاعات الانتظار، على أن يكون التواجد بالمبنى لحضور الجلسة قبل الموعد المحدد لها بنصف ساعة كحد أقصى. ويقتصر الحضور إلى مقر المحكمة للجلسات المنعقدة على صاحب العلاقة أو الوكيل فقط، ويمكن إرسال الإنابات إلكترونياً لكل محكمة عبر قنوات التواصل الخاصة بها دون الحاجة لإرسال مندوب المحامي لإجراء ذلك.
وأشار المجلس إلى أن المحاكم ستستمر في تقديم خدماتها عبر البوابة الإلكترونية وقنوات التواصل الإلكترونية المعلن عنها ولن يُسمح بدخول المراجعين لخدمات الاستقبال إلا في الحالات التي تستدعي ذلك وعبر وجود موعد محدد مسبق مع المحكمة.
