Closed part of Industrial Area will operate under new procedures

In continuation of the procedures for the gradual reopening of the Industrial Area, which started with Street One, Street Two and al-Wakalat Street, the closed part of the Industrial Area from Street One to Street 32, will operate under new procedures that reorganize the exit and entry from Wednesday 6 May onward. These procedures will follow all precautionary measures specified by the Ministry of Public Health and take into consideration the health and safety of the residents and society, Government Communications Office (GCO) said in a statement.

This decision was preceded by proactive testing in the Area, transferring over 6,500 workers to precautionary quarantine facilities, and providing free, quality healthcare inside and outside the Area to everyone infected, the statement added.

“The reorganisation of exit and entry will result in resuming work and supply chains inside and outside the Area to normal, while making sure that the community is not at risk of infections. These procedures will allow the following groups to enter and exit the Area: employers, employees who work in the Area but live outside, residents who live in the Area but work outside. In addition, companies operating in the Area will be allowed to transport materials and equipment by submitting an application to the Ministry of Commerce and Industry and the Ministry Of Administrative Development, Labour and Social Affairs in advance. This will be detailed in the Permanent Committee for Industrial Area Affairs’ procedures guide, established by Ministerial Decision number 29 of 2016, to explain all temporary procedures that must be followed in the coming period.

“Employers will be required to make sure that all workers download the Ehteraz application and provide all that is necessary for the application to work effectively, as exit from and entry to the Industrial Area will be conditional on downloading the application and the above-mentioned permit. Inspections will be intensified to make sure all laws and procedures are implemented, such as providing adequate accommodation, reduction of buses to half capacity, providing sanitisers and masks, and making sure all workers are using them properly as per the instructions of the Ministry of Public Health. the GCO statement said.

“The State of Qatar affirms that it continues to take all necessary measures required at the current stage to protect the safety of the society and limit the spread of COVID-19,” GCO said.

تقرر إعادة تنظيم عملية الدخول والخروج بشكل كامل في الجزء المغلق من المنطقة الصناعية من شارع 1 إلى شارع 32 ابتداءً من اليوم الأربعاء الموافق 6 مايو الجاري، مع مراعاة كافة التدابير الوقائية والاجراءات الاحترازية التي تحددها وزارة الصحة العامة، وأخذ سلامة المجتمع بما فيها سكان المنطقة بعين الاعتبار، وذلك استكمالاً لإجراءات الافتتاح التدريجي للمنطقة الصناعية والتي بدأت بشارعي 1 و 2 وشارع الوكالات. 

وأوضح مكتب الاتصال الحكومي، في بيان له اليوم، أنه قد سبق هذا القرار إجراء عدد من الفحوصات الاستباقية في المنطقة، ونقل ما يزيد عن 6500 عامل إلى الحجر الصحي الاحترازي، وتقديم الرعاية الصحية المجانية عالية الجودة داخل وخارج المنطقة الصناعية ولكل من تم تشخيصه بالإصابة.

وأشار البيان إلى أنه سينتج عن إجراءات إعادة تنظيم الدخول والخروج عودة الأعمال في المنطقة وخارجها وسلاسل التوريد إلى شكلها الطبيعي، مع الحرص على عدم تعريض المجتمع إلى احتمالية العدوى.

وستشمل هذه الإجراءات السماح فقط لأصحاب العمل والعاملين في المنشآت بالدخول والخروج والشركات والمنشآت في المنطقة بنقل المواد والمعدات عن طريق تقديم طلب مسبق لوزارة التجارة والصناعة ووزارة التنمية الإدارية والعمل والشؤون الاجتماعية، وهو ما سيأتي تفصيله في دليل الإجراءات الذي ستصدره اللجنة الدائمة لإدارة المنطقة الصناعية والتي تأسست بقرار مجلس الوزراء رقم 29 لسنة 2016، وذلك لتوضيح كافة الإجراءات المؤقتة التي سيتم اتباعها خلال الفترة القادمة.

كما سيتم إلزام أصحاب الشركات بالتأكد من تحميل تطبيق احتراز لدى جميع العاملين لديها وتوفير ما يلزم لعمل التطبيق بشكل فعال، إذ أن الخروج والدخول من وإلى المنطقة الصناعية سيكون مشروطًا بوجود التطبيق بالإضافة إلى التصريح المشار إليه آنفاً. وسيتم تكثيف حملات التفتيش للتأكد من تطبيق جميع القوانين والإجراءات ذات الصلة ومنها توفير السكن الملائم وخفض سعة الحافلات إلى النصف وتوفير المعقمات والكمامات وإلزام العاملين باستعمالها بالشكل الذي حددته وزارة الصحة العامة. 

وأكد بيان مكتب الاتصال الحكومي على أن دولة قطر مستمرة في اتخاذ كافة الإجراءات اللازمة والمتناسبة مع متطلبات المرحلة للحفاظ على سلامة المجتمع والحد من انتشار فيروس كورونا (كوفيد-19).
