MME launches new system for inspection of building permits

The Ministry of Municipality and Environment has launched a new system for inspection of building permits in all municipalities which is considered a quantum leap towards the digital transformation of the Ministry services.
The new system in Arabic and English was launched by the Ministry represented by the Department of Information Systems and the Department of Building Licensing Complex and in cooperation with the Technical Affairs Departments of the Municipalities.
The system was introduced first on July 14 to a number of municipalities and was gradually applied and circulated to other municipalities. It provides a number of technical advantages that increase the quality, productivity and accuracy of the inspection.
The most important feature of the system is that it will enable the inspector to do his field work on his electronic device (tablet) only without having to carry any documents or other requirement to complete his work.
The system works through internet and in case of interruption of communication or poor network, the inspector can continue to work without any disruption, because the possibility of storing all inspection requirements locally on the tablet of the inspector
It also enables to inspect all attachments and maps related to inspection tasks. The inspector can see the schedule of the tasks assigned to him and take photos of violations and link them to comments on the map.
The system provides pre-defined electronic checklists that identify identical and non-conforming items to the inspected site.
The system integrates electronically with the building permit system, which contributes to the speedy issuance of the building completion certificate. It provides electronic signature of the final inspection report.
The Ministry of Municipality and Environment is currently working on developing a unified electronic inspection system in the ministry covering all types of inspection in all sectors of the ministry and others.
أعلنت وزارة البلدية والبيئة متمثلة في إدارة نظم المعلومات وإدارة مجمع رخص البناء، بالتعاون مع إدارات الشؤون الفنية في البلديات، عن إطلاق نظام تفتيش رخص البناء في جميع البلديات، الذي يُعدّ نقلة نوعية في التحول الرقمي بمجال التفتيش في الوزارة.
وكان قد تم إطلاق النظام مبدئياً في عدد من البلديات في 14 يوليو الماضي، وتم التدرج في تطبيقه وتعميمه على باقي البلديات لضمان تغطيته جميع متطلبات عمل التفتيش وحصول المفتشين على التدريب العملي الكافي لإحلال النظام محل الإجراءات اليدوية والورقية السابقة.
ويوفّر هذا النظام عدداً من المزايا التقنية التي ترفع مستوى كل من جودة التفتيش وإنتاجيته ودقّته، ومن أهمها تنقّل المفتش في عمله الميداني بجهازه اللوحي فقط دون الحاجة إلى حمل أي مستندات أو متطلب آخر لإتمام عمله. ويعمل النظام على شبكة الإنترنت الجوال، وفي حال انقطاع الاتصال أو ضعف التغطية يمكن مواصلة العمل دون أي توقّف وذلك لإمكانية تخزين كل متطلبات التفتيش محلياً على الجهاز اللوحي للمفتش.
كما يوفّر هذا النظام إمكانية تفقّد كل المرفقات والخرائط المتعلّقة بمهام التفتيش، وإطلاع المفتش على جدول المواعيد للمهام الموكلة إليه، والتقاط صور المخالفات وربطها بالتعليقات الواردة على الخريطة.
كما يوفّر قوائم إلكترونية محدّدة مسبقاً للتحقق، تحدّد البنود المطابقة وغير المطابقة للموقع الخاضع للتفتيش، وتكامل النظام إلكترونياً مع نظام رخص البناء؛ مما يساهم في الإسراع من إصدار شهادة إتمام البناء.
ويوفّر هذا النظام التوقيع الإلكتروني للتقرير النهائي للتفتيش، ويدعم اللغتين العربية والإنجليزية.
جدير بالذكر أن وزارة البلدية والبيئة تعمل حالياً على تطوير نظام تفتيش إلكتروني موحّد يغطي جميع أنواع التفتيش في جميع قطاعاتها المختلفة وغيرها.
