Qatar tops 2018 Global Entrepreneurship Index

Doha: Qatar topped the global entrepreneurship environment, according to Global Entrepreneurship Monitor (GEM) report, in which 54 countries worldwide took part.

This ranking came as a result of a public opinion poll that included international experts in various fields on all indicators and detailed elements that affect the reality and future of this sector in the country.

The GEM Report is an independent report that identifies the realities of entrepreneurship in 54 countries around the world in line with global best practice and sets the results for government and decision-makers to develop the entrepreneurial environment in each country.

Qatar Development Bank (a GEM member) said that the report showed that the local environment index for business entrepreneurship in Qatar registered about 6.7 points out of 10 points, and Qatar is ranked first among all countries participating in the 2018 report, followed respectively by Indonesia, and the Netherlands by about 6.6 and 6.5 points.

The results of the report showed an overall improvement in all sub-indices of entrepreneurship among the population compared to 2017 and 2018. The results of the report reflected the cohesion of the positive attitudes of the community towards entrepreneurship, as 68.2 percent of the population believe that entrepreneurship is a good professional option, and about 76.7 percent of the population sees high standing for entrepreneurs in the country.

In 2018, about 54.2 percent of the population saw good opportunities for launching projects in the coming months, compared to 45.6 percent in 2017, while 52.3 percent of respondents said they had the entrepreneurial capacity, compared to 41.1 percent in 2017.

The number of “fear of failure” declined to only 32.6 percent in 2018 compared with 41.9 percent in 2017, while the percentage of those with entrepreneurial intentions doubled, with about 29.1 percent of respondents expressing positive intentions for launching a new local project, compared to only 15.7 percent in 2017.

The 2018 GEM Report is co-authored by prestigious academic institutions such as Babson College in USA, the International Development Research Centre (IDRC) of Canada and other institutions.

Qatar Development Bank also participates in this global report as a representative of the State of Qatar. The bank compiles and analyses the country’s entrepreneurship data, which is consistent with the Bank’s efforts to monitor the development of small and medium enterprises and entrepreneurship in the country, which helps to identify the challenges of local entrepreneurship and the level of development from year to year.

This assessment reflects the efforts exerted by the State of Qatar through its various institutions. Qatar has witnessed remarkable efforts over the last two years.

One of the reasons was overcoming the challenges imposed by the blockade imposed on the country for more than a year and a half ago.

Commenting on the report, the Chief Executive Officer of Qatar Development Bank Abdulaziz bin Nasser Al Khalifa, said that Qatar’s ranking as the world’s Number 1 in the GEM Report is an incentive for further efforts in this regard, praising the support enjoyed by the system of entrepreneurship by the higher authorities in the State.

Al Khalifa pointed out that the global indicators outlined in the report showed that the entrepreneurial environment in Qatar is a golden opportunity to start entrepreneurship, adding that we will continue to launch our diverse initiatives to promote entrepreneurship, develop small and medium-sized enterprises and Qatari entrepreneurs, and achieve Qatar National Vision 2030.

احتلت دولة قطر المرتبة الأولى في بيئة ريادة الأعمال حول العالم، وذلك حسب تقرير المرصد العالمي لريادة الأعمال لعام 2018، الذي شاركت فيه 54 دولة على مستوى العالم. وجاء هذا الترتيب نتيجة استطلاع رأي عام شمل خبراء عالميين في مختلف المجالات، حول جميع المؤشرات والعناصر التفصيلية المؤثرة على واقع ومستقبل هذا القطاع في الدولة.

يعتبر تقرير المرصد العالمي لريادة الأعمال، تقريراً مستقلاً يُشخّص واقع ريادة الأعمال في 54 دولة حول العالم، وفقًا لأفضل الممارسات العالمية، ويضع النتائج أمام الجهات الحكومية وصناع القرار، بغرض تطوير بيئة ريادة الأعمال في كل دولة.

تحسن

وذكر بنك قطر للتنمية (العضو في تحالف المرصد العالمي لريادة الأعمال)، أن التقرير أظهر أن مؤشر البيئة المحلية لريادة الأعمال في قطر سجل حوالي 6.7 نقطة من إجمالي 10 نقاط، لتحتل دولة قطر المرتبة الأولى من بين جميع الدول المشاركة في تقرير عام 2018، تلتها إندونيسيا، ثم هولندا بنحو 6.6، و6.5 نقطة على التوالي.

وأظهرت نتائج التقرير تحسناً إجمالياً في جميع المؤشرات الفرعية لريادة الأعمال بين السكان، مقارنة بين عامي 2017 و2018، حيث عكست نتائج التقرير تماسك المواقف الإيجابية للمجتمع تجاه ريادة الأعمال، إذ يرى 68.2% من السكان المستطلعة آراؤهم أن ريادة الأعمال خيار مهني جيد، كما يرى نحو 76.7% من السكان أن هناك مكانة عالية لرواد الأعمال في الدولة.

فرص

وفي العام 2018؛ رأى نحو 54.2% من السكان أن هناك فرصاً جيدة لتأسيس عمل جديد في الأشهر المقبلة، مقارنة بنحو 45.6% في عام 2017، فيما يرى 52.3% من السكان الذين شملهم الاستطلاع أن لديهم القدرات اللازمة لريادة الأعمال، مقارنة بنحو 41.1% في عام 2017.

وانخفضت نسبة الذين «يخشون من الفشل» لتسجل نحو 32.6% فقط في عام 2018 مقارنة بنحو 41.9% في عام 2017، بينما تضاعفت نسبة من لديهم نوايا ريادية في مجال الأعمال، حيث أعرب نحو 29.1% من المستطلعين في 2018 عن نوايا إيجابية لتأسيس مشروع جديد محلياً، مقارنة بنحو 15.7% فقط في عام 2017.

مؤسسات مرموقة

ويشارك في إعداد تقرير المرصد العالمي لريادة الأعمال لعام 2018، نخبة من المؤسسات الأكاديمية المرموقة، مثل: جامعة بابسون بالولايات المتحدة الأميركية، ومركز بحوث التنمية الدولية في كندا، وغيرها من المؤسسات الأخرى.

كما يشارك بنك قطر للتنمية في هذا التقرير العالمي ممثلاً لدولة قطر، حيث يعمل على تجميع وتحليل بيانات ريادة الأعمال في الدولة، وهي مهمة تتسق مع جهود البنك في رصد تطور وتنمية المشروعات الصغيرة والمتوسطة وريادة الأعمال في الدولة، الأمر الذي يفيد في الوقوف على تحديات ريادة الأعمال محلياً ومستوى تطورها من عام إلى آخر.

جهود

ويعكس هذا التقييم العديد من الجهود التي بذلتها الدولة عبر مؤسساتها المختلفة حيث شهدت قطر جهوداً بارزة خلال العامين الأخيرين، كانت إحدى دوافعها التغلب على التحديات التي فرضها الحصار المفروض على البلاد منذ أكثر من عام ونصف العام.

وتعليقاً على هذا التصنيف، قال السيد عبد العزيز بن ناصر آل خليفة، الرئيس التنفيذي لبنك قطر للتنمية، إن تصنيف دولة قطر في المركز الأول عالمياً في تقرير المرصد العالمي لريادة الأعمال، يمثل حافزاً لبذل المزيد من الجهود في هذا السياق، مثمناً الدعم الذي تحظى به منظومة ريادة الأعمال من قبل الجهات العليا في الدولة.

وأشار الرئيس التنفيذي لبنك قطر للتنمية إلى أن المؤشرات العالمية الموضحة في التقرير، أثبتت أن بيئة ريادة الأعمال في دولة قطر تعتبر فرصة ذهبية لبدء المشاريع الريادية، و»سنواصل في بنك قطر للتنمية إطلاق مبادراتنا المتنوعة، الهادفة إلى تشجيع ريادة الأعمال، وتنمية الشركات الصغيرة والمتوسطة، ورواد الأعمال القطريين، وصولاً إلى تحقيق رؤية قطر الوطنية 2030».;
