Ashghal, CAA sign pact for weather alerts on roads

A memorandum of understanding (MoU) has been signed by the Public Works Authority (Ashghal) and the Civil Aviation Authority (CAA) to display weather alerts on key roads in Qatar.

The MoU is aimed at enhancing co-operation and to benefit from the capabilities of both parties to expand CAA’s weather and climate monitoring network.

Ashghal president Saad bin Ahmad al-Muhannadi and CAA chairman Abdulla Nasser Turki al-Subaey signed the MoU at an event on Wednesday attended by a number of officials from both organisations.

The agreement will facilitate Ashghal to install the monitoring system on more roads as part of the early warning project initiated by Qatar in allocated sites.

“The MoU enables the Public Works Authority to access any data that is monitored within the geographical borders of the country and gives it a direct access to the official website of the CAA to view and benefit from all its images, satellite images, radar and earthquakes, in addition to a network of meteorological stations and other information available,” it was explained in a statement issued by Ashghal.

The two authorities also aim to develop staff and raise their competence through training courses and workshops.

Speaking at the signing, chairman al-Subaey emphasised the role assigned to the CAA under this agreement in installing and managing the network of meteorological stations and meteorological observatory stations distributed in different regions of Doha.

The network contributes to an early warning project initiated by Qatar which enhances the level of preparedness for any emergency and thus contributing to the protection of lives and property and increases the level of well-being for the citizens in line with Qatar National Vision 2030.

Al-Muhannadi said Ashghal is keen to strengthen co-operation and partnership with all state institutions to implement various government programmes. He expressed his happiness at the MoU with the CAA to enhance the co-operation of the two parties in exchanging scientific and technical information, and the training and development of individuals.

The Ashghal president also added that “the signing of the MoU will benefit both parties, especially with Ashghal’s ability to see weather forecasts that contribute to Ashghal’s readiness to deal with any weather conditions that may occur in the country and implement appropriate plans to maintain the road and drainage networks in the country”.

وقعت هيئة الأشغال العامة «أشغال» والهيئة العامة للطيران المدني، مذكرة تفاهم بحضور سعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس هيئة الأشغال العامة «أشغال»، وسعادة السيد عبدالله بن ناصر السبيعي، رئيس الهيئة العامة للطيران المدني، وعدد من مسؤولي الهيئة، بالإضافة لعدد من ممثلي الهيئة العامة للطيران المدني. تهدف مذكرة التفاهم إلى تعزيز التعاون المشترك والاستفادة من إمكانيات الطرفين، وذلك من أجل توسيع شبكة رصد عناصر الطقس والمناخ التابعة للهيئة العامة للطيران المدني، وتمكينها من خلال «أشغال» من تركيب منظومة الرصد على مزيد من الطرق، ضمن مشروع الإنذار المبكر الذي شرعت الدولة بتنفيذه في المواقع التي يتم تخصيصها لذلك.

تعنى المذكرة بتمكين «أشغال» من الوصول لأي بيانات يتم رصدها ضمن النطاق الجغرافي للدولة، ودعمها في الوصول المباشر إلى الموقع الرسمي للهيئة العامة للطيران المدني للاطلاع والاستفادة من كل ما فيه من صور حية وصور أقمار صناعية وصور رادار وقياسات زلازل، إضافة إلى معلومات شبكة محطات الرصد الجوي وغيرها من المعلومات المتوفرة فيه.

كما تهدف الهيئتان ضمن الاتفاقية إلى تطوير الموظفين ورفع كفاءتهم، من خلال دورات تدريبية وورش عمل متبادلة.

وفي كلمته، قال سعادة الدكتور المهندس سعد بن أحمد المهندي رئيس هيئة الأشغال العامة، إن الهيئة حريصة على تعزيز التعاون والشراكة مع كل مؤسسات الدولة لتنفيذ برامج الحكومة المختلفة، معرباً عن سعادته بتوقيع مذكرة تفاهم مع الهيئة العامة للطيران المدني، لتعزيز التعاون المشترك بين الطرفين في مجال تبادل المعلومات العلمية والفنية وتدريب الأفراد وتنمية قدراتهم.

وأضاف: «إن توقيع مذكرة التفاهم سوف يعود بالفائدة على كلا الطرفين، خاصة مع قدرة «أشغال» على الاطلاع على التنبؤات الخاصة بالطقس، والتي تساهم في استعداد «أشغال» للتعامل مع أي ظروف جوية قد تطرأ على البلاد وتطبيق الخطط المناسبة لها للحفاظ على شبكة الطرق والصرف الصحي بالدولة».

وفي كلمته، علق سعادة السيد عبدالله بن ناصر السبيعي، رئيس الهيئة العامة للطيران المدني، على أهمية الدور الموكل للهيئة بموجب هذه الاتفاقية، في تركيب وإدارة شبكة محطات الرصد الجوي على الطرق ومحطات قياس عناصر الطقس الموزعة في مختلف مناطق الدوحة، والتي تساهم بشكل أساسي في تحقيق مشروع الإنذار المبكر التي شرعت الدولة بتنفيذه، بما يعزز من مستوى الجاهزية لأي طارئ، ويساهم بالتالي في حماية الأرواح والممتلكات وزيادة مستوى رفاهية المواطن بما يتوافق مع تحقيق رؤية قطر 2030.;
