‘Violations a result of disrespect to international rights laws’

Moscow: Violations, massacres and frantic genocide campaigns being witnessed in most parts of the world today are an inevitable result of disrespect to international humanitarian law and international human rights law, said Speaker of the Advisory Council HE Ahmed bin Abdullah bin Zaid Al Mahmoud.
His Excellency said that the State of Qatar had recently acceded to the International Covenant on Civil and Political Rights and to the International Covenant on Economic, Social and Cultural Rights and had been a party to the human rights conventions on children and women, torture, racial discrimination and persons with disabilities.
“This comes out of Qatar’s belief that accession to more conventions in the areas of international humanitarian law and human rights and adherence to them helps to bring peace, provides commonalities between the disputants, and cultivates mutual trust between them, thus creating the ground for reaching peace agreements and promoting the rules of good neighborliness,” H E Al Mahmoud said.
This came in a speech delivered by Speaker of the Advisory Council today at the two-day International Forum on Development of Parliamentarism held in the Russian capital Moscow.
Al Mahmoud stressed that any measures to combat terrorism must comply with the rules of international law, human rights law and international humanitarian law, pointing out that the State of Qatar believes that counter-terrorism claims that are not based on the rule of law and are not subject to international supervision lead to chaos and violation of all civil and political rights of individuals.
His Excellency said that parliaments have a more urgent responsibility to protect people and balance between the domestic and foreign, in light of the impact globalization is having in all aspects of life. In order to achieve that role, His Excellency said parliaments must modernize their communications approach and provide better training in their field of protecting the rights of their people.
The Advisory Council Speaker also stressed that parliamentarians must encourage inter-religions dialogues. He noted that Qatar hosts many such events to encourage inter-cultural dialogues. At the end of his speech, HE the Speaker of the Advisory Council hoped that the forum would be enriched with interactive dialogue and discussions on its topics and themes.
He also expressed hope that the participants would be able to contribute to the protection of their rights and to make this forum a framework for joint action to develop and intensify their efforts and to promote parliamentary work to find solutions to the economic and social issues and challenges facing various societies in today’s world.
Speaker of the Advisory Council Ahmed bin Abdullah bin Zaid Al Mahmoud met on Monday with a number of Their Excellencies parliamentarians, on the sidelines of the International Forum for the Development of Parliamentarianism.
HE Speaker of the Advisory Council met separately with HE Russia’s Chairman of the State Duma Vyacheslav Volodin, HE Deputy Speaker of the Federation Council of Russia Ilyas Umakhanov, and HE Chairman of the State Great Khural of Mongolia Miyegombyn Enkhbold.
The meetings dealt with the parliamentary relations between the State of Qatar and the two friendly countries, and ways of supporting and developing them, as well as discussing the most important topics on the agenda.
HE Ambassador of the State of Qatar to the Russian Federation Fahad bin Mohammed Al Attiyah and a number of Advisory Council members attended the meetings.
أكد سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، أن ما يشهده العالم اليوم من انتهاكات ومجازر وحملات إبادة مسعورة في معظم الأصقاع، هو نتاج حتمي لعدم احترام القانون الدولي الإنساني والقانون العالمي لحقوق الإنسان.
وأشار سعادته في هذا السياق إلى أن دولة قطر قد انضمت مؤخراً إلى العهد الدولي الخاص بالحقوق المدنية والسياسية، وإلى العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، بالإضافة إلى أنها طرف في اتفاقيات حقوق الإنسان الخاصة بالطفل والمرأة والتعذيب والتمييز العنصري والأشخاص ذوي الإعاقة، وذلك إيماناً منها بأن زيادة الانضمام لعدد من الاتفاقيات في مجالي القانون الدولي الإنساني وحقوق الإنسان، والالتزام بأحكامها يعين على إحلال السلام.
جاء ذلك في الكلمة التي ألقاها سعادة رئيس مجلس الشورى اليوم، أمام المنتدى الدولي حول تطوير العمل البرلماني، الذي يعقد في العاصمة الروسية موسكو على مدى يومين.
وشدد سعادة السيد أحمد بن عبدالله بن زيد آل محمود، على أن أية تدابير لمكافحة الإرهاب، يجب أن تمتثل لقواعد القانون الدولي، وقانون حقوق الإنسان، والقانون الدولي الإنساني، لافتاً إلى أن دولة قطر تعتقد أن دعاوى محاربة الإرهاب، التي لا تستند إلى مبدأ سيادة القانون، ولا تخضع للإشراف الأممي، تؤدي إلى الفوضى، وانتهاك الحقوق المدنية والسياسية للأفراد كافة.
وقال، إن «ما نراه اليوم من اعتداء من بعض الأنظمة الحاكمة في عدد من الدول على حقوق المواطنين ومصادرة حرياتهم بحجة محاربة الإرهاب، ما هو إلا نتيجة عدم احترام هذه الدول للمواثيق الدولية ومبادئ حقوق الإنسان، ونبّه إلى أنه يأتي على قائمة الدول والكيانات التي لا تحترم الاتفاقيات الدولية الكيان الصهيوني الإسرائيلي الغاصب، الذي لم يستجب حتى اليوم لأي قرار أممي منذ نشأته في عام 1948، بل يتمادى في إجرامه وفي إزهاقه أرواح أبناء الشعب الفلسطيني، الذي ما فتئ يطالب بحقوقه التي تكفلها له جميع قوانين وقرارات الشرعية الدولية».;
