The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the cabinet’s regular meeting held at its seat at the Amiri Diwan.

Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said following statement:

At the outset of the meeting, the Cabinet listened to the explanation provided by HE Minister of Public Health on the latest developments to limit the spread of the Coronavirus (COVID-19), and affirmed the continuation of implementing the precautionary measures in order to combat this pandemic.

After that, the Cabinet considered the topics on the agenda as follows:

First – Approval of the Cabinet’s draft decision establishing the Artificial Intelligence Committee.

According to the project, a committee called the “Artificial Intelligence Committee” will be established at the Ministry of Transport and Communications, consisting of three representatives of the Ministry of Transport and Communications, among them the head of the committee, a representative of Qatar Computing Research Institute as a vice-president, and a representative membership of each of the Ministry of Interior and the Ministry of Education and Higher Education, the Ministry of Commerce and Industry, Qatar Science and Technology Park, Hamad Bin Khalifa University, Qatar National Research Fund and Qatar Development Bank, and specializes in: Establishing follow-up mechanisms and implementing the Qatar Artificial Intelligence Strategy, in coordination with the ministries and relevant authorities in the country, towards achieving the goals of the strategy, supervising the programs and initiatives related to artificial intelligence launched by the state and ensuring their access to, completion and review of sectors, in coordination with the ministries and relevant authorities in the country, and developing recommendations for plans and programs for preparing human cadres in the field of artificial intelligence applications, in coordination with various authorities, and supporting emerging companies in the field of artificial intelligence and scientific research in this field.

Second – Approval of the Minister of Commerce and Industry’s draft decision amending some provisions of Resolution No. 161 of 2017 regarding the general and special requirements that must be met in similar commercial, industrial and public shops.

The draft resolution aims to lay down special requirements for places that provide massage and non-therapeutic massage services.

Third – Approval of a draft memorandum of understanding in the field of diplomatic education and training between the Diplomatic Institute of the Ministry of Foreign Affairs in the State of Qatar and the Diplomatic Academy of the Ministry of Foreign Affairs in the Republic of Serbia.

Fourth – The Cabinet reviewed the following issues and took appropriate decisions in their regard:

1- The ninth report on the results of the work of the National Civil Aviation Security Committee during the period from 1/7 to 31/12/2020.

This committee established at Qatar Civil Aviation Authority is concerned with several specializations, including: developing general policies related to civil aviation security, coordinating between ministries and government agencies and other agencies concerned with implementing the national civil aviation security program, and evaluating applicable standards and procedures, in line with technological developments related to civil aviation security and other associated technologies, and verify that all security considerations are taken into account when constructing new airports or developing existing ones.

2- The annual report of the Permanent Population Committee for the year 2020.

Among what this committee is doing, in coordination with the competent authorities, is studying the demographics, its characteristics and trends, proposing the states population policy and following up on its implementation after its approval, preparing studies and research related to the population, aiming to know the social reality in the country, developing population policies and programs, and establishing a database, as well as presenting information on population demographic variables, preparing appropriate economic demographic models for the country, and following up procedures for integrating population issues into comprehensive development plans, especially in the social, health, environmental, educational, media and cultural fields.

3 – The results of the extraordinary meeting of the Trade Cooperation Committee to follow up on the implementation of the decisions of the GCC Supreme Council in its forty-first session, Al-Ula Summit.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولا – الموافقة على مشروع قرار مجلس الوزراء بإنشاء لجنة الذكاء الاصطناعي.

وبموجب المشروع، تنشأ بوزارة المواصلات والاتصالات لجنة تسمى “لجنة الذكاء الاصطناعي” تشكل من ثلاثة ممثلين عن وزارة المواصلات والاتصالات، يكون من بينهم رئيس اللجنة، وممثل عن معهد قطر لعلوم الحوسبة نائباً للرئيس، وعضوية ممثل عن كل من وزارة الداخلية، ووزارة التعليم والتعليم العالي، ووزارة التجارة والصناعة، وواحة قطر للعلوم والتكنولوجيا، وجامعة حمد بن خليفة، والصندوق القطري لرعاية البحث العلمي، وبنك قطر للتنمية، وتختص بعدة اختصاصات منها: وضع آليات متابعة وتنفيذ استراتيجية قطر للذكاء الاصطناعي، بالتنسيق مع الوزارات والجهات المعنية بالدولة، نحو تحقيق أهداف الاستراتيجية، والإشراف على البرامج والمبادرات المتعلقة بالذكاء الاصطناعي التي تطلقها الدولة وضمان وصولها للقطاعات وإنجازها ومراجعتها، بالتنسيق مع الوزارات والجهات المعنية بالدولة، ووضع التوصيات الخاصة بخطط وبرامج إعداد الكوادر البشرية في مجال تطبيقات الذكاء الاصطناعي، وذلك بالتنسيق مع الجهات المختلفة، ودعم الشركات الناشئة في مجال الذكاء الاصطناعي والبحث العلمي في هذا المجال.

ثانيا – الموافقة على مشروع قرار وزير التجارة والصناعة بتعديل بعض أحكام القرار رقم (161) لسنة 2017 بشأن الاشتراطات العامة والخاصة الواجب توافرها في المحال التجارية والصناعية والعامة المماثلة.

ويهدف مشروع القرار إلى وضع اشتراطات خاصة لمحال تقديم خدمات المساج والتدليك غير العلاجي.

ثالثا – الموافقة على مشروع مذكرة تفاهم في مجال تعليم وتدريب الدبلوماسيين بين المعهد الدبلوماسي التابع لوزارة الخارجية في دولة قطر والأكاديمية الدبلوماسية التابعة لوزارة الخارجية في جمهورية صربيا.

رابعا – استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:

1 – التقرير التاسع عن نتائج أعمال اللجنة الوطنية لأمن الطيران المدني خلال الفترة من 1/ 7 إلى 31 /12/ 2020.

وتختص هذه اللجنة المنشأة بالهيئة العامة للطيران المدني بعدة اختصاصات منها: تطوير السياسات العامة المتعلقة بأمن الطيران المدني، والتنسيق بين الوزارات والأجهزة الحكومية وغيرها من الجهات المعنية بتنفيذ البرنامج الوطني لأمن الطيران المدني، وتقييم المعايير والإجراءات المعمول بها، بما يتفق مع التطورات التكنولوجية المتعلقة بأمن الطيران المدني، والتقنيات الأخرى المرتبطة بها، والتحقق من مراعاة جميع الاعتبارات الأمنية عند إنشاء مطارات جديدة أو تطوير المطارات الحالية.

2 – التقرير السنوي للجنة الدائمة للسكان عن عام 2020.

ومن بين ما تقوم به هذه اللجنة، بالتنسيق مع الجهات المختصة، دراسة التركيبة السكانية وخصائصها واتجاهاتها، واقتراح السياسة السكانية للدولة ومتابعة تنفيذها بعد إقرارها، وإعداد الدراسات والبحوث المتعلقة بالسكان، والهادفة إلى معرفة الواقع الاجتماعي في الدولة، وتطوير السياسات والبرامج السكانية، وإنشاء قاعدة بيانات ومعلومات للمتغيرات الديموغرافية السكانية وإعداد النماذج الديموغرافية الاقتصادية المناسبة للدولة، ومتابعة إجراءات إدماج القضايا السكانية في الخطط التنموية الشاملة وبخاصة في المجالات الاجتماعية والصحية والبيئية والتربوية والإعلامية والثقافية.

3 – نتائج الاجتماع الاستثنائي للجنة التعاون التجاري لمتابعة تنفيذ قرارات المجلس الأعلى لمجلس التعاون لدول الخليج العربية في دورته الحادية والأربعين /قمة العلا/.
