QRCS Launches Humanitarian Exhibition Tour at HBKU

Doha: Qatar Red Crescent Society (QRCS), the Embassy of Switzerland in the State of Qatar, and the International Committee of the Red Cross (ICRC) launched yesterday the third round of the contemporary art exhibition “Humanitarian Principles: Here and Now”.
Focusing on the topic of International Humanitarian Law (IHL) and Climate Change, this round is held at the Hamad bin Khalifa University (HBKU) Student Center and will last until Dec.1, 2021.
The event was attended by Dr. Aisha bint Yousef Al-Mannai, Vice-President of QRCS.
HE Secretary-General of QRCS Ali bin Hassan Al-Hammadi said: “Every day, humanitarian crises around the world grab the headlines, bringing with them sad feelings. As a National Society, we at QRCS and our Movement partners, ICRC and the International Federation of Red Cross and Red Crescent Societies (IFRC), work under the umbrella of, and in accordance with, the seven Fundamental Principles deeply rooted in our humanitarian practice: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
His Excellency added: “We believe that these principles, in such a changing world, are more important now than ever before, in light of the increasing tragedies, suffering, violations, destruction, crises, and disasters.
Seeking to emphasize the significance of these principles here and now, the Embassy of Switzerland, the patron of the four Geneva Conventions and their Additional Protocols, ICRC, the advocate of IHL, and we join hands to promote humanitarianism. With support from our local partners Katara Cultural Village, The Gate Mall, and HBKU, we co-organize a humanitarian exhibition tour in Doha, as of today until 6 December 2021, to promote key IHL principles and common human values.”
“Towards these noble goals, I officially announce the inauguration of the humanitarian exhibition tour, in recognition of these principles, humanitarian workers, and their diverse impartial and neutral humanitarian efforts. One major value underlying QRCSs work is to have the best interests of humanity everywhere at heart. Today, we try to show this commitment through the imagination and production of creative artists.
I would like to thank everyone who made this exhibition a reality that engages the public in raising awareness about the mission and noble goals of humanitarian action.” His Excellency said.
For his part, Rudolf Wyss, representative of the Swiss Embassy in Qatar said: “The Geneva Conventions represent the core of IHL and were born in Switzerland. They were drafted by states in Geneva, under the auspices of the Swiss Government and the guidance of the then Federal Councilor and Minister of Foreign Affairs Max Petitpierre. Geneva, the city that gave its name to the Conventions, is the global hub of humanitarian efforts. It is also home to the custodian of IHL, the ICRC, co-founded by the Swiss citizen Henry Dunant in 1863.”
The Head of Doha Mission of ICRC Cherine Pollini said: “Climate change and environment are on todays leaders agenda and are a matter of concern to all of us. The convergence of climate change and conflict or OSV has grave humanitarian consequences. It worsens food, economic, and water insecurity and health disparities, and limits access to essential services, while weakening the capacity of institutions to provide support. The impact of such overlap can shape human mobility or access to resources on a continental scale.”
For her part, the Vice-President of QRCS Dr. Aisha bint Yousef Al-Mannai emphasized the value and preference of humanitarian work over all other works, in compliance with religious and divine teachings.

الدوحة: بدأت يوم أمس، في المركز الطلابي بجامعة حمد بن خليفة، فعاليات الجولة الثالثة للمعرض الإنساني المتنقل الذي ينظمه الهلال الأحمر القطري بالتعاون مع السفارة السويسرية في الدوحة واللجنة الدولية للصليب الأحمر بعنوان “المبادئ الإنسانية: اليوم قبل الغد”، علما أن هذه المرحلة تركز على موضوع القانون الدولي الإنساني والتغير المناخي، وتستمر حتى يوم الأربعاء المقبل.
حضر افتتاح المعرض الإنساني المتنقل سعادة الدكتورة عائشة بنت يوسف المناعي نائب رئيس مجلس إدارة الهلال الأحمر القطري.
وأشار سعادة السفير علي بن حسن الحمادي الأمين العام للهلال الأحمر القطري في كلمته بهذه المناسبة إلى أن الأزمات الإنسانية حول العالم تتصدر عناوين الأخبار كل يوم، وغالباً ما ترتبط هذه المآسي بمشاعر محزنة ومفجعة.
وقال إن الهلال الأحمر القطري كجمعية وطنية وشركاءه في الحركة الإنسانية الدولية يعملون تحت مظلة منظومة المبادئ الأساسية السبعة المتجذرة في تاريخ عملهم في الحقل الإنساني، وهي: الإنسانية، عدم التحيز، الحياد، الاستقلالية، الوحدة، الخدمة التطوعية والعالمية.
وأعرب عن قناعته بأن هذه المبادئ، في ظل عالم متغير، أصبحت الآن أكثر أهمية من أي وقت مضى، نظراً لما للمآسي والمعاناة، والانتهاكات والدمار، والأزمات والكوارث في الأوقات الراهنة.
ونوه إلى أنه حرصا من الهلال الأحمر القطري على تأكيد أهمية هذه المبادئ، ارتأى مع سفارة سويسرا، الراعية لاتفاقيات جنيف الأربع وبروتوكولاتها الإضافية، واللجنة الدولية للصليب الأحمر، الضامنة لتعزيز ونشر القانون الدولي الإنساني، التعاون والتنسيق على نهج إعلاء هذه المبادئ الإنسانية.
من ناحيته، قال السيد رودلف ويس ممثل السفارة السويسرية في قطر إن اتفاقيات جنيف تعد جوهر القانون الدولي الإنساني، وإنها خرجت إلى النور في سويسرا، وقامت الدول بصياغتها في جنيف، المدينة التي أطلق اسمها على الاتفاقيات، وهي بمثابة المركز العالمي للجهود الإنسانية، وأيضاً مقر الجهة الراعية للقانون الدولي الإنساني، وهي اللجنة الدولية للصليب الأحمر، التي شارك في تأسيسها المواطن السويسري هنري دونان عام 1863، لافتا إلى أن المعرض يأتي في توقيت مناسب من حيث الأزمات الإنسانية في جميع أنحاء العالم الآن.
وألقت السيدة شيرين بوليني رئيسة مكتب اللجنة الدولية للصليب الأحمر في قطر، كلمة أكدت فيها أن موضوعي التغير المناخي والبيئة مدرجان في جداول أعمال قادة العالم اليوم، حيث إنهما مسألتان تثيران قلق الجميع، كون التقاء المخاطر المناخية والنزاعات أو حالات العنف الأخرى لها عواقب إنسانية وخيمة، تزيد من مشاكل الأمن الغذائي والاقتصادي والمائي، والتفاوت في الرعاية الصحية، وتحد كذلك من الوصول إلى الخدمات الأساسية، وتضعف قدرات المؤسسات لتوفير المساعدة وأيضا قدرة الإنسان على الحركة أو الوصول للموارد على مستوى القارات.
وقال الدكتور عماد الدين شاهين عميد كلية الدراسات الإسلامية بجامعة حمد بن خليفة إن هذا المعرض الإنساني المتنقل، الذي تستضيفه الكلية في مرحلته الثالثة يشمل محاضرات وورش عمل حول القانون الدولي الإنساني، مشيرا إلى أن الكلية حريصة في إطار تنفيذ سياسات الجامعة، على الانفتاح المجتمعي، والتواصل مع الهلال الأحمر القطري في شتي مجالات التعاون.
وفي مداخلة لها خلال حفل الافتتاح أكدت الدكتورة عائشة المناعي على قيمة العمل الإنساني وفضله على سائر الأعمال، امتثالاً للتعاليم الدينية والربانية.
وأخيراً، قدم الدكتور فوزي أوصديق رئيس العلاقات الدولية والقانون الدولي الإنساني بالهلال الأحمر القطري، استعراضاً عاماً للمبادئ الأساسية السبعة الموجهة للعمل الإنساني الدولي، مبيناً مدلولاتها وتطبيقاتها بالنسبة للمنظمات العاملة في المجال الإنساني على مستوى العالم.
