Training Program for Security, Safety Managers for 2022 World Cup Stadiums Kicks Off

Doha: The first course of the training program for security and safety managers for the 2022 World Cup stadiums kicked off Sunday in Doha with the participation of 28 managers and their assistants in the Qatar World Cup stadiums, as part of Qatar’s preparations to host the first World Cup in the Middle East and the Arab world.

The program organized the qualification and training unit of the Security and Safety Operations Committee for the 2022 World Cup Qatar (SSOC), in coordination with the Sports Facilities Security Department at the Supreme Committee for Delivery and Legacy (SC), the body responsible for delivering the infrastructure projects for hosting the Qatar World Cup.

After inaugurating the program, Abdullah Al Mohannadi, Director of the Facilities Security Department at SC said that the program is organized in cooperation and coordination with the SSOC qualification and training unit, which made outstanding efforts in studying the needs of security and safety managers in the facilities of the World Cup stadiums then designing the training curriculum for them at the required speed.

He stressed that these efforts quickly bore fruit on the ground with the opening of the first cycle of the program, which aims to raise the efficiency and skills of managers of World Cup stadiums in accordance with international requirements for security operations.

Lt. Colonel Fahd Saeed Al Subaie, head of the SSOC qualification and training unit, explained that the program is internationally accredited by FIFA and the British Institute of Leadership and Management (ILM), adding that it meets the applicable leadership and security standards in the UK and European Union, based on the principles of gold, silver and bronze leadership, which is applied in major sporting events.

He pointed out that the program includes two categories, the first is a seven-week training program for all managers and their assistants, while the second is a training program for managers only and grants the international diploma in the security and safety of sports fans (level four).

He added that the first category program, for all 28 managers and their assistants, consists of two parts, explaining that the first is a two-week part, which started today and continues until Oct. 21, while the second is a five-week course and will be implemented in 2022.

Al Subaie noted that the training content in the course that was launched today focuses on the bronze and silver leadership program, which includes the following topics: security leadership, risk management, security command structures, security and safety principles, human rights, field leadership, emergency handling, alternative plans, theories and practical applications.

The remaining five weeks of the program are scheduled to be held in 2022, where the third week in the program will focus on developing leadership skills, and it includes the following topics: effective leadership and decision-making skills, communication skills, negotiation and persuasion skills, presentation skills, conflict resolution skills, and problem-solving.

In the fourth week, the program focuses on the security sense and behavioral patterns of the fans, which includes the following themes: understanding the cultures and behaviors of the visiting fans, suspicious and observational skills, habitual and hostile behavior, and tracking and reporting skills.

In the fifth week, it sheds light on the crowd management program, and it includes the following topics: crowd psychology and behavior, safe crowd capacity calculations, crowd dangers and handling, types of sports crowds. In the sixth week, the training will be devoted to the major events management program, which includes practical applications in security plans for sporting events.

Finally, in the seventh week, the final evaluation of the participants in the first category program will be conducted through scenarios and practical exercises to determine their level of performance based on their training.

The program for the second category consists of several training courses and actual participation in international sporting events, in addition to individual evaluation and development sessions, leading to the final exam and obtaining a diploma, which is the highest certification in the field of security and safety management in international sporting events and qualifies the participants to assume the duties and responsibilities of the higher management of the sports facility in terms of operation, plans, security, safety, and resource management in normal times and emergency events.

The courses of the international diploma in the safety and security of sports fans include: a plan for the safety of the masses at sporting events; the management of the security and safety of the masses at sporting events; the development of safety and security policies and procedures at sporting events; the provision of information for decision-making in sporting events; resource management for safety and security in sporting events; crowded places risk management; initial incident response management and resilience planning; recruitment, selection, retention, and distribution of people; monitoring the progress and quality of work in your area of responsibility; supporting learning and development of people; managing projects; and maintaining productive relationships with stakeholders.

الدوحة:  انطلقت في الدوحة أولى دورات برنامج تدريب مدراء الأمن والسلامة لملاعب بطولة كأس العالم 2022، بمشاركة 28 من المدراء والمساعدين في ملاعب مونديال قطر، وذلك في إطار الاستعدادات لاستضافة قطر أول مونديال يقام في منطقة الشرق الأوسط والعالم العربي.

وينظم البرنامج وحدة التأهيل والتدريب بلجنة عمليات أمن وسلامة بطولة كأس العالم قطر 2022، وذلك بالتنسيق مع إدارة أمن المنشآت الرياضية في اللجنة العليا للمشاريع والإرث، الجهة المسؤولة عن تسليم مشاريع البنية التحتية اللازمة لاستضافة دولة قطر للمونديال

وقال السيد عبدالله المهندي مدير إدارة أمن المنشآت في اللجنة العليا للمشاريع والإرث بعد افتتاحه للبرنامج، “إن هذا البرنامج تم تنظيمه بالتعاون والتنسيق مع وحدة التأهيل والتدريب بلجنة عمليات أمن وسلامة بطولة كأس العالم قطر 2022، التي قامت بجهود مميزة في دراسة احتياجات مدراء الأمن والسلامة في منشآت ملاعب كأس العالم، ومن ثم تصميم المنهج التدريبي لهم بالسرعة المطلوبة”.

وشدد على أن هذه الجهود أثمرت سريعا على أرض الواقع، اليوم ، بافتتاح الدورة الأولى من دورات البرنامج الذي يهدف إلى رفع مستوى كفاءة ومهارات مدراء ملاعب منشآت كأس العالم وفق المتطلبات الدولية لعمليات التأمين.

بدوره، أوضح المقدم فهد سعيد السبيعي رئيس وحدة التأهيل والتدريب بلجنة عمليات أمن وسلامة بطولة كأس العالم قطر 2022، أن البرنامج حاصل على اعتماد دولي من جانب كل من الاتحاد الدولي لكرة القدم /فيفا/، ومعهد القيادة والإدارة البريطاني /ILM/، ومستوفي لمعايير القيادة والتأمين المعمول بها حاليا في كل من بريطانيا والاتحاد الأوروبي، والذي يستند على مبادئ القيادة الذهبية والفضية والبرونزية، الذي عادة ما تطبق في الأحداث الرياضية الكبرى.

وأشار إلى أن البرنامج يضم فئتين، الفئة الأولى برنامج التدريب المخصص لجميع المدراء ومساعديهم ولمدة سبعة أسابيع، والفئة الثانية هي برنامج تدريب المدراء فقط، والذي يمنح الدبلوم الدولي في أمن وسلامة الجماهير الرياضية /المستوى الرابع/.

وأضاف أن برنامج الفئة الأولى المخصص لجميع المدراء ومساعديهم الـ28، على جزئين حيث ستكون مدة الجزء الأول الذي انطلق اليوم أسبوعين وحتى الحادي والعشرين من أكتوبر الجاري، أما الجزء الثاني فستكون مدته خمسة أسابيع وسيتم تنفيذه خلال عام 2022.

ونوه السبيعي بأن محتوى التدريب في الدورة التي انطلقت اليوم يركز على برنامج القيادة البرونزية والفضية، والذي يشتمل على المحاور التالية: القيادة الأمنية، إدارة المخاطر، هياكل القيادة الأمنية، مبادئ الأمن والسلامة، حقوق الإنسان، القيادة الميدانية، التعامل مع الطوارئ، الخطط البديلة، ونظريات وتطبيقات عملية.

ومن المقرر أن يتم إقامة الأسابيع الخمسة المتبقية في البرنامج خلال عام 2022، حيث سيركز الأسبوع الثالث في البرنامج على تنمية المهارات القيادية، ويشمل المحاور التالية: مهارات القيادة الفاعلة واتخاذ القرارات، مهارات التواصل، مهارات التفاوض والاقناع، مهارات العرض والألقاء، مهارات حل النزاعات، وحل المشكلات.

وفي الأسبوع الرابع سيتم التركيز على برنامج الحس الأمني والانماط السلوكية للجماهير، والتي يشتمل على المحاور التالية: فهم ثقافات الجماهير الزائرة وسلوكياتهم، مهارات الاشتباه والملاحظة، السلوك الاعتيادي والمعادي، ومهارات التعقب والابلاغ.

أما في الأسبوع الخامس فيلقي الضوء على برنامج إدارة الحشود، ويشتمل على المحاور التالية: سيكولوجية وسلوك الحشود، حسابات السعة الآمنة للحشود، مخاطر الحشود والتعامل معها، أنواع الحشود الرياضية، وفي الأسبوع السادس سيخصص التدريب لبرنامج إدارة الأحداث الكبرى، والذي يشتمل على تطبيقات عملية في خطط التأمين للأحداث الرياضية.

وأخيرا سيتم في الأسبوع السابع التقييم النهائي للمشاركين في برنامج الفئة الأولى، وذلك من خلال السيناريوهات والتمارين العملية للوقوف على مستوى أداءهم بناء على ما تم تدريبهم.

أما الفئة الثانية الخاصة ببرنامج تدريب المدراء فقط فلم يتحدد موعدها بعد، والتي على أثرها سيحصل من يتخطى هذه الفئة على الدبلوم الدولي في أمن وسلامة الجماهير الرياضية من المستوى الرابع.

ويتكون برنامج هذه الفئة من عدة دورات تدريبية ومشاركة فعلية في أحداث رياضية دولية، بالإضافة إلى جلسات تقييم وتطوير فردية، وصولا إلى الاختبار النهائي والحصول على شهادة الدبلومة والتي تعد أعلى شهادة في مجال إدارة الأمن والسلامة في الأحداث الرياضية الدولية، وتؤهل المشاركين لتولي مهام ومسؤوليات الإدارة العليا للمنشأة الرياضية من حيث التشغيل والعمليات والأمن والسلامة وإدارة الموارد في الأوقات الاعتيادية والأحداث الطارئة.

وتشتمل وحدات ومقررات الدبلوم الدولي في أمن وسلامة الجماهير الرياضية على كل من: خطة لسلامة الجماهير في الأحداث الرياضية، إدارة أمن وسلامة الجماهير في الأحداث الرياضية، تطوير سياسات وإجراءات السلامة والأمن في الأحداث الرياضية، توفير معلومات لاتخاذ القرارات في الأحداث الرياضية، إدارة الموارد للسلامة والأمن في الأحداث الرياضية، إدارة المخاطر في الأماكن المزدحمة، إدارة الاستجابة الأولية للحوادث والتخطيط للصمود، توظيف الأشخاص واختيارهم والاحتفاظ بهم وتوزيعهم، مراقبة تقدم وجودة العمل في منطقة مسؤوليتك، دعم التعلم والتطوير للأفراد، إدارة المشاريع، والحفاظ على علاقات مثمرة مع أصحاب المصلحة.
