The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs Dr. Abdullah bin Abdulaziz bin Turki Al Subaei issued the following statement:

At the outset of the meeting, the Cabinet applauded the speech of HH the Amir Sheikh Tamim bin Hamad Al-Thani at the opening session of the General Debate of the 76th Session of the United Nations General Assembly, which was held in New York yesterday, and the clear insights and positions contained in the speech that were characterized by honesty, wisdom and foresightedness towards various regional and international issues, foremost of which is the Palestinian cause as the central issue, in addition to the positive developments in Libya over the past year, the Yemeni crisis, the Syrian issue, the future of the peace process in Afghanistan, the issue of returning to the nuclear agreement with Iran, as well as addressing the COVID-19 pandemic, combating terrorism and addressing its causes, climate change and cybersecurity. The Cabinet also praised HH the Amir’s assertion on the importance of resolving differences between countries through dialogue based on common interests and mutual respect, which was embodied in the Al-Ula Declaration issued by leaders of the Gulf Cooperation Council last January.

The Cabinet affirmed the significant importance of HH the Amir’s participation in the UN General Assembly this year, in light of the follow-up and appreciation of world leaders and peoples for the effective and successful Qatari action in the international arena to settle disputes by peaceful means, affirm the principle of collective security, and protect peoples from the dangers of wars and the repercussions of political crises, and the constructive efforts and contributions made by the State of Qatar in this area, in addition to the humanitarian aid and assistance it has provided to many countries across the world, in particular the evacuations from Afghanistan and the provision of aid to the Afghan people.

The Cabinet welcomed the announcement of HH the Amir in his speech yesterday on the inauguration of the United Nations House in Doha soon, after Doha has become a hub of international multilateral action in the region, and in light of the distinguished relationship between Qatar and the international organization which has been characterized by close cooperation and the establishment of exemplary partnerships in various fields. HH the Amir affirmed pursuing contributions to supporting the United Nations entities and fulfilling, as Qatar’s bet on international institutions and multilateral cooperation is a strategic one.

Then, Cabinet was briefed by HE the Minister of Public Health on the latest developments and efforts to contain the spread of COVID-19. The Cabinet affirmed the continuation of work with the procedures and precautionary measures that have been taken in order to combat this pandemic.

The Cabinet considered the topics listed on its agenda as follows:

1- The Cabinet approved taking the necessary measures to issue a draft law regulating health care services within the country, after it reviewed the recommendations of the Shura Council thereon.

2- The Cabinet approved a draft decision of the Minister of the Interior on specifying national address data for making judicial announcements and official notifications.

3- The Cabinet, through a presentation presented by HE the President of the Planning and Statistics Authority, was briefed on the progress made in the implementation of the strategic plans of government agencies for the second quarter (April-June), in which he shed light on the progress of programs and projects at the overall level of ministries and at the level of each entity, and the most important outputs and progress made in implementing the projects of those plans, their objectives and the most prominent challenges. HE the Prime Minister directed the ministries to work on implementing the appropriate solutions and treatments to meet these challenges, and to cooperate with the Planning and Statistics Authority regarding the follow-up of the implementation of projects.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر يوم الأمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة الدكتور عبدالله بن عبدالعزيز بن تركي السبيعي وزير البلدية والبيئة والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:

في بداية الاجتماع أشاد مجلس الوزراء بخطاب حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، في الجلسة الافتتاحية للمناقشة العامة للدورة السادسة والسبعين للجمعية العامة لمنظمة الأمم المتحدة، التي عقدت أمس في نيويورك، وما اشتمل عليه الخطاب من رؤى ومواقف واضحة، تتسم بالصراحة والحكمة وبعد النظر تجاه مختلف القضايا الإقليمية والدولية وفي مقدمتها القضية الفلسطينية باعتبارها القضية المركزية، والتطورات الإيجابية في ليبيا خلال العام المنصرم، والأزمة اليمنية، والقضية السورية، ومستقبل عملية السلام في أفغانستان، ومسألة العودة إلى الاتفاق النووي مع إيران، إلى جانب قضايا التصدي لجائحة كورونا /كوفيد – 19/، ومكافحة الإرهاب ومعالجة أسبابه والتغير المناخي والأمن السيبراني، وكذلك ما عبّر عنه سموه من ضرورة حل الخلافات بين الدول بالحوار القائم على المصالح المشتركة والاحترام المتبادل، وهو ما تجسد في إعلان العلا الصادر عن قادة دول مجلس التعاون لدول الخليج العربية في شهر يناير الماضي.

وأكد المجلس، أن مشاركة حضرة صاحب السمو الأمير المفدى في الدورة الحالية للجمعية العامة للأمم المتحدة اكتسبت هذا العام أهمية خاصة، في ضوء متابعة وتقدير قادة دول العالم وشعوبه للتحرك القطري الفاعل والناجح على الساحة الدولية من أجل تسوية النزاعات بالطرق السلمية وتأكيد مبدأ الأمن الجماعي وحماية الشعوب من مخاطر الحروب وتداعيات الأزمات السياسية، وما تقوم به دولة قطر من جهود ومساهمات بناءة في هذا المجال، وما قدمته على الصعيد الإنساني من معونات ومساعدات في العديد من دول العالم، وبوجه خاص عمليات الإجلاء من أفغانستان وتقديم العون للشعب الأفغاني.

ورحّب المجلس بما أعلنه حضرة صاحب السمو أمير البلاد المفدى في خطابه أمس، عن افتتاح بيت الأمم المتحدة في الدوحة قريباً وذلك بعد أن أصبحت الدوحة عاصمة العمل الدولي متعدد الأطراف في منطقتنا، وفي ضوء العلاقة المتميزة بين دولة قطر والمنظمة الدولية والتعاون الوثيق وإقامة شراكات نموذجية بينهما في مختلف المجالات، وتعهد سموه بمواصلة الإسهام في دعم كيانات الأمم المتحدة باعتبار أن رهان قطر على المؤسسات الدولية والتعاون متعدد الأطراف رهان استراتيجي.

ثم استمع المجلس إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على اتخاذ الإجراءات اللازمة لاستصدار مشروع قانون بتنظيم خدمات الرعاية الصحية داخل الدولة، بعد أن اطلع المجلس على توصيات مجلس الشورى بشأنه.

ثانياً- الموافقة على مشروع قرار وزير الداخلية بشأن تحديد بيانات العنوان الوطني لإجراء الإعلانات القضائية والإخطارات الرسمية.

ثالثاً- اطلع مجلس الوزراء من خلال العرض الذي قدمه سعادة رئيس جهاز التخطيط والإحصاء على التقدم المحرز في تنفيذ الخطط الاستراتيجية للجهات الحكومية للربع السنوي الثاني /أبريل – يونيو/، وتناول فيه سير البرامج والمشاريع على المستوى الكلي للوزارات وعلى مستوى كل جهة وأهم المخرجات والتقدم المحرز في تنفيذ مشاريع تلك الخطط وأهدافها وأبرز التحديات، ووجّه معالي رئيس مجلس الوزراء، الوزارات بالعمل على تطبيق الحلول والمعالجات المناسبة لمواجهة تلك التحديات، والتعاون مع جهاز التخطيط والإحصاء بشأن متابعة تنفيذ المشاريع.
