Qatar Food Systems National Dialogue Kicks Off

Doha: Qatar Food Systems National Dialogue, organized by the Ministry of Municipality and Environment, kicked off Tuesday within the framework of the preparation for the UN Food Systems Summit 2021 which will be held in September with the participation of leaders of the member states of the United Nations.

The two-day Dialogue will review aspects of developing food systems and ways to overcome challenges and obstacles, in accordance with the objectives of the United Nations, providing an opportunity to all stakeholders in food systems, including consumers, producers, wholesalers and retailers, researchers, students and policy makers, to discuss and develop the food system in the State of Qatar.

In an opening address, HE Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs Dr. Abdullah bin Abdulaziz bin Turki Al Subaie commended the commence of the first Food Systems National Dialogue in the State of Qatar which is being organized in cooperation with the Ministry of Commerce and Industry and the Ministry of Public Health, in preparation for the UN Food Systems Summit 2021 which aims at making a progress in all Sustainable Development Goals by 2030.

HE the Minister underlined that the State of Qatar has made great strides in making its food system more flexible to face any supply disruptions or price hikes, noting in this regard the efforts made to increase local production and build a strategic stockpile covering six months of basic commodities, in addition to diversifying the sources of international trade through various alternative methods and improving local markets and logistics services, giving the fact that food security is a national security issue that has been successfully dealt with.

HE the Minister explained that the National Dialogue features during its sessions many discussions and dialogues about common concerns, whether at the national or international level, so that everyone’s attention is focused on how to deal with the planet, adapt to climate changes, and achieve justice, sustainability and flexibility of the food system in the present and the future as well.

HE the Minister noted that countries of the world have witnessed recently many devastating effects as a result of climate changes, including floods in northern Europe, heat waves and fires in the Mediterranean, in North America, Canada and others, which give an alarming warning to all countries of the world of the seriousness of what is happening to the planet and the need to exert all efforts to prevent or limiting climate change, whether in terms of expanding the use of renewable energy, or by extending the efforts to address food systems that account for at least about 30% of the problem, which is related to the food consumed and the methods of food production.

HE the Minister of Municipality and Environment noted that the UN Secretary-General took the initiative and encouraged all member states to prioritize establishing food systems, and to organize dialogues between members on national food systems in order to engage all stakeholders on how to make the food systems resilient and sustainable to benefit the planet and the people.

For his part, Director of Food Security Department at the Ministry of Municipality and Environment and National Coordinator of the UN Food Systems Summit 2021 Dr. Masoud Jarallah Al Marri said that organizing a national dialogue on food systems comes in the framework of preparations for a global summit called for by the UN Secretary-General in 2019. The summit is set to act as a platform for transforming the current food systems to sustainable ones, he added.

He also said that the summit will tackle topics like climate change, pandemics, diseases related to food systems, the negative impacts of the current food production methods, and sustainability of food production systems.

He noted that the Ministry of Municipality and Environment is holding a national dialogue for food systems with all stakeholders in the state taking part, in response to the call made by the UN to member states regarding the matter. He added that the dialogue taking place in the State of Qatar includes four panel discussions on highly important topics related to food systems.

الدوحة: انطلقت يوم الأمس، فعاليات الحوار الوطني لنظم الغذاء بدولة قطر والذي تنظمه وزارة البلدية والبيئة، في إطار التحضير للقمة العالمية للغذاء المقرر عقدها في شهر سبتمبر المقبل بمشاركة رؤساء الدول الأعضاء في منظمة الأمم المتحدة.

وتستعرض فعاليات الحوار الوطني لنظم الغذاء بالدولة على مدى يومين، أوجه تطوير النظم الغذائية ومناقشة سبل التغلب على التحديات والعوائق وفقا لأهداف الأمم المتحدة، حيث يقدم الحوار الوطني فرصة لجميع أصحاب المصلحة في النظم الغذائية، مستهلكين ومنتجين وتجار جملة وتجزئة وباحثين وطلابا وصناع سياسات لمناقشة وتطوير النظام الغذائي في دولة قطر.

ونوه سعادة الدكتور عبدالله بن عبدالعزيز بن تركي السبيعي وزير البلدية والبيئة والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، في كلمته الافتتاحية، بانعقاد الحوار الوطني الأول لنظم الغذاء في دولة قطر الذي يتم تنظيمه بالتعاون مع وزارتي التجارة والصناعة والصحة العامة، تمهيدا لقمة الأمم المتحدة للنظم الغذائية التي تعقد في سبتمبر المقبل بهدف إحراز تقدم في كافة أهداف التنمية المستدامة بحلول عام 2030.

وأكد سعادته أن دولة قطر قطعت شوطا طويلا لجعل نظامها الغذائي أكثر مرونة لمواجهة أي اضطرابات في الإمدادات أو ارتفاع الأسعار، مشيرا في هذا الصدد إلى أنه تم العمل على زيادة الإنتاج المحلي، وبناء مخزون استراتيجي يغطي ستة أشهر من السلع الأساسية، بالإضافة لتنويع مصادر التجارة الدولية عبر مختلف الطرق البديلة وتحسين الأسواق المحلية والخدمات اللوجستية، لكون الأمن الغذائي قضية أمن قومي تم التعامل معها بنجاح.

وأوضح أن الحوار الوطني يشهد خلال جلساته العديد من المناقشات والحوارات حول الهموم المشتركة، والمستقبل المشترك، سواء على المستوى الوطني أو الدولي، بحيث يتركز اهتمام الجميع على كيفية التعامل مع كوكب الأرض، والتكيف مع التغيرات المناخية، وتحقيق العدالة، والاستدامة، ومرونة النظام الغذائي في الوقت الحاضر وفي المستقبل أيضًا.

وأشار إلى أن دول العالم شهدت خلال الفترات الأخيرة العديد من الآثار المدمرة نتيجة التغيرات المناخية ومنها فيضانات شمالي أوروبا، وموجات الحر والحرائق في البحر الأبيض المتوسط، وفي أمريكا الشمالية وكندا وغيرها، مما يدق جرس إنذار شديد لجميع دول العالم بخطورة ما يحدث لكوكب الأرض وضرورة بذل كافة الجهود لمنع أو الحد من التغيرات المناخية، ليس فقط من خلال التوسع في استخدام الطاقة المتجددة، بل يجب أن تمتد هذه الجهود للنظم الغذائية التي تمثل حوالي 30 بالمئة على الأقل من المشكلة والتي تتعلق بالطعام الذي نستهلكه وطرق إنتاج الغذاء.

ولفت سعادة وزير البلدية والبيئة، إلى أن الأمين العام للأمم المتحدة، أخذ زمام المبادرة وحث جميع الدول الأعضاء على وضع نظم الغذاء على رأس جدول أعمالها الوطني وتنظيم حوارات بشأن أنظمة الغذاء الوطنية في جميع الدول الأعضاء لإشراك جميع أصحاب المصلحة، من الصغار والكبار، التجار والمزارعين، والطلاب والأساتذة، والمنظمين وصانعي السياسات وإجراء مناقشات حول كيفية جعل الأنظمة الغذائية مرنة ومستدامة ومتكافئة وصحية لكوكب الأرض وقاطنيه.

من جهته، قال الدكتور مسعود جارالله المري مدير إدارة الأمن الغذائي بوزارة البلدية والبيئة، والمنسق الوطني لحوارات قمة الأمم المتحدة للنظم الغذائية، إن تنظيم هذا الحوار الوطني للنظام الغذائي، يأتي في إطار التحضيرات للقمة العالمية التي دعا إليها الأمين العام للأمم المتحدة في عام 2019، كمنصة لتحويل النظم الغذائية العالمية والوطنية الحالية إلى نظم غذائية مستدامة.

وقال إن هذه القمة ستتناول أهم قضايا تغير المناخ، والأوبئة العالمية في الأمراض المتعلقة بالنظام الغذائي، والآثار الضارة لإنتاج الغذاء على مواردنا الطبيعية، واستدامة وحيوية أنظمة إنتاج الغذاء.

وأشار إلى أن وزارة البلدية والبيئة تعقد الحوار الوطني لنظم الغذاء بمشاركة مع أصحاب المصلحة من مختلف الجهات المحلية بالدولة، بناء على دعوة الأمم المتحدة الدول الأعضاء إلى تنظيم حوارات وطنية بشأن نظام الغذاء لجمع كافة أصحاب المصلحة بالنظام الغذائي داخل بلدانهم وتحديد ما يمكن وما يجب القيام به لتحقيق طموحات الدول الأعضاء وتحقيق أهداف التنمية المستدامة التي وقعت عليها دولة قطر كعضو في الأمم المتحدة، مضيفا أن فعاليات الحوار الوطني للنظام الغذائي بدولة قطر تتضمن أربع حلقات نقاشية ذات مواضيع مختلفة بدرجة عالية من الأهمية.
