EAA Foundation and strategic partners call for renewed commitment towards right to education
«التعليم فوق الجميع» وشركائها الاستراتجيين يدعون لدعم الحق بالتعليم لالأطفال والشباب
Doha: Education Above All Foundation (EAA) and its strategic partners issued a joint statement at the United Nations headquarters in New York, calling for the global community to renew its commitments to provide all children and youth with the universal right to education.
The statement was issued by EAA, Permanent Missions of Argentina, Qatar, Singapore and Uruguay, Unesco and Qatar Fund for Development during an event held on the sidelines of the annual High-Level Political Forum (HLPF) for Sustainable Development recently.
The statement ‘Protecting Youth and the Right to Education to ‘leave no one behind’: SDGs 4, 8, 10, 16 and 17’, called for accelerated efforts to build an alliance among states, international organisations and NGOs to protect and prioritise the right to education for all children. The call is not only for the achievement of Sustainable Development Goal (SDG) 4, but also for the entire 2030 Agenda.
The event brought together leaders, policy and decision makers, educators, influencers and youth advocates from different sectors to review the progress of meeting SDG 4 together with SDGs 8, 10, 13, 16 and 17 and address the complexity of the challenges facing the future of education through empowerment and partnership.
“We come to this Forum with a message of utmost urgency: leadership, political will and financing are required to get SDG4 back on track,” said Stefania Giannini, Unesco Assistant Director-General for Education. “Protecting youth and the right to education is a broad and comprehensive concept. It’s about protecting schools from attacks, but it’s also about preventing violence, extremism and working with content, teachers and socio-emotional aptitude to learning. Unesco and EAA are cooperating a lot on this topic, which is crucial all over the world. Education is transformational across the 2030 Agenda on condition that we invest in policies that leave no one behind. This is the focus of our longstanding and strategic partnership with Education Above All, and of the “Education Transforms Lives” exhibition, which opened at UN Headquarters this week.”
“Education is placed at the forefront of QFFD’s strategy. This is stemming from our belief that inclusive education is a powerful tool for addressing the impact of conflict on children and youth and for supporting countries to build more stable and peaceful societies,” added Ali Abdulla Al Dabbagh, QFFD’s Deputy Director General for Planning. “This is also clearly epitomised in our vision to promote peace and justice through sustainable and inclusive development. Education serves as an engine for economic growth, poverty eradication, gender equality and conflict prevention.”
Mubarak Al Thani, Head of Global Advocacy at EAA, said, “Despite long term efforts and dedication, the global community has fallen short on meeting its commitments and out of school children are often discounted as the hardest to reach–in many ways they have become invisible. At EAA, we believe education is the single most effective means of reducing poverty, generating economic growth and creating peaceful, just societies. With only ten years remaining to secure the fundamental right to education in insecurity and conflict at the global level, the Forum is a call for an international collective commitment to meet the 2030 SDG agenda.”
شاركت مؤسسة «التعليم فوق الجميع»، وبعثة دولة قطر، والبعثات الدائمة للأرجنتين، وسنغافورة، وأوروجواي، واليونسكو، وصندوق قطر للتنمية في «المنتدى السياسي رفيع المستوى» السنوي المعني بالتنمية المستدامة المنعقد في الفترة من 9 إلى 18 يوليو الحالي في مقر الأمم المتحدة في نيويورك، حيث من المقرر أن يصدروا بياناً مشتركاً لدعوة المجتمع الدولي من خلاله إلى تجديد التزاماته نحو منح جميع الأطفال والشباب الحق العالمي في التعليم.
دعا البيان المشترك -والذي تُلي في المنتدى السياسي رفيع المستوى في جلسة على هامش المنتدى: «حماية الشباب والحق في التعليم للجميع: أهداف التنمية المستدامة 4، 8، 10، 16، 17»- إلى تسريع الجهود لبناء تحالف بين الدول والمنظمات الدولية والمنظمات غير الحكومية لحماية الحق في التعليم لجميع الأطفال، وجعله من الأولويات.
وقالت السيدة ستيفانيا جيانيني المدير العام المساعد للتعليم في اليونيسكو: «تأتي مشاركتنا في هذا المنتدى من أجل توجيه رسالة عاجلة للقيادات، مفادها أننا بحاجة ماسة لتوفر الإرادة السياسية والتمويل من أجل إعادة وضع هدف التنمية المستدامة 4 على المسار الصحيح». وأضافت أن «اليونسكو» و»التعليم فوق الجميع» تواصلان تعاونهما الوثيق في هذه القضية، لما تحمله من أهمية كبيرة للعالم أجمع، وأوضحت أن التعليم سيكون بمثابة نقطة تحول أساسية في كل بنود جدول أعمال 2030، بشرط أن نستثمر في السياسات التي تسعى إلى توفير الدعم لجميع المستهدفين. هذا هو محور شراكتنا الاستراتيجية طويلة الأمد مع مؤسسة التعليم فوق الجميع، ومع «معرض التعليم لحياة أفضل»، الذي افتتح في مقر الأمم المتحدة مؤخراً.
وقال السيد علي عبدالله الدباغ نائب المدير العام للتخطيط في صندوق قطر للتنمية: «يحتل التعليم مركز الصدارة في استراتيجية صندوق قطر للتنمية، وهذا ينبع من إيماننا بأن التعليم الشامل هو أداة شديدة الفعالية في معالجة تأثير الأزمات على الأطفال والشباب، ووسيلة مثالية لدعم بناء مجتمعات آمنة ومسالمة، كما يتجلى ذلك من خلال رؤيتنا الهادفة إلى تعزيز السلام وترسيخ العدالة، من خلال التنمية المستدامة والشاملة».
وأضاف الشيخ مبارك آل ثاني رئيس قسم المناصرة والدفاع عن حق التعليم في مؤسسة «التعليم فوق الجميع»: «على الرغم من الجهود التي بذلت على المدى الطويل، فقد تقاعس المجتمع العالمي عن الوفاء بالتزاماته، وغالباً ما أدى ذلك إلى إهمال الأطفال غير الملتحقين بالمدارس، وحرمانهم من حقهم في التعليم».
وتابع: «نؤمن في مؤسسة التعليم فوق الجميع بأن التعليم هو الوسيلة الأكثر فاعلية للحد من الفقر، تحقيق النمو الاقتصادي وخلق مجتمعات مسالمة وعادلة، بما أنه لم يتبق سوى عشر سنوات فقط لضمان الحق الأساسي في التعليم للأطفال والشباب في ظروف انعدام الأمن والنزاع في جميع أنحاء العالم».
