Qatar tops Arab World in Global Talent Ranking

Qatar has achieved an advanced ranking in the World Talent Ranking Report 2019 issued by the International Competitiveness Center of the Institute of Administrative Development in Switzerland, as the State of Qatar has ranked the first in the Arab world and the 26th globally in 2019 out of 63 countries.

The regional and international performance of Qatar has led to improving its competitiveness in terms of building global and financial skills, international expertise and the educational system.

As per the ranking factors, the State of Qatar ranked 41st this year in the Investment and Development Factor, 21st in the Appeal Factor, and ranked 20th in the Readiness Factor.

In the Investment and Development Factor, Qatar has ranked 6th in the indicator of total government expenditure on education per student.

Qatar ranked 8th in the indicator of Apprenticeships that are sufficiently implemented, and (12th) in the indicator of health infrastructure that meets the needs of society.

As for the Appeal Factor, Qatar has ranked (1st) in the indicator of the income tax rate index as a percentage equals to GDP per capita, (9th) in the indicator of foreign highly-skilled personnel attracted by the Qatari business environment, and (17th) in the indicator of Worker motivation in companies, and (18th) in the Quality of life indicator.

In the Readiness Factor, Qatar has ranked (4) in the Indicator of International Experience of senior managers, (11) in the Indicator of University education that meets the needs of a competitive economy, (13) in the Indicator of labor force growth, and (16) in the Indicator of Finance skills availability.

During 2014-2019, it is generally observed that there is a fluctuation in the overall ranking of the State of Qatar in the World Talent Ranking Report, and a gradual improvement in Investment and Development Factor, against fluctuation in the Appeal and Readiness factors. It is worth mentioning that PSA has been cooperating with the International Competitiveness Center of the Institute of Administrative Development for over ten years.

حازت دولة قطر على الترتيب الأول عربياً والسادس والعشرين عالمياً لعام 2019 ، في تقرير تصنيف المواهب العالمي الصادر عن مركز التنافسية التابع لمعهد التنمية الإدارية في سويسرا وذلك من بين ثلاث وستين دولة غطاها التقرير.

وحسب محاور التقرير، فقد حصلت دولة قطر على المرتبة الحادية والأربعين هذا العام في محور الاستثمار والتطوير، والمرتبة الحادية والعشرين في محور الجاذبية، كما حافظت على المرتبة العشرين في محور الجاهزية على مدى العامين الماضيين.

أما في محور الاستثمار والتطوير فقد حققت دولة قطر المرتبة السادسة في مؤشر إجمالي الإنفاق العام على التعليم لكل طالب، والمرتبة الثامنة في مؤشر التدريب الصناعي الذي يطبق بكفاءة، والمرتبة الثانية عشرة في مؤشر البنية التحتية لقطاع الصحة الذي يلبي حاجة المجتمع.

وفي محور الجاذبية، حققت دولة قطر المرتبة الأولى في مؤشر معدل ضريبة الدخل كنسبة مساوية لنصيب الفرد من الناتج المحلي الإجمالي، والمرتبة التاسعة في مؤشر المهارة الأجنبية التي تجتذبها بيئة الأعمال القطرية، في حين حصلت على المرتبة السابعة عشرة في مؤشر تحفيز الموظفين في الشركات، والمرتبة الثامنة عشرة في مؤشر جودة الحياة.

أما فيما يخص محور الجاهزية، فقد حصلت دولة قطر على المرتبة الرابعة في مؤشر الخبرة الدولية للمديرين التنفيذين، والمرتبة الحادية عشرة في مؤشر تلبية التعليم الجامعي لحاجات الاقتصاد التنافسي، والمرتبة الثالثة عشرة في مؤشر نمو القوى العاملة، كما حصلت على المرتبة السادسة عشرة في مؤشر توفر المهارات المالية.

وفي تعليقه على التقرير، أكد جهاز التخطيط والإحصاء الذي يتعاون مع مركز التنافسية التابع لمعهد التنمية الإدارية منذ أكثر من عشر سنوات فيما يتعلق بمؤشرات دولة قطر، أن الأداء المتميز للدولة إقليميا ودوليا عزز موقعها في تحسين تنافسيتها من حيث بناء المهارات العالمية والمالية والخبرات الدولية والنظام التعليمي.

وأوضح أن الترتيب العام لدولة قطر مختلف الوتيرة في تقرير المواهب العالمية خلال السنوات 2014الى 2019 ، مع وجود تحسن تدريجي في الاستثمار والتطوير، مقابل بعض التغيرات في محور الجاذبية ومحور الجاهزية.
