The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs Abdullah bin Abdulaziz bin Turki Al Subaie issued the following statement:

At the beginning of the meeting, the Council listened to the explanation given by HE Minister of Public Health on the latest developments to limit the spread of COVID-19 and the Council stressed the continuation of work with the precautionary measures that have been taken to face the pandemic.

After that, the Cabinet considered the topics on the agenda as follows:

First – Take the necessary measures to issue the following two draft laws after the Cabinet reviewed the recommendations of the Shura Council in their regard:

1- A draft law to issue the Shura Council election system law.

2- A draft law on the Shura Council.

Second – Approval of a draft decree defining the electoral districts of the Shura Council and their respective regions.

Third – Approval of the following draft decisions of the Minister of Interior:

1- Nominate the head and members of the election committees for the Shura Council elections.

2- Forming a nominees committee and its work system and controls.

3- Forming a voters committee and its system and controls.

4- Determining the sources of financing spending on election campaigns and the controls and procedures for controlling it.

Fourth – Approval of:

A- Draft decision of the Minister of Municipality and Environment on the executive regulations for Law No. 24 of 2006 promulgating the Law (Regulation) on Agricultural Fertilizers and Soil Conditioners in GCC Countries.

B- Draft decision of the Minister of Municipality and Environment regarding the types of fertilizers and agricultural soil conditioners allowed, their specifications, conditions and procedures for their use and circulation.

Fifth – Approval of the proposal to renew the term of membership of the committee to coordinate search and rescue mechanisms in civil aviation.

Sixth – Take the necessary measures to ratify:

1- An agreement on the promotion and protection of mutual investments between the government of the State of Qatar and the government of the Republic of Equatorial Guinea.

2- An economic, commercial and technical cooperation agreement between the government of the State of Qatar and the government of the Republic of Equatorial Guinea.

Seventh – Approval of:

1- A draft memorandum of understanding between the Ministry of Endowments (Awqaf) and Islamic Affairs in the State of Qatar and the Presidency of Religious Affairs in the Republic of Turkey for cooperation in the field of endowments and Islamic affairs.

2- A draft friendship and cooperation agreement between the municipality of Doha in the State of Qatar and the municipality of Lima in the Republic of Peru.

Eighth – The Cabinet reviewed the annual report for the years 2019/2020 of the Standing Committee for rescue and relief work and humanitarian assistance in the affected areas of sisterly and friendly countries and took the appropriate decision in this regard.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس يوم الأمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد / عبدالله بن عبدالعزيز بن تركي السبيعي، وزير البلدية والبيئة والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع استمع المجلس إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- اتخاذ الإجراءات اللازمة لاستصدار مشروعي القانونين التاليين، وذلك بعد أن اطلع مجلس الوزراء على توصيات مجلس الشورى بشأنهما:

1- مشروع قانون بإصدار قانون نظام انتخاب مجلس الشورى.

2- مشروع قانون بشأن مجلس الشورى.

ثانياً- الموافقة على مشروع مرسوم بتحديد الدوائر الانتخابية لمجلس الشورى ومناطق كل منها.

ثالثاً- الموافقة على مشروعات قرارات وزير الداخلية التالية:

1- بتسمية رئيس وأعضاء لجان الانتخاب لانتخابات مجلس الشورى.

2- بتشكيل لجنة المرشحين ونظام وضوابط عملها.

3- بتشكيل لجنة الناخبين ونظام وضوابط عملها.

4- بتحديد مصادر تمويل الإنفاق على الدعاية الانتخابية وضوابط وإجراءات الرقابة عليه.

رابعاً- الموافقة على:

أ- مشروع قرار وزير البلدية والبيئة باللائحة التنفيذية لقانون /نظام/ الأسمدة ومحسنات التربة الزراعية في دول مجلس التعاون لدول الخليج العربية الصادر بالقانون رقم /24/ لسنة 2006.

ب- مشروع قرار وزير البلدية والبيئة بشأن أنواع الأسمدة ومحسنات التربة الزراعية المسموح بها ومواصفاتها وشروط وإجراءات استخدامها وتداولها.

خامساً- الموافقة على اقتراح تجديد مدة عضوية لجنة تنسيق آليات البحث والإنقاذ في الطيران المدني.

سادساً- اتخاذ الإجراءات اللازمة للتصديق على:

1- اتفاقية بشأن تشجيع وحماية الاستثمارات المتبادلة بين حكومة دولة قطر وحكومة جمهورية غينيا الاستوائية.

2- اتفاقية للتعاون الاقتصادي والتجاري والفني بين حكومة دولة قطر وحكومة جمهورية غينيا الاستوائية.

سابعاً- الموافقة على:

1- مشروع مذكرة تفاهم بين وزارة الأوقاف والشؤون الإسلامية في دولة قطر ورئاسة الشؤون الدينية في الجمهورية التركية للتعاون في مجال الأوقاف والشؤون الإسلامية.

2- مشروع اتفاقية صداقة وتعاون بين بلدية الدوحة في دولة قطر وبلدية العاصمة ليما في جمهورية بيرو.

ثامناً- استعرض مجلس الوزراء التقرير السنوي لعامي /2020،2019/ للجنة الدائمة لأعمال الإنقاذ والإغاثة والمساعدات الإنسانية في المناطق المنكوبة بالدول الشقيقة والصديقة، واتخذ بشأنه القرار المناسب.
