Qatar participates in Interpol maritime operation

The State of Qatar participated for the second consecutive year in the maritime operation launched by the General Secretariat of the International Criminal Police Organization (Interpol) with the participation of 60 countries under the slogan: 30 Days at Sea.

The operation aims to combat violations of regulations related to marine pollution, in particular, the illegal disposal of waste from ships and in violation of international conventions, in particular, the International Convention for the Prevention of Pollution from Ships (MARPOL) for the protection of the marine environment, which has been ratified by Qatar.

The Ministry of Interior, represented by the General Directorate of Coasts and Borders Security, the Amiri Navy, Ras Laffan Port, Mesaieed Port, the Maritime Operations Department (Qatar Petroleum), Qatar Ports Management Company and the Maritime Systems (Ministry of Transport and Communications) participated in the operation.

Assistant Director of Operations Department of the General Directorate of Coasts and Borders Security Captain Hassan Ahmed Al Sulaiti explained that this activity came within the framework of the Interpol program for environmental security, which included several stages, including planning and tactical aspects.

Regarding Qatar’s participation, Captain Al Sulaiti pointed out that the action plan included a set of procedures at the national level, including increasing the audit of ships by the ports of the State, in addition to maritime field operations, as well as monitoring the dangers of pollution through special equipment.

He reported that during 2019, the percentage of vessels inspected increased from 2018 due to an increase in the number of entities involved in the operation from previous posts, following the highest and most accurate standards and criteria for inspection of ships. 

He pointed out that the standards and conditions applied by Qatar in the ports contributed to the successful completion of the process and didn’t result in inspections and control of any violations related to environmental pollution during the period of implementation of the process, which is distinctive for Qatar in this regard. Regarding the results and gains of the operation, Captain Al Sulaiti said that the participation in the process has achieved several gains, including the acquisition of considerable experience related to the work of several entities in the country on a real field level, and to ensure that there are no pollution violations, as well as the follow-up of Qatari authorities to the legislation and regulations adopted in the country. 

The State of Qatar received a letter of thanks from Interpol, which praised the national plan that was implemented and the high skills shown by the participants.

شاركت دولة قطر للسنة الثانية على التوالي في العملية البحرية التي أطلقتها الأمانة العامة للمنظمة الدولية للشرطة الجنائية (الانتربول) بمشاركة 60 دولة تحت شعار (30 يوما في عرض البحر).

وتهدف العملية إلى مكافحة انتهاكات اللوائح المتعلقة بالتلوث البحري لا سيما تصريف النفايات من السفن بطريقة غير مشروعة والمخالفة للاتفاقيات الدولية وبشكل خاص (اتفاقية ماربول) الخاصة بحماية بالبيئة البحرية والتي صادقت عليها دولة قطر.

وقد شاركت عدة جهات بالدولة في العملية وهي وزارة الداخلية ممثلة في الإدارة العامة لأمن السواحل والحدود، والقوات البحرية الأميرية، وميناء رأس لفان، وميناء مسيعيد، وإدارة العمليات البحرية (قطر للبترول) و الشركة القطرية لإدارة الموانئ (مواني قطر)، وإدارة الأنظمة البحرية (وزارة المواصلات والاتصالات).

وأوضح النقيب حسن أحمد السليطي مساعد مدير إدارة العمليات بالإدارة العامة لأمن السواحل والحدود بوزارة الداخلية والمنسق الوطني لمراحل العملية أن هذا النشاط جاء في إطار برنامج الانتربول للأمن البيئي والتي تضمنت عدة مراحل شملت جوانب تخطيطية وتكتيكية.

وفيما يتعلق بمشاركة دولة قطر أشار النقيب السليطي إلى أن خطة العمل شملت مجموعة من الإجراءات على المستوى الوطني منها زيادة أعمال التدقيق على السفن من قبل موانئ الدولة بالإضافة إلى عمليات ميدانية بحرية وكذلك مراقبة أخطار التلوث عن طريق المعدات الخاصة.

وأفاد أنه تم خلال هذا العام زيادة معدل نسبة السفن التي تم تفتيشها عن العام الماضي وذلك نتيجة زيادة عدد الجهات المشاركة في العملية عن المشاركات السابقة وباتباع أعلى وأدق المعايير والأسس الخاصة بتفتيش السفن.. مبينا أن المعايير والشروط التي تطبقها دولة قطر في الموانئ أسهمت في إتمام العملية بنجاح ولم تسفر عمليات التفتيش والمراقبة عن أي مخالفات متعلقة بالتلوث البيئي خلال فترة تنفيذ العملية مما يعد تميزا لدولة قطر في هذا الجانب.

وحول نتائج ومكاسب العملية قال النقيب السليطي إن المشاركة في العملية حققت عدة مكاسب منها اكتساب خبرة كبيرة تتعلق بعمل عدة جهات بالدولة على مستوى ميداني حقيقي، والتأكد من عدم وجود مخالفات للتلوث، ومتابعة السلطات القطرية للتشريعات واللوائح المعتمدة في الدولة، والمساهمة في امتلاك خطة جاهزة لأي مهددات للتلوث البيئي تمكن الجهات المعنية من المكافحة والحد من المخاطر، والتأكد من مدى الإمكانيات الموجودة لدى مختلف الجهات بالدولة ومدى جاهزيتها وتفعيل خطة اتصالات فعلية.

وكانت دولة قطر قد تلقت خطاب شكر من المنظمة الدولية للشرطة الجنائية /الانتربول/ والذي أشاد بالخطة الوطنية التي تم تنفيذها والمهارات العالية التي أبدتها الجهات المشاركة.
