Replacing old currencies on time needs a regulatory mechanism

Doha: The decision of Qatar Central Bank to extend the trading deadlines of the old currency until July 1st and extend the period of exchange in banks until the end of the year was welcomed by the public, where many citizens have complained about the delay in the process of exchanging old currencies, saying that the completion of the discharge of the local market from the old riyal before the end of June was impossible, given its trading until the hour in various shops and malls and in significant quantities that may reach 30% of the total cash in the country, suggesting focusing in the next stage on these stores, which are active in various sectors, mainly restaurants and cafes that are at the forefront of cash-dealing activities and raising the volume of dealing with them and exchanging the funds they earn constantly, which will speed up the reliance on the old currency, and increase the rate of trading of the new rial in Doha and outside it so that the currency will be exchanged in full at the new date by the end of the year. Traders demanded a regulatory mechanism that would enable banks and outlets to complete the replacement process by the end of the year.

Others confirmed their readiness to deal with the new currency, and welcomed the extension of the period of exchange, and the extension of deadlines until December 31, 2021, referring to many data, the first of which is the predominance of monetary transactions in the financial markets in the country, and its preference at the expense of modern methods based on credit cards and telephone transfer, which clearly contributed to the inability to withdraw the old Qatari riyal from the markets at the moment, calling for the need to involve banks in this transformation and push them towards pumping larger amounts of the new currency, in addition to licensing digital banks that would eliminate once and for all the methods of clearing transactions with cash, not just replacing the old currency.

الدوحة: قوبل قرار مصرف قطر المركزي بتمديد آجال تداول العملة القديمة حتى أول يوليو وتمديد فترة الاستبدال بالبنوك حتى نهاية العام بترحيب الجمهور، حيث سبق وأن اشتكى العديد من المواطنين من التأخر في عملية استبدال العملات القديمة، قائلين: إن الانتهاء من تفريغ السوق المحلي من الريال القديم قبل نهاية يونيو الحالي كان أمراً مستحيلاً، بالنظر إلى تداوله لحد الساعة في مختلف المحلات والمراكز التجارية وبكميات معتبرة قد تصل إلى 30 % من إجمالي الأموال المتعامل بها نقدا في البلاد، مقترحين أن يتم الارتكاز في المرحلة القادمة على هذه المحلات الناشطة في مختلف القطاعات، وعلى رأسها المطاعم والمقاهي التي تحتل صدارة النشاطات المتعاملة بالنقد، وذلك من خلال الرفع من حجم التعامل معها وتغيير الأموال التي تجنيها بشكل دائم، ما يسرع في التقليل من الاعتماد على العملة القديمة، ويرفع من نسبة تداول الريال الجديد في الدوحة وخارجها ليتم استبدال العملة بالكامل في موعدها الجديد مع نهاية العام. وطالب المتعاملون بآلية تنظيمية تمكن البنوك ومنافذ البيع من إكمال عملية الاستبدال مع نهاية الجاري.

وأكد البعض الآخر من أصحاب الصرافات جاهزيتهم للتعامل بالعملة الجديدة، ورحبوا بتمديد فترة التغيير، وفتح الآجال لغاية 31 ديسمبر 2021، مرجعين ذلك إلى العديد من المعطيات، أولها تسيد التعاملات النقدية للأسواق المالية في البلاد، وتفضيلها على حساب الطرق العصرية المعتمدة على بطائق الائتمان والتحويل بالهواتف، الأمر الذي ساهم بشكل واضح في عدم التمكن من سحب الريال القطري القديم من الأسواق في الوقت الراهن، داعين إلى ضرورة إشراك البنوك في هذا التحول والدفع بهم نحو ضخ كميات أكبر من العملة الجديدة، بالإضافة إلى الترخيص للبنوك الرقمية التي من شأنها القضاء نهائيا على أساليب تخليص المعاملات بالنقد، وليس استبدال العملة بصيغتها القديمة فقط.
