Ministry Launches Inspection Campaigns on Recruitment Offices

Doha: The Ministry of Labor announced that it has started inspection campaigns on recruitment agencies to monitor their commitment to implementing the decision to extend the probation period for domestic workers from three months to nine months, and the decision setting the maximum prices for the recruitment of domestic workers.
The Ministry noted that the inspection teams will ensure during the inspection tours that recruitment offices are using the new models of employment contracts for domestic workers in accordance with the terms of the decision to extend the probation period, as well as their adherence to the decision on the maximum prices for the recruitment of domestic workers.
The Ministry affirmed that it will continue to take all measures, decisions and instructions that will preserve the rights of employers to domestic workers, in addition to its inspection campaigns on recruitment offices to verify the implementation of all relevant decisions.
The Ministry reiterated that the decision obligates recruiting agencies to guarantee for the employer nine-month probationary period for the domestic worker. In the first three months, employer has the right to terminate the employment contract and recover the full amount he paid to the recruitment office, while the additional six-month probationary period the licensee shall guarantee the return of the sum paid to him by the employer, minus 15% of the total amount due, for each month the worker spent in the service of the employer during the additional probation period.
The Ministry of Labor set the hotline 40288101, and the e-mail info@mol.gov.qa. to receive complaints from the public, and urged all citizens and residents to report any abuses or violations by the recruitment offices regarding the implementation of the above mentioned decisions.
The Ministry underlined that it will firmly address anyone who neglects the implementation of his obligations stipulated in the law, regulations and instructions; and will intensify its inspection campaigns on recruitment agencies and will take legal measures against anyone who violates laws and decisions.

الدوحة: أعلنت وزارة العمل أنها باشرت تنفيذ حملات تفتيشية على مكاتب الاستقدام لمراقبة مدى التزامها بتطبيق قرار تمديد فترة اختبار العمالة المستخدمة في المنازل من ثلاثة أشهر إلى تسعة، وقرار تعيين الحد الأقصى لأسعار استقدام العمالة المنزلية.
وأوضحت الوزارة، أنّ فرق التفتيش ستقوم خلال جولاتها بالتأكد من استخدام النماذج الجديدة لعقود الاستخدام للعمالة المنزلية وفقا لبنود قرار تمديد الضمان، بالإضافة إلى التأكد من الالتزام بأسعار الاستقدام حسب قرار تعيين الحد الأقصى لأسعار استقدام العمالة المنزلية.
وأكدت الوزارة مواصلتها اتخاذ كافة الإجراءات والقرارات والتعليمات التي من شأنها الحفاظ على حقوق أصحاب العمل للعمالة المستخدمة في المنازل، بالإضافة إلى استمرار تنفيذ الحملات التفتيشية على مكاتب الاستقدام والتحقق من تطبيق كافة القرارات ذات الصلة.
وشددت على أن قرار التمديد يلزم مكاتب الاستقدام بمنح صاحب العمل فترة اختبار لمدة تسعة أشهر، بحيث تكون مدة الاختبار في شهورها الثلاثة الأولى شاملة يحق لصاحب العمل استرجاع كامل المبلغ الذي دفعه لمكتب الاستقدام، فيما تكون مدة الاختبار الإضافية ستة أشهر تبدأ عقب انتهاء الأشهر الثلاثة الأولى.
كما أكدت أنّه يحق لصاحب العمل استرجاع المبلغ كاملا مخصوما منه 15 بالمئة عن كل شهر يقضيه المستخدم في خدمة صاحب العمل خلال فترة الاختبار الإضافية.
وخصصت وزارة العمل وسائل تواصل مباشرة لاستقبال الشكاوى من قبل الجمهور منها الخط الساخن على الرقم 40288101، والبريد الالكتروني Info@mol.gov.qa.
وحثت جميع المواطنين والمقيمين على الإبلاغ عن أي تجاوزات أو مخالفات من قبل مكاتب استقدام العمالة المنزلية بشأن تنفيذ قرار تمديد الضمان أو قرار الحد الأقصى للأسعار بشأن استقدام العمالة المنزلية.
كما أكدت في هذا الصدد أنها ستواجه بحزم كل من يتهاون في تنفيذ التزاماته المنصوص عليها في القانون والأنظمة والتعليمات، وستقوم بتكثيف حملاتها التفتيشية على مكاتب الاستقدام وستتخذ الإجراءات القانونية في حق كل من يخالف القوانين والقرارات.
يذكر أن قرار تمديد فترة اختبار العمالة المستخدمة في المنازل، دخل حيز التنفيذ اعتبارا من بداية يناير الماضي، فيما حددت وزارتا العمل والتجارة والصناعة لاحقا الحد الأقصى لأسعار استقدام العمالة المنزلية.
