“Tic Took” angers the Chinese authorities and push them to enact new laws

The proliferation of applications for sharing short videos – topped by the TikTok application – has angered Chinese authorities, which are increasingly imposing restrictions on the Internet.
Tic Took is one of the most popular video sharing applications in China. There are about 150 million users who usually share short videos (15 seconds max), mostly dancer or comic.
This has made the Chinese authorities impose new directives that give application developers responsibility for the content posted by their users, and require them to review every content posted.
The guidelines prohibit hundreds of forms of content, ranging from “worship of money” to “Taiwan independence,” and foreign content such as “chanting mascots to change the fate of humanity,” the Financial Times reported.
Because of the large number of users of these applications, the new directions are expected to cause headaches for application developers; they will not only need more staff to monitor their applications, but they will also have to worry about interpreting new rules or the consequences of any video slipping through control.
App developers will also have to know what happens if there is a difference in whether a particular section is disapproved, or the video reviewer is unaware that something is in violation of the rules.
According to the Engadget website, the Chinese government appears to be less interested in these difficulties, as it is determined to maintain as much control over the Internet as possible, even in applications where policy is not usually a major issue.
Tic Took is known in China as Douyin, developed by China’s Bytes Dance Company, introduced in China in September 2016, and introduced to the world market on behalf of Tic Tuk a year later. .

ويعد “تيك توك” من أكثر تطبيقات مشاركة مقاطع الفيديو انتشارا في الصين، حيث يملك هناك نحو 150 مليون مستخدم يقومون عادة بمشاركة مقاطع فيديو قصيرة (مدتها 15 ثانية كحد أقصى) وأغلبها راقصة أو فكاهية.
هذا الأمر جعل السلطات الصينية تفرض توجيهات جديدة تُحمِّل مطوري التطبيقات مسؤولية المحتوى الذي ينشره مستخدموها، وتفرض عليهم مراجعة كل محتوى يُنشر.
ويشير موقع فايننشال تايمز الإخباري إلى أن هذه التوجيهات تحظر مئة شكل من أشكال المحتوى، تتراوح بين “عبادة المال” و”استقلال تايوان”، ومحتوى غريب مثل “ترديد تعويذات لتغيير مصير الإنسانية”.
ونظرا للعدد الكبير لمستخدمي هذه التطبيقات، فإنه من المتوقع أن تسبب التوجيهات الجديدة صداعا لمطوري التطبيقات؛ فهم لن يحتاجوا فقط إلى عدد أكبر من الموظفين لمراقبة تطبيقاتهم، لكنهم سيضطرون أيضا إلى القلق بشأن تفسير القواعد الجديدة أو النتائج المترتبة على انزلاق أي فيديو عبر ثنايا الرقابة.
كما سيتحتم على مطوري التطبيقات معرفة ماذا سيحدث إذا كان هناك اختلاف في كون مقطع معين مرفوضا أم لا، أو كان المكلف بمراجعة الفيديو غير مدرك أن هناك شيئا ينتهك القواعد.
ووفقا لموقع “إنغادجيت” المعني بشؤون التقنية، فيبدو أن الحكومة الصينية غير مهتمة على الأرجح بتلك الصعوبات، حيث إنها مصممة على الحفاظ على السيطرة على الإنترنت قدر الإمكان، حتى في التطبيقات التي لا تشكل السياسة فيها عادة موضوعا رئيسيا.
يذكر أن “تيك توك” يُعرف في الصين باسم “دوين” (Douyin)، وهو من تطوير شركة “بايت دانس” الصينية، وطُرح بهذا الاسم في الصين في سبتمبر 2016، ثم قدمته للسوق العالمي باسم “تيك توك” بعد ذلك بعام.
ويعد “تيك توك” من أكثر تطبيقات مشاركة مقاطع الفيديو شهرة في آسيا والولايات المتحدة، وهو يتوفر حاليا في أكثر من 150 دولة بنحو 75 لغة، ويستخدمه -حتى يوليو 2018- أكثر من نصف مليار مستخدم.
