Saudi Arabia: 10,000 riyals fine for performing umrah without permission during Ramadan

Doha: The Saudi Ministry of Interior has decided to apply a regular violation against those who are caught coming to perform umrah during the holy month of Ramadan without obtaining a permit, or who tries to enter the Holy Mosque without a permit to perform prayers.
The ministry said in a tweet on its Twitter account, on Thursday, that in accordance with precautionary measures and preventive measures to counter and prevent the spread of coronavirus (Covid-19), and to ensure the commitment to implement the preventive organization adopted for the performance of umrah and prayer, in accordance with the safe operational capacity in all locations in the campus of The Great Mosque and its squares, it was decided to apply a regular violation against those who are caught coming to perform umrah, during the holy month of Ramadan, without obtaining a permit, with a fine of (10,000) riyals, as it was decided to issue a violation to those who try to enter the Holy Mosque without Permit, to perform prayers, with a fine of (1000) riyals, until the announcement of the end of the pandemic and the return of public life to normal.
The Ministry also called on citizens and residents to abide by the instructions requiring those wishing to perform umrah or prayers in the Holy Mosque to obtain a permit, stressing at the same time that security officers will carry out their duties in all roads, security control centers, sites and corridors leading to the central area surrounding the Holy Sanctuary, to prevent any attempt to violate the applicable regulations.
For its part, the Saudi Ministry of Municipal Affairs had earlier required corona vaccine immunization for workers in hajj, umrah and shops in the cities of Mecca and Medina, starting at the beginning of Ramadan this year, in order to protect public health.
The Department of Hajj and Umrah at the Ministry of Endowments and Islamic Affairs has clarified the mechanisms and procedures of the Umrah Organization for citizens and residents of Qatar.
In a video posted on its official Twitter account, the Ministry of Endowments noted that there are special procedures for Qataris, GCC citizens and residents.
** Procedures applied to Qatari and GCC citizens:
* Register in Tawakkalna app.
* Quarantine for 3 days in a hotel.
* Request umra permit from Eatmarna app (it can be downloaded on a Qatari sim card).
** Procedures applied to non-Gulf residents in Qatar and the rest of the GCC:
* Book the basic package for Umrah through a certified external umrah agent and a Saudi umrah company.
* The agent through the Saudi company book the date of umrah and visit through the application of Eatmarna.
* Umrah company issues visas to Umrah performers residing in Qatar.
* The submission of a PCR test certificate with a negative result proving that the Umrah performer is free of covid 19 virus and is issued from a trusted laboratory from the country where the Umrah performer resides no more than 72 hours from the time of taking the sample until the time of departure to Saudi Arabia.
* Quarantine in a hotel for 3 days.

الدوحة: قررت وزارة الداخلية السعودية تطبيق مخالفة نظامية بحق من يُضبط قادماً لأداء العمرة خلال شهر رمضان المبارك دون الحصول على تصريح، أو من يحاول دخول الحرم المكى الشريف دون تصريح لأداء الصلاة.
وقالت الوزارة في تغريدة على حسابها بموقع تويتر، أمس الخميس، بأنه تنفيذاً للإجراءات الاحترازية والتدابير الوقائية لمواجهة ومنع انتشار فيروس كورونا (كوفيد – 19)، ولضمان الالتزام بتطبيق التنظيم الوقائي المعتمد لأداء العمرة والصلاة، بما يتواءم مع الطاقة التشغيلية الآمنة في المواقع كافة بالحرم المكي الشريف وساحاته، فقد تقرر تطبيق المخالفة النظامية بحق من يُضبط قادماً لأداء العمرة، خلال شهر رمضان المبارك، دون الحصول على تصريح، بغرامة مالية قدرها (10,000) ريال، كما تقرر مخالفة من يحاول دخول الحرم المكى الشريف دون تصريح، لأداء الصلاة، بغرامة مالية قدرها (1000) ريال، وذلك حتى إعلان نهاية الجائحة وعودة الحياة العامة إلى طبيعتها.
كما أهابت الوزارة بالمواطنين والمقيمين الالتزام بالتعليمات التي تقضي بحصول من يرغب في أداء العمرة أو الصلاة في الحرم المكي الشريف، على تصريح بذلك، مؤكدة في الوقت ذاته أن رجال الأمن سيباشرون مهامهم في جميع الطرق ومراكز الضبط الأمني والمواقع والممرات المؤدية إلى المنطقة المركزية المحيطة بالحرم المكي الشريف، لمنع أي محاولة لمخالفة التنظيمات المعمول بها.
من جهتها كانت وزارة الشؤون البلدية السعودية، قد اشترطت في وقت سابق التحصين بلقاح كورونا على العاملين في أنشطة الحج والعمرة والمحلات التجارية في مدينتي مكة المكرمة والمدينة المنورة، بدءاً من مطلع شهر رمضان للعام الجاري، وذلك حمايةً للصحة العامة.
وكانت إدارة الحج والعمرة بوزارة الأوقاف والشؤون الإسلامية قد أوضحت آليات وإجراءات تنظيم العمرة لمواطني دولة قطر والمقيمين فيها.
وأشارت وزارة الأوقاف في فيديو نشرته عبر حسابها الرسمي بموقع تويتر، أن هناك إجراءات خاصة بالقطريين ومواطني مجلس التعاون الخليجي وأخرى خاصة بالمقيمين.
** الإجراءات المطبقة على المواطنين القطريين ومواطني مجلس التعاون لدول الخليج العربية:
* التسجيل في تطبيق “توكلنا”.
* الحجر الصحي لمدة 3 أيام في أحد الفنادق.
* طلب تصريح عمرة من تطبيق اعتمرنا (يمكن تحميله على شريحة الهاتف القطرية).
** الإجراءات المطبقة على المقيمين غير الخليجيين في دولة قطر وبقية دول مجلس التعاون:
* حجز الباقة الأساسية للعمرة عن طريق وكيل عمرة خارجي معتمد وشركة عمرة سعودية.
* يقوم الوكيل من خلال الشركة السعودية بحجز موعد العمرة والزيارة عن طريق تطبيق اعتمرنا.
* تتكفل شركة العمرة بإصدار التأشيرات للمعتمرين المقيمين في دولة قطر.
* تقديم شهادة فحص بي سي آر بنتيجة سلبية تثبت خلو المعتمر من فيروس كوفيد 19 يتم إصدارها من مختبر موثوق من الدولة التي يقيم فيها المعتمر لا تتجاوز مدتها 72 ساعة من وقت أخذ العينة حتى وقت المغادرة للمملكة العربية السعودية.
* الحجر الصحي في أحد الفنادق لمدة 3 أيام.
