Cabinet issues directives for gradual reopening from May 28

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday via videoconference the Cabinet’s regular meeting.

Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said the following statement:

At the outset of the meeting, the Cabinet then listened to the explanation provided by HE the Minister of Public Health on the latest developments regarding the steps taken to curb the spread of COVID-19. After examining the report of Supreme Committee for Crisis Management, and to ensure the safety of all members of the society, the cabinet decided the following:

1- Continuing work with the cabinet decision which stipulates that, according to the need of work, a maximum of 50 percent of the total number of employees in the government sector in each business entity are allowed to work from the office, with the rest working remotely or upon request depending on the circumstances. The exception are to the military, security and health sectors.

2- Continuing work with the cabinet decision which stipulates that a maximum of 50 percent of the total number of employees in the private sector in each business entity are allowed to work from the office, with the rest working remotely. The Ministry of Commerce and Industry, in coordination with the concerned authorities, will identify the necessary activities that are excluded from this decision.

3- Allowing meetings for employees and workers in the government and private sectors present at their workplace with the attendance of no more than 15 people, who must have completed both doses of the COVID-19 vaccine. Others who didn’t can only attend the meeting remotely using modern technological means.

4- All citizens and residents must continue to wear masks when leaving the house for any reason, unless the person is present by himself while driving the vehicle or with his family.

5- All citizens and residents must continue to activate their EHTERAZ app on their smartphones when leaving the house for any reason.

6- Mosques shall continue opening for daily and Friday prayers, but children under 12 are not allowed in. Toilets and ablution facilities must remain closed. The Ministry of Public Health and the Ministry of Endowments and Islamic Affairs will determine the other precautionary measures.

7- Allowing a maximum of 5 people who have completed doses of the COVID-19 vaccine to be in closed places in homes and councils, and a maximum of 10 people who have completed both doses of the COVID-19 vaccine, or 5 people who have not completed or did not receive doses of the COVID-19 vaccine in outdoor homes and councils.

8- Weddings continue to be banned, whether indoors or outdoors.

9- Allowing gatherings or sitting in public parks, beaches, and the corniche for a maximum of five people or family members residing in the same house, and individual sports such as walking, running and cycling are allowed, while continuing to close playgrounds and sports equipment in those places, and allowing the opening of private beaches not exceeding 30 percent of its capacity.

10- No car is allowed to have more than four passengers including the driver, with the exception of family members residing in the same house when leaving and moving in vehicles.

11- Buses must continue to operate at half their capacity, while taking the precautionary measures.

12- Permitting the operation of metro services and public transport services at a maximum capacity of 30 percent throughout the week, while closing the smoking areas and banning eating and drinking inside these services.

13- Driving schools can operate at a maximum capacity of 30 percent. All workers in the schools must have completed their COVID-19 vaccination.

14- Cinemas and theaters can operate at a maximum capacity of 30 percent, but only for those who have taken the two doses of the COVID-19 vaccines. Children under 12 are not allowed in.

15- Allowing educational centers and private training centers to provide their services at a maximum capacity of 30 percent, provided that all the instructors working at in these centers have taken both doses of the COVID-19 vaccine.

16- Allowing nurseries to open and providing their services at a maximum capacity of 30 percent, provided all workers take both doses of the COVID-19 vaccine.

17- Museums and public libraries can operate at a maximum capacity of 30 percent.

18- Centers for people with special needs can continue to held their educational capacity for a maximum of five people a session, provided all workers take both doses of the COVID-19 vaccine.

19- Allowing professional sports training both indoors and outdoors, permitting preparatory training for local and international tournaments approved by the Ministry of Public Health without allowing the attendance of the public, and allowing the training of amateurs with a maximum of 10 people in open spaces who have completed both doses of the COVID-19 vaccine, and a maximum of 5 people indoors, provided they also take the two doses of the COVID-19 vaccine. The public are not allowed to attend these training sessions either.

20- Allowing the hosting of local and international sporting events after obtaining the approval of the Ministry of Public Health, with the presence fans not surpassing the 30 percent capacity of the open-space venue, provided that they have completed both doses of the COVID-19 vaccine.

21- Continuing the delay of all conferences, exhibitions and events.

22- Malls can operate at a maximum capacity of 30 percent, but children under 12 are not allowed in. Prayer areas and changing rooms in malls must remain closed, along with food courts. Restaurants in food courts can accept take-out and delivery orders only.

23- Allowing restaurants and cafes to provide food and beverage on the following conditions:

A- It operates at a maximum capacity of 30 percent for open air areas.

B- Restaurants and cafes that have the Clean Qatar certification can operate indoors at a maximum capacity of 30 percent, provided all workers complete taking both doses of the COVID-19 vaccine.

24- Continue the ban on renting boats, and tourist yachts. The exception is made to rentals for family members residing in the same house, provided that all workers on these boats and yachts have completed both doses of the COVID-19 vaccine. Owners of boats and personal yachts are obligated, in the event that they are used, that only members of their family residing in the same house are allowed on board, or a maximum of 10 non-family members, with at least eight having received the COVID-19 vaccine.

25- Popular souks can continue working throughout the week with a maximum capacity of 30 percent. Children under 12 are not allowed in.

26- Wholesale markets can continue working throughout the week with a maximum capacity of 30 percent. Children under 12 are not allowed in.

27- Beauty Salons and barbershops can operate at a maximum capacity of 30 percent, provided that all workers in these facilities and clients have completed taking both doses of the COVID-19 vaccine.

28- Allowing amusement parks and all entertainment centers to be opened according to the following conditions:

A- At a maximum capacity of 30 percent for open air amusement parks and entertainment centers.

B- At a maximum capacity of 20 percent for indoor amusement parks and entertainment centers, provided all customers are fully vaccinated against COVID-19.

29- Permitting the opening of health clubs, gyms, massage services, saunas, steam and jacuzzi services, and Moroccan and Turkish baths at a maximum capacity of 30, provided that all workers in these facilities and customers have completed both doses of the COVID-19 vaccine.

30- Swimming pools and water parks can open provided they according to the following conditions:

A- A maximum capacity of 30 percent for outdoor pools and waterparks.

B- A maximum capacity of 20 percent for indoor pools and waterparks, provided all customers are fully vaccinated against COVID-19.

31- Permitting the provision of medical services in private health care facilities that does not exceed 80% of the capacity of these facilities.

32- Allowing cleaning and hospitality companies to provide their services whose workers who have completed both doses of the COVID-19 vaccine, whether in one or more homes, and permitting the provision of cleaning and hospitality services to the establishments contracting with them during working hours with a maximum capacity of 30 percent, also through workers who are fully vaccinated.

Second, the cabinet said that health requirements, procedures, precautionary measures and controls specified by the Ministry of Public Health shall be adhered to.

Thirdly, the Ministry of the Interior, the Ministry of Public Health, the Ministry of Commerce and Industry and other government agencies, each within their jurisdiction, shall take the necessary measures in this regard, to ensure compliance with health requirements and the established precautionary measures.

Fourthly, the measures shall be implemented starting Friday May 28 of 2021, until further notice.

The Cabinet took note of the measures taken regarding the adoption of the integrated education system for all public and private universities, schools and kindergartens, and the current travel and return policy to the State of Qatar.

The Cabinet called on all members of society, citizens and residents, to adhere to the precautionary measures in order to take the necessary decisions to activate the second phase of the plan to gradually lift the restrictions imposed by the Coronavirus pandemic, after three weeks, based on the positive results of the epidemic indicators.

Afterwards, the cabinet looked into the items on its agenda.

First- Approving a draft regulation on the Supreme Committee for Delivery And Legacy’s auctions and tenders.

Second- Approving a draft cabinet decision amending some provisions of decision no. 17 of 2014, establishing a national committee for explosives’ affairs.

Third- Approving a draft Minister of Interior decision on special numbers.

Fourth- Approving a draft Minister of Municipality and Environment decision establishing a committee supervising supporting zones.

Fifth- Approving a draft air services agreement between the government of the State of Qatar and the government of the Republic of Seychelles.

Sixth- The cabinet reviewed the outcomes of participating in the third revision of the State of Qatar’s trade policies at the World Trade Organization, and took the appropriate measures regarding it.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم عبر تقنية الاتصال المرئي.

وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع، استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وبعد الاطلاع على تقرير اللجنة العليا لإدارة الأزمات بشأن خطة الرفع التدريجي للقيود المفروضة جراء جائحة كورونا، وحرصاً على صحة وسلامة جميع أفراد المجتمع، قرر ما يلي:

أولاً:

1 – استمرار العمل بقرار مجلس الوزراء الذي يقضي بأن يباشر، حسب حاجة العمل، ما لا يتجاوز /50%/ من العدد الإجمالي من الموظفين في القطاع الحكومي في كل جهة أعمالهم بمقر عملهم، بينما يباشر العدد الباقي من الموظفين أعمالهم عن بُعد من منازلهم أو عند الطلب، بحسب الأحوال، وتستثنى من ذلك القطاعات العسكرية والأمنية والصحية .

2 – استمرار العمل بقرار مجلس الوزراء الذي يقضي بأن يباشر ما لا يتجاوز /50%/ من العدد الإجمالي من العاملين بالقطاع الخاص في كل جهة أعمالهم بمقر عملهم، ويباشر العدد الباقي منهم أعمالهم عن بُعد من منازلهم، وتتولى وزارة التجارة والصناعة، بالتنسيق مع الجهات المعنية، حديد الأنشطة الضرورية المستثناة من هذا القرار.

3 – السماح بعقد الاجتماعات بالنسبة للموظفين والعاملين بالقطاعين الحكومي والخاص المتواجدين بمقر عملهم بحضور ما لا يزيد على /15/ شخصا ممن استكملوا جرعات لقاح /كوفيد-19/ فقط، على أن تكون باقي الاجتماعات /عن بعد/ باستخدام الوسائل التقنية الحديثة.

4 – استمرار العمل بإلزام جميع المواطنين والمقيمين عند الخروج من المنزل لأي سبب بارتداء الكمامات، إلا في حالة تواجد الشخص بنفسه أثناء قيادة المركبة أو مع أسرته.

5- استمرار العمل بإلزام جميع المواطنين والمقيمين بتفعيل تطبيق احتراز /EHTERAZ/ على الهواتف الذكية عند الخروج من المنزل لأي سبب.

6 – استمرار فتح المساجد لأداء الفروض اليومية وصلاة الجمعة، وعدم السماح بدخول الأطفال دون /12/ عاماً، مع الالتزام بالتدابير الاحترازية التي تحددها وزارة الصحة العامة ووزارة الأوقاف والشؤون الإسلامية، مع استمرار إغلاق دورات المياه ومرافق الوضوء.

7 – السماح بتواجد /5/ أشخاص بحد أقصى ممن استكملوا جرعات لقاح /كوفيد-19/ بالأماكن المغلقة في المنازل والمجالس، والسماح بتواجد /10/ أشخاص بحد أقصى ممن استكملوا جرعات لقاح /كوفيد-19/ أو /5/ أشخاص بحد أقصى من الذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد 19/ بالأماكن المفتوحة في المنازل والمجالس.

8 – استمرار عدم إقامة حفلات الزفاف في الأماكن المغلقة والمفتوحة.

9 – السماح بالتجمعات أو الجلوس في الحدائق العامة والشواطئ والكورنيش بحد أقصى /5/ أشخاص أو أفراد الأسرة المقيمة في نفس المنزل، ويسمح بممارسة الرياضة الفردية كالمشي والجري وركوب الدراجات الهوائية، مع الاستمرار في إغلاق ساحات الألعاب وأجهزة ممارسة الرياضة في تلك الأماكن، والسماح بافتتاح الشواطئ الخاصة بما لا يجاوز /30%/ من الطاقة الاستيعابية.

10- استمرار العمل بإلزام جميع المواطنين والمقيمين عند الخروج والتنقل لأي سبب بعدم تواجد أكثر من أربعة أشخاص في المركبة بما فيهم سائق المركبة، ويستثنى من ذلك أفراد الأسرة المقيمة في نفس المنزل عند الخروج والانتقال بالمركبات.

11- استمرار العمل بما تقرر بشأن خفض عدد الأشخاص الذين يتم نقلهم بواسطة الحافلات إلى نصف السعة الاستيعابية للحافلة، مع اتخاذ الإجراءات والتدابير الاحترازية.

12- السماح بتشغيل خدمات المترو وخدمات النقل العام بما لا يجاوز /30%/ من الطاقة الاستيعابية طوال أيام الأسبوع، مع مراعاة إغلاق الأماكن المخصصة للتدخين، وعدم السماح بتناول الطعام والشراب في وسائل النقل المذكورة.

13- السماح بفتح مدارس تعليم القيادة وتقديم خدماتها بما لا يجاوز /30%/ من الطاقة الاستيعابية، على أن يكون جميع العاملين الذين يباشرون العمل بالمدرسة من الذين استكملوا جرعات لقاح /كوفيد-19/.

14- السماح بفتح المسارح ودور السينما وتقديم خدماتها بما لا يجاوز /30%/ من الطاقة الاستيعابية، ويسمح فقط بدخول من استكملوا جرعات لقاح /كوفيد-19/، وعدم السماح بدخول الأطفال دون /12/ عاماً .

15- السماح للمراكز التعليمية ومراكز التدريب الخاصة بتقديم خدماتها بما لا يجاوز /30%/ من الطاقة الاستيعابية، على أن يكون جميع المدربين الذين يباشرون العمل بتلك المراكز من الذين استكملوا جرعات لقاح /كوفيد-19/.

16- السماح بفتح دور الحضانة وتقديم خدماتها بما لا يجاوز /30%/ من الطاقة الاستيعابية، على أن يكون جميع العاملين الذين يباشرون العمل بدور الحضانة من الذين استكملوا جرعات لقاح /كوفيد-19/.

17- السماح بفتح المتاحف والمكتبات العامة بما لا يجاوز /30%/ من الطاقة الاستيعابية.

18- استمرار السماح بعقد الجلسات التعليمية في المراكز المخصصة لذوي الاحتياجات الخاصة بما لا يجاوز /5/ أشخاص في الجلسة الواحدة، على أن يكون جميع المدربين الذين يباشرون العمل بتلك المراكز من الذين استكملوا جرعات لقاح /كوفيد-19/.

19- السماح بالتدريبات الرياضية الاحترافية سواء في الأماكن المغلقة أو المفتوحة، والسماح بالتدريبات التحضيرية للبطولات المحلية والدولية المعتمدة من قبل وزارة الصحة العامة مع عدم السماح بحضور الجمهور، والسماح بتدريب الهواة بحد أقصى /10/ أشخاص في الأماكن المفتوحة ممن استكملوا جرعات لقاح /كوفيد-19/ و/5/ أشخاص في الأماكن المغلقة ممن استكملوا جرعات لقاح /كوفيد-19/، مع عدم السماح بحضور الجمهور.

20- السماح بتنظيم الفعاليات الرياضية المحلية والدولية بعد الحصول على موافقة وزارة الصحة العامة، والسماح بتواجد ما لا يجاوز /30%/ من الطاقة الاستيعابية للجمهور في الأماكن المفتوحة فقط على أن يكونوا ممن استكملوا جرعات لقاح /كوفيد-19/.

21- استمرار تأجيل جميع المؤتمرات والمعارض والفعاليات.

22- استمرار العمل بالطاقة الاستيعابية لعمل المجمعات التجارية بما لا يجاوز /30%/، وعدم السماح بدخول الأطفال دون /12/ عاماً، واستمرار إغلاق جميع المصليات وغرف تبديل الملابس بتلك المجمعات ، مع استمرار إغلاق جميع ساحات المطاعم المشتركة داخل المجمعات التجارية، والسماح لهذه المطاعم بتقديم الطلبات الخارجية أو تسليمها داخل المطعم.

23- السماح للمطاعم والمقاهي بتقديم الأطعمة والمشروبات وفقاً لما يلي :

أ- بطاقة استيعابية لا تجاوز /30%/ لجميع المطاعم والمقاهي في الأماكن المفتوحة.

ب- بطاقة استيعابية لا تجاوز /30%/ في الأماكن المغلقة للمطاعم والمقاهي الحاصلة على شهادة برنامج “قطر نظيفة” فقط، وأن يكون العملاء ممن استكملوا جرعات لقاح /كوفيد-19/.

24- استمرار إيقاف العمل بخدمات تأجير القوارب واليخوت السياحية وقوارب النزهة، باستثناء خدمات التأجير لأفراد الأسرة المقيمة في نفس المنزل، على أن يكون جميع العاملين بتلك القوارب واليخوت ممن استكملوا جرعات لقاح /كوفيد-19/، ويلتزم أصحاب القوارب واليخوت الشخصية في حال استخدامها بعدم تواجد غير أفراد الأسرة المقيمة في نفس المنزل على متنها أو تواجد /10/ أشخاص بحد أقصى من غير أفراد الأسرة على أن يكونوا ممن استكملوا جرعات لقاح /كوفيد-19/، مع السماح بتواجد شخصين ضمن الـ /10/ أشخاص من الذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد-19/.

25- استمرار عمل الأسواق الشعبية طوال أيام الأسبوع بطاقة استيعابية لا تجاوز /30%/، وعدم السماح بدخول الأطفال دون /12/ عاماً.

26- استمرار عمل أسواق الجملة بطاقة استيعابية لا تجاوز /30%/، وعدم السماح بدخول الأطفال دون /12/ عاماً .

27- السماح بفتح صالونات التجميل والحلاقة بطاقة استيعابية لا تجاوز /30%/، على أن يكون جميع العاملين بتلك المنشآت والعملاء ممن استكملوا جرعات لقاح /كوفيد-19/.

28- السماح بفتح مدن الملاهي وجميع المراكز الترفيهية وفقاً للتالي:

أ- بطاقة استيعابية لا تجاوز /30%/ ، لمدن الملاهي والمراكز الترفيهية في الأماكن المفتوحة.

ب – بطاقة استيعابية لا تجاوز /20%/ ، لمدن الملاهي والمراكز الترفيهية في الأماكن المغلقة ، مع السماح فقط بدخول العملاء ممن استكملوا جرعات لقاح /كوفيد-19/.

29- السماح بفتح الأندية الصحية وأندية التدريب البدني وخدمات المساج وغرف الساونا والبخار وخدمات الجاكوزي والحمامات المغربية والتركية بما لا يجاوز /30%/ من الطاقة الاستيعابية، على أن يكون جميع العاملين بتلك المنشآت والعملاء ممن استكملوا جرعات لقاح /كوفيد-19/.

30- السماح بفتح برك السباحة وحدائق الألعاب المائية وفقاً للتالي :

أ- بطاقة استيعابية لا تجاوز /30%/ لجميع برك السباحة وحدائق الألعاب المائية في الأماكن المفتوحة.

ب- بطاقة استيعابية لا تجاوز /20%/ لجميع برك السباحة وحدائق الألعاب المائية في الأماكن المغلقة، والسماح فقط بدخول العملاء ممن استكملوا جرعات لقاح /كوفيد-19/.

31- السماح بتقديم الخدمات الطبية في منشآت الرعاية الصحية الخاصة بما لا يجاوز /80%/ من الطاقة الاستيعابية لهذه المنشآت.

32- السماح لشركات النظافة والضيافة بتقديم خدماتها من خلال العاملين لديها الذين استكملوا جرعات لقاح /كوفيد-19/ سواء في منزل أو أكثر ، والسماح بتقديم خدمات النظافة والضيافة للمنشآت المتعاقدة معها أثناء ساعات العمل بطاقة استيعابية لا تجاوز /30%/ ، وذلك من خلال العاملين لديها الذين استكملوا جرعات لقاح /كوفيد-19/.

ثانيا : يراعى في ذلك الالتزام بالاشتراطات الصحية والاجراءات والتدابير الاحترازية والضوابط التي تحددها وزارة الصحة العامة.

ثالثا : تتولى وزارة الداخلية ووزارة الصحة العامة ووزارة التجارة والصناعة والجهات الحكومية الأخرى، كل فيما يخصه، اتخاذ الإجراءات اللازمة في هذا الصدد، لضمان الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية المقررة.

رابعا: يعمل بهذه القرارات اعتباراً من يوم الجمعة الموافق 28/ 5/ 2021، وذلك حتى إشعار آخر.

وأحاط المجلس علماً بالإجراءات التي تم اتخاذها في شأن اعتماد نظام التعليم المدمج لجميع الجامعات والمدارس ورياض الأطفال الحكومية والخاصة، وبسياسة السفر والعودة الحالية إلى دولة قطر.

ويهيب المجلس بجميع أفرد المجتمع من مواطنين ومقيمين بالالتزام بالتدابير والإجراءات الاحترازية حتى يتسنى اتخاذ ما يلزم من قرارات لتفعيل المرحلة الثانية من خطة الرفع التدريجي للقيود المفروضة جراء جائحة كورونا، بعد ثلاثة أسابيع، وذلك بناءً على النتائج الإيجابية لمؤشرات الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :

أولا – الموافقة على مشروع لائحة المناقصات والمزايدات الخاصة باللجنة العليا للمشاريع والإرث .

ثانيا – الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم /17/ لسنة 2014 بإنشاء اللجنة الوطنية لشؤون المتفجرات .

ثالثا – الموافقة على مشروع قرار وزير الداخلية بشأن الأرقام المميزة.

رابعا – الموافقة على مشروع قرار وزير البلدية والبيئة بتشكيل لجنة الإشراف على المناطق المساندة.

خامسا – الموافقة على مشروع اتفاقية خدمات جوية بين حكومة دولة قطر وحكومة جمهورية سيشل.

سادسا – استعرض مجلس الوزراء نتائج المشاركة في المراجعة الثالثة للسياسات التجارية لدولة قطر بمنظمة التجارة العالمية واتخذ بشأنها القرار المناسب .
