MoPH issues guide for importing halal food into Qatar

Doha: The Ministry of Public Health (MOPH) has issued on its website a guide for importing halal food and Islamic bodies authorized to issue halal product and halal slaughtering certificates.
The guide represents an important milestone in food control of this kind, and its importance lies in clarifying the requirements of halal, and verifying the validity, accuracy and credibility of halal certificates attesting that the meat, meat products or foods containing meat are of animal origin that have been supervised by one of the issuers of halal certificates licensed by the State of Qatar.
The guide, published in Arabic and English, sets forth the general definitions and requirements for halal food, animal slaughter requirements, halal food and halal slaughter certification forms approved in Qatar, a list of prohibited foods according to Sharia law and a list of technical regulations and halal-related standards. It also contains application forms for authorizing/permitting Islamic bodies to issue halal food/halal slaughtering certificates for exporting food to Qatar.
Halal slaughtering certificate are issued for all types of non-processed meat, while halal certificates are issued for any food products containing meat, fats or any ingredients of animal origin such as gluten, as well as food products carrying halal label / logo. Halal bodies may issue halal/halal slaughtering certificates for processed meat products.
The Department of Food Safety and Environmental Health, Ministry of Public Health, invites all importers and relevant companies to work in accordance with the guidelines to avoid violations. It also affirms the availability of all information and guidelines on the MOPH’s website. The guidelines aim at raising awareness of the requirements to ensure imported food compliance to guidelines and avoid its rejection at the port of entry for non-compliance reasons.
As part of the MOPH’s keenness to ensure the highest possible level of food safety and facilitate imported food inspection procedures, the Department of Food Safety and Environmental Health invites all importers, being partners in food safety assurance, to register their food products in the food registration system via the Ministry’s website, where registration data will be used later in the new electronic food control system.

الدوحة: أصدرت وزارة الصحة العامة دليل استيراد الأغذية الحلال والهيئات الإسلامية المجازة والمصرح لها بإصدار شهادات الحلال والذبح الحلال.
ويمثل إصدار الدليل إنجازًا هامًا في عملية الرقابة على الأغذية من هذا النوع، وتكمن أهميته في توضيح متطلبات الحلال، والتحقق من صحة ودقة ومصداقية الشهادات الخاصة بها والتي تثبت أن اللحوم أو منتجاتها أو المنتجات التي تدخل في تركيبها هي مواد من أصل حيواني قد تم الإشراف عليها عن طريق إحدى جهات إصدار شهادات الحلال المجازة لدى دولة قطر.
ويتضمن الدليل المنشور باللغتين العربية والإنجليزية على الموقع الإلكتروني لوزارة الصحة العامة، تعاريف واشتراطات عامة تخص الأغذية الحلال، وكذلك متطلبات ذبح الحيوانات، ونماذج شهادات الحلال والذبح الحلال المقبولة في دولة قطر، وقائمة بالأغذية المحرمة شرعًا، بالإضافة إلى قائمة اللوائح الفنية والمواصفات القياسية ذات الصلة بالحلال، ونموذج طلب الحصول على تصريح لهيئة إسلامية بإصدار شهادات الحلال للتصدير إلى دولة قطر، ونموذج طلب إصدار شهادة ذبح حلال لغذاء خارج النطاق المكاني المصرح به.
ويتم إصدار شهادة الذبح الحلال لجميع أنواع اللحوم غير المصنعة، بينما يتم إصدار شهادة الحلال لأي منتجات غذائية تدخل في تصنيعها لحوم أو دهون أو أي مكونات من أصل حيواني كالجيلاتين وغيره، بالإضافة إلى المواد الغذائية التي تتضمن بطاقة بيانها كلمة أو شعار حلال، ويمكن لجهات إصدار شهادات الحلال إصدار أي من شهادتي الحلال أو الذبح الحلال لمنتجات اللحوم المصنعة.
ودعت إدارة سلامة الأغذية والصحة البيئية بوزارة الصحة العامة كافة المستوردين والشركات المعنية إلى الاطلاع على الدليل والعمل بمضمونه بما يجنبهم الوقوع في مخالفة ما نص عليه، كما تؤكد توفر كافة المعلومات والأدلة عن استيراد الأغذية المستوردة عبر الموقع الإلكتروني للوزارة، بهدف التوعية بمتطلبات الأغذية قبل استيرادها مما يجنبهم رفض الأغذية في منافذ الوصول وزيادة كميات الأغذية المطابقة.
كما دعت الإدارة جميع المستوردين بصفتهم شركاء في عملية ضمان سلامة الغذاء إلى المسارعة بتسجيل منتجاتهم في نظام تسجيل المواد الغذائية على الموقع الإلكتروني لوزارة الصحة العامة، حيث سيتم استخدام بيانات التسجيل لاحقًا في النظام الإلكتروني الحديث للرقابة على الغذاء، وذلك في إطار حرص وزارة الصحة العامة على ضمان أعلى مستوى ممكن من سلامة الغذاء وتسهيل إجراءات التفتيش على الأغذية المستوردة.
