UNICEF: COVID19 Scale of Education Loss Nearly Insurmountable

Geneva: More than 635 million students remain affected by full or partial school closures, the United Nations Children’s Fund (UNICEF) warned.

UNICEF said in the latest available data on the impact of COVID-19, in celebration of the International Day of Education, which falls on January 24th each year, that in low- and middle-income countries, learning losses to school closures have left up to 70 per cent of 10-year-olds unable to read or understand a simple text, up from 53 per cent pre-pandemic.

“In March, we will mark two years of COVID-19-related disruptions to global education. Quite simply, we are looking at a nearly insurmountable scale of loss to childrens schooling,” said UNICEF Chief of Education ,Robert Jenkins. “While the disruptions to learning must end, just reopening schools is not enough. Students need intensive support to recover lost education. Schools must also go beyond places of learning to rebuild childrens mental and physical health, social development and nutrition,” he added.

Children have lost basic numeracy and literacy skills. Globally, disruption to education has meant millions of children have significantly missed out on the academic learning they would have acquired if they had been in the classroom, with younger and more marginalized children facing the greatest loss.

On the impact of the loss of education on some regions, UNICEF indicated that in Ethiopia, primary school children are estimated to have learned between 30 to 40 per cent of the math they would have learned if it had been a normal school year, while in the US, learning losses have been observed in many states including Texas, California, Colorado, Tennessee, North Carolina, Ohio, Virginia and Maryland. In Texas, for example, two thirds of children in grade 3 tested below their grade level in math in 2021, compared to half of children in 2019.

In several Brazilian states, around 3 in 4 children in grade 2 are off-track in reading, up from 1 in 2 children pre-pandemic. Across Brazil, 1 in 10 students aged 10-15 reported they are not planning to return to school once their schools reopen, while in South Africa, schoolchildren are between 75 per cent and a full school year behind where they should be. Some 400,000 to 500,000 students reportedly dropped out of school altogether between March 2020 and July 2021.

The UNICEF said that a growing body of evidence shows that COVID-19 has caused high rates of anxiety and depression among children and young people, with some studies finding that girls, adolescents and those living in rural areas are most likely to experience these problems. More than 370 million children globally missed out on school meals during school closures, losing what is for some children the only reliable source of food and daily nutrition.

This year’s International Day of Education is a platform to highlight the most important transformations that must be nurtured in support of the basic right of every individual to education and to build a more sustainable, inclusive and peaceful future. The right to education is explicitly enshrined in Article 26 of the Universal Declaration of Human Rights, which calls for free and compulsory primary education. The Convention on the Rights of the Child, adopted in 1989, goes further, stipulating that higher education is available to all.

The international community, when adopting the 2030 Agenda for Sustainable Development in September 2015, recognized that education is essential to the success of all 17 goals of the plan, and the fourth goal, in particular, aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all by 2030.

وأشارت اليونيسف في أحدث البيانات المتاحة حول تأثير /كـوفيد-19/، وذلك في الاحتفال باليوم الدولي للتعليم الذي يصادف 24 يناير من كل عام، إلى أنه في الدول ذات الدخل المنخفض والمتوسط، جعلت خسائر التعلم الناتجة عن إغلاق المدارس ما يصل إلى 70 في المائة من الأطفال في سن 10 سنوات، غير قادرين على قراءة أو فهم نص بسيط، وهو ارتفاع من 53 في المائة في فترة ما قبل الجائحة.

وقال روبرت جينكينز، المدير العالمي للتعليم في اليونيسف في بيان له: ” إنه في شهر مارس يكون قد مر عامان على الاضطرابات المرتبطة بـ/كوفيد-19/ في التعليم العالمي، وبكل بساطة ننظر إلى حجم خسارة يكاد يتعذر تجاوزها في تعليم الأطفال”، مضيفا: ” إنه بينما يجب أن تصل اضطرابات التعلم إلى نهاية، فإن مجرد إعادة فتح المدارس لا يكفي، حيث يحتاج الطلاب إلى دعم مكثف لاستعادة التعليم المفقود، ويجب أن تتجاوز المدارس أيضا أماكن التعلم لإعادة بناء الصحة العقلية والبدنية للأطفال ونموهم الاجتماعي وتغذيتهم”.

وعلى الصعيد العالمي، يعني الاضطراب في التعليم أن ملايين الأطفال فوتوا بشكل كبير التعلم الأكاديمي الذي كانوا سيحصلون عليه لو كانوا في الفصل الدراسي، حيث يواجه الأطفال الأصغر سنا والأكثر تهميشا أكبر خسارة، فبحسب اليونيسف، العواقب اللاحقة لإغلاق المدارس في ازدياد. فبالإضافة إلى فقدان التعلم، أثر إغلاق المدارس على الصحة العقلية للأطفال، وخفض من وصولهم إلى مصدر منتظم للتغذية، وزاد من خطر إساءة معاملتهم.

وحول أثر فقدان التعليم على بعض المناطق، أشارت اليونيسف إلى أنه في إثيوبيا، على سبيل المثال، تشير التقديرات إلى أن أطفال المدارس الابتدائية تعلّموا ما نسبته 30 إلى 40 في المائة من الرياضيات التي كانوا سيتعلمونها لو كان عام دراسي عادي، في حين بالولايات المتحدة لوحظت خسائر التعليم في العديد من الولايات، بما فيها تكساس وكاليفورنيا وكولورادو وتينيسي ونورث كارولاينا، وأوهايو وفيرجينيا وميريلاند. في تكساس على سبيل المثال، وُجد أن مستوى معرفة ثلثي الأطفال في الصف الثالث في مادة الرياضيات كان أدنى مما يجب عليه أن يكون في مرحلتهم التعليمية خلال عام 2021، مقارنة بنصف الأطفال في عام 2019.

وفي العديد من الولايات البرازيلية، حوالي 3 من بين كل أربعة أطفال في الصف الثاني خارج المسار في القراءة، وهو ارتفاع من طفل واحد من كل اثنين في مرحلة ما قبل الجائحة. وفي جميع أنحاء البرازيل، أبلغ واحد من كل 10 طلاب تتراوح أعمارهم بين 10 و15 عاما عن أنهم لا يخططون للعودة إلى المدرسة بعد إعادة فتحها، بينما في جنوب أفريقيا، يتأخر تلاميذ المدارس بنسبة تتراوح بين 75 في المائة وسنة دراسية كاملة عن المرحلة التي يجب أن يكونوا فيها، فالتقارير توضح أن حوالي 400,000 إلى 500,000 طالب تسرّبوا من المدرسة تماما بين مارس 2020 ويوليو 2021.

وفي سياق متصل تؤكد اليونيسف أن مجموعة متزايدة من الأدلة تظهر أن /كوفيد-19/ تسبب في ارتفاع معدلات القلق والاكتئاب بين الأطفال والشباب، مع بعض الدراسات التي توصلت إلى أن الفتيات واليافعات وأولئك الذين يعيشون في المناطق الريفية هم الأكثر مواجهة لهذه المشاكل، فقد فوت أكثر من 370 مليون طفل عالميا الوجبات المدرسية خلال إغلاق المدارس، وبالتالي فقدان ما يعتبر بالنسبة لبعض الأطفال المصدر الوحيد الموثوق للحصول على الغذاء والتغذية اليومية.

ويعد اليوم الدولي للتعليم لهذا العام بمثابة منصة لإبراز أهم التحولات التي يجب رعايتها في دعم الحق الأساسي لكل فرد في التعليم وبناء مستقبل أكثر استدامة وشمولية وسلاما، فالحق في التعليم تنص عليه صراحة المادة 26 من الإعلان العالمي لحقوق الإنسان، التي تدعو إلى التعليم الابتدائي المجاني والإلزامي،وتذهب اتفاقية حقوق الطفل، المعتمدة في عام 1989، إلى أبعد من ذلك فتنص على أن يتاح التعليم العالي للجميع.

وقد أقر المجتمع الدولي عند تبنيه خطة التنمية المستدامة لعام 2030 في سبتمبر 2015 بأن التعليم ضروري لنجاح جميع أهداف الخطة الـ 17، ويهدف الهدف الرابع، على وجه الخصوص، إلى (ضمان توفير تعليم جيد وشامل وتعزيز فرص التعلم مدى الحياة للجميع بحلول عام 2030).
