All You Need to Know About Vaccine Passports

Doha: Travel industry observers expect the vaccine passport to be a new hope for reviving the aviation sector and travel and returning to normal life as the world is witnessing strong vaccination campaigns against Coronavirus and their commitment to precautionary measures at the same time.

The vaccine passport is an idea that companies and some countries that rely on tourism are enthusiastic about, but face the challenge of global coordination. According to Al JazeeraNet.

What is a vaccine passport?

Digital vaccine passports generally consist of two parts: a digital record in which a person obtained the vaccine, and an application that can access that record to confirm that a person meets the requirements to visit a particular place or attend an event.

For the system to operate on a large scale, those who design vaccine passports need a way to access records from a variety of service providers and form partnerships with places that are willing to trust their applications.

However, states and companies developing this digital passport face the problem of coordination, linkage and documentation of this information, with some believing that a coordinated global vaccine passport system can help us return to normalcy and accelerate economic recovery.

Companies and technologies used

A growing number of companies, healthcare providers and governments are launching their own efforts.

Just last week, the state of New York issued the first state-backed vaccine passport called Excelsior Pass.

This digital health certificate, created by IBM, allows people in the state who have been vaccinated with the Covid-19 vaccine to download their health records to a smartphone app that displays the QR code, which can be scanned to verify their status when they go to certain places.

At the same time, companies including Walmart and airport security firm Clare are racing to build their own digital vaccination databases.

Some are already issuing passports for vaccines such as Common Pass, an app from the World Economic Forum that is being tested by a number of airlines.

Carbon Health, which has partnered with the City of Los Angeles to launch vaccination, also offers a vaccine passport compatible with the health responsibility law known as the HPA, which has been dubbed HealthPass.

The EU certificate, which avoids the use of the term “passport”, will create a common digital system for Europe, most likely in the form of a smartphone app, to prove vaccination, negative results or virus recovery.

Apple and Google have previously collaborated to set standards for tracking smartphone contacts.

The European Union has suggested that technology giants may once again cooperate in these efforts with WHO, but the latter has denied this.

The aviation and tourism industries, which have been heavily affected over the past year, have been the most keen to pursue this technology to reopen global travel.

That’s why the International Air Transport Association (IATA) introduced the “travel card” late last year, launched an experiment with Singapore Airlines, and Qatar Airways also announced its use of the IATA passport as part of its Istanbul-bound flights.

The app was initially created to show test results for coronavirus, and the app will be expanded to show evidence of vaccination as well, according to Katherine Kaczynska, assistant director of corporate communications at the World Aviation Organization.

Kaczynska added that the IATA does not support the imposition of vaccines for travel, but parties in the tourism and travel industry see the application as the only way to help open up international travel.

Obstacles To Digital Vaccine Passport

White House Press Secretary Jen Psaki told reporters last week that “there will be no global centralized database of federal vaccinations, and there will be no federal mandate requiring everyone to obtain a single vaccination credential,” instead the Biden administration decided to leave it to states and the private sector to coordinate, with the federal government drawing up some basic guidelines.

This disparity at the U.S. level itself will inevitably be reflected globally, as the U.S. government has left it in the hands of states and private companies.

The great challenge now is how to create a global digital passport system that allows for coordination between States, suppliers and developers of such passports so that there is no manipulation, falsification, loss and data penetration

وبحسب موقع “الجزيرة نت”، فإن جواز سفر اللقاحات قكرة تتحمس لها الشركات وبعض الدول التي تعتمد على السياحة، ولكنها تواجه تحدي التنسيق العالمي .

ما هو جواز سفر اللقاح؟

تتكون جوازات سفر اللقاح الرقمية عمومًا من جزأين: سجل رقمي حصل فيه الشخص على اللقاح، وتطبيق يمكنه الوصول إلى هذا السجل لتأكيد استيفاء الشخص متطلبات زيارة مكان معين أو حضور حدث.

ولكي يعمل النظام على نطاق واسع، يحتاج أولئك الذين يصممون جوازات سفر اللقاحات إلى طريقة للوصول إلى السجلات من مجموعة متنوعة من مقدمي الخدمات وتشكيل شراكات مع أماكن مستعدة أن تثق في تطبيقاتهم.

الشركات والتقنيات المستخدمة

يقوم عدد متزايد من الشركات ومقدمي الرعاية الصحية والحكومات بإطلاق جهودهم الخاصة. 

وأصدرت ولاية نيويورك الأسبوع الماضي فقط أول جواز سفر لقاح مدعوم من الدولة يُدعى “إكسكلوسر باس”.

وتسمح شهادة الصحة الرقمية هذه، التي أنشأتها شركة “آي بي إم” في التعرف على الأشخاص في الولاية الذين تم تطعيمهم بلقاح كوفيد-19 بتنزيل سجلاتهم الصحية على تطبيق هاتف ذكي يعرض رمز “كيو آر” (QR)، الذي يمكن مسحه ضوئيًا للتحقق من وضعهم عند ذهابهم لأماكن معينة.

وفي الوقت نفسه، تتسابق الشركات بما في ذلك “والمارت” وشركة “كلير” لأمن المطارات، لبناء قواعد بيانات التطعيمات الرقمية الخاصة بها.

ويصدر البعض بالفعل جوازات سفر لقاحات مثل “كومن باس” وهو تطبيق من المنتدى الاقتصادي العالمي الذي تتم تجربته بواسطة عدد من شركات الطيران.

وستنشئ شهادة الاتحاد الأوروبي، التي تتجنب استخدام مصطلح “جواز السفر”، نظامًا رقميا مشتركا لأوروبا، على الأرجح في شكل تطبيق هاتف ذكي، لإثبات التطعيم أو الاختبار السلبي أو التعافي من الفيروس.

وتعاونت آبل (Apple) وغوغل (Google) سابقًا من أجل وضع معايير لتتبع جهات الاتصال في الهواتف الذكية. 

واقترح الاتحاد الأوروبي أن عمالقة التكنولوجيا قد يتعاونون مرة أخرى في هذه الجهود مع منظمة الصحة العالمية، لكن الأخيرة نفت ذلك.

وتم إنشاء التطبيق في البداية لإظهار نتائج الاختبارات لفيروس كورونا، وسيتم توسيع التطبيق لإظهار دليل على التطعيم أيضًا، وفقًا لكاثرين كاتشينسكا مساعدة مدير اتصالات الشركات في منظمة الطيران العالمية.

وأضافت كاتشينسكا أن اتحاد النقل الجوي الدولي لا يؤيد فرض اللقاحات من أجل السفر، لكنّ أطرافا في صناعة السياحة والسفر تنظر إلى التطبيق على أنه الطريقة الوحيدة للمساعدة في فتح السفر الدولي.

العقبات التي تواجه جواز سفر اللقاح الرقمي

يقول السكرتير الصحفي للبيت الأبيض جين بساكي للصحفيين الأسبوع الماضي إنه “لن تكون هناك قاعدة بيانات مركزية عالمية للتطعيمات الفدرالية، ولن يكون هناك تفويض فدرالي يتطلب من الجميع الحصول على وثيقة اعتماد واحدة للتطعيم”، بدلاً من ذلك قررت إدارة بايدن ترك الأمر للولايات والقطاع الخاص لتنسيق ذلك، مع قيام الحكومة الفدرالية بوضع بعض الإرشادات الأساسية.

وهذا التباين على مستوى الولايات المتحدة نفسها سينعكس حتما على مستوى العالم، فقد تركت الحكومة الأميركية الأمر بيد الولايات والشركات الخاصة.

والتحدي الكبير الآن هو كيف يمكن إنشاء نظام عالمي للجوازات الرقمية يسمح بالتنسيق بين الدول ومزودي ومطوري هذه الجوازات بحيث لا يحدث أي تلاعب أو تزوير أو فقد واختراق للبيانات.
