Ministry reveals details of teacher recruitment policy and required specialties

Doha: Ahmed Juma al-Jusimani, director of the Teachers’ Affairs Department at the Ministry of Education and Higher Education, explained that there are key aspects of the internal recruitment of teachers and appointments at the ministry.
“In terms of recruiting teachers in general, we at the Ministry of Education and Higher Education have a polarizing policy and we are working on it a year before the start of the school year,” he said during Hayatuna on Qatar TV on Wednesday evening.
He added: We have internal and external polarization, and our very high focus is on internal polarization, especially on Qatar University because it is the main, national and basic tributary of the Ministry of Education, we have cooperated very significantly with the Faculty of Education at Qatar University to provide us with some of the disciplines that we ask for annually, following: annually we open a number of new schools and supplements to summer classes, and we need a large number of recruiters both internally and externally.
On internal polarization, Al-Jusimani said: In addition to Qatar university’s faculty of education, we have a polarization with the Ministry of Administrative Development, to provide us with some disciplines that we call approaching specialties because they are non-educational disciplines, and we are provided with approach disciplines and we conduct interviews and then we get them into a training program for a whole year and they are distributed to schools.
He explained that among the tributaries of the Ministry of Education, “Teach for Qatar”, a leading institution in this field and for more than a year provides the Ministry of Education in various disciplines, especially basic specialties such as mathematics, science, English and Arabic. This year there is great cooperation with them, in addition to 4 subjects they will provide us with specialties for specialized schools in management, accounting and business management.
Yesterday, H.E. Dr. Mohammed bin AbdulWahid Al Hammadi, Minister of Education and Higher Education, announced that an integrated proposal has been developed to attract Qatari citizens to the education profession at all levels, ensuring the provision of material and moral incentives at the same time, before and during service.
He said during the Shura session that a specialized committee has been formed to determine the course of the teacher’s career, and a proposal has been developed for a clear career path for him and related to many factors such as years of experience, evaluation and obtaining a professional license.

الدوحة: أوضح أحمد جمعة الجسيماني مدير إدارة شؤون المعلمين بوزارة التعليم والتعليم العالي أن هناك روافد أساسية بشأن الاستقطاب الداخلي للمعلمين والتعيينات في الوزارة.
وقال خلال برنامج حياتنا على تلفزيون قطر مساء اليوم الأربعاء إنه بالنسبة لاستقطاب المعلمين بشكل عام، لدينا في وزارة التعليم والتعليم العالي سياسة الاستقطاب ونعمل عليها قبل بدء العام الدراسي بعام.
وأضاف: لدينا استقطاب داخلي وآخر خارجي، وتركيزنا الكبير جداً على الاستقطاب الداخلي خاصة على جامعة قطر لأنها الرافد الرئيسي والوطني والأساسي لوزارة التعليم، تعاوننا كبير جداً مع كلية تربية في جامعة قطر لتزويدنا في بعض التخصصات التي نطلبها سنوياً، متابعاً: سنوياً نقوم بفتح عدد من المدارس الجديدة وملاحق الشعب الصفية، ونحتاج لعدد كبير من الاستطقاب سواء الداخلي أو الخارجي..
وبشأن الاستقطاب الداخلي، قال الجسيماني: بالإضافة إلى كلية تربية بجامعة قطر، لدينا استقطاب مع وزارة التنمية الإدارية، لتزويدنا في بعض التخصصات التي نسميها التخصصات المقاربة لأنها تخصصات غير تربوية، ويتم تزويدنا بالتخصصات المقاربة ونجري لهم مقابلات وبعد ذلك ندخلهم في برنامج تدريبي لمدة عام كامل ويتم توزيعهم على المدارس.
وأوضح أن من ضمن روافد وزارة التعليم، “علم لأجل قطر” وهي مؤسسة رائدة في هذا المجال ومنذ أكثر من سنة تزود وزارة التعليم في تخصصات مختلفة خاصة التخصصات الأساسية مثل الرياضيات والعلوم واللغتين الإنجليزية والعربية…. هذا العام هناك تعاون كبير معهم، بالإضافة إلى 4 مواد سيقومون بتزويدنا بتخصصات للمدارس التخصصية في الإدارة والمحاسبة وإدارة الأعمال.
وأول أمس أعلن سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي، أنه تم وضع مقترح متكامل لجذب المواطن القطري لمهنة التعليم في جميع المراحل، تضمن توفير حوافز مادية ومعنوية في الوقت نفسه، قبل الخدمة وأثناءها.
وقال خلال جلسة مجلس الشورى إنه تم تشكيل لجنة مختصة لتحديد المسار الوظيفي للمعلم، وتم وضع مقترح لمسار مهني واضح له ومرتبط بالعديد من العوامل مثل سنوات الخبرة والتقييم والحصول على الرخصة المهنية.
