Foreign Minister: Qatar is Ready to Host Special World Cup

Doha: HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said, “Qatar is well prepared to demonstrate for the world that we can host such an event (2022 World Cup) and have it hopefully in-person and this is our plan from the beginning,” adding that the Qatar World Cup will be a great opportunity for the world as the first happy event that will take place after the novel coronavirus pandemic and isolation.

Speaking at the 2021 Raisina Dialogue, HE the Foreign Minister underlined that Qatar, from the beginning, wanted to make sure, even with the continuation of the pandemic, to know how to host a successful World Cup with a physical presence so that people could attend and enjoy the event.

“We have been negotiating and talking to the vaccination providers on how we can make sure that everyone attending the World Cup is vaccinated,” he added.

“Right now there are programs under development to provide vaccination to all the attendees of the World Cup. We will be able, hopefully, to host a COVID-free event. We also hope that globally the pandemic will start to go down and disappear.

“I think one of the important elements that Qatar has made is its commitment to the world, for example, Hamad International Airport remained open to travelers who want to transit. Qatar Airways participated very actively in the repatriation of citizens from different countries, and we also provided our support, especially in the first days when we had those issues in providing ventilators, masks, etc, and there was a shortage of these materials in the market,” he said.

HE the Foreign Minister noted that the State of Qatars support extended to nearly 50 countries, in addition to its active participation in the Vaccine Alliance (GAVI) initiative, adding: “We tried to address it in a 360-view so addressing the global issue and responding as a responsible member in the international community, being responsible for our own community, by making sure that our health care system is resilient, and our economy can stand in the face of this crisis.”

HE the Deputy Prime Minister and Minister of Foreign Affairs affirmed that the State of Qatar has made an effort to ensure the minimum negative impact from this pandemic, adding, that the first priority in making sure that its health care system is resilient, so when the pandemic started last year, Qatar has put develop plans to ensure providing the maximum care by health care teams to the people.

“Qatar has the minimum fertility rate in the world, that is due to making sure that we are not overloading our health care system and always have a room and enough spaces to hospitalize people and also moving forward by testing in advance and taking random samples from different communities,” he explained.

HE the Foreign Minister pointed out that the state provided stimulus packages like last year, starting with a package of USD20 billion for soft loans, and some industry loans, energy fees, and so on was ceded to companies, adding that the state reviews these packages every six months, to provide such a package when needed.

When the pandemic started, everyone expected that it will end by 2021 and that all events will return to normal, but not yet, the world is still facing some mutated strains of COVID-19, which made it a bit difficult, he explained.

He pointed out that the countries of the world responded to the pandemic differently this year than last year as they have learned from previous mistakes.

He explained that the good thing in the State of Qatar is, “We didn’t take the extreme measure of lockdowns, yet we made sure that we are taking extreme measures of social distancing, making people wear masks mandatory, and having strict rules for public places and gatherings.” These measures made the State of Qatar maintain the numbers related to this pandemic and randomized test samples also allowed us to isolate infected people from healthy people, he pointed out.

HE the Foreign Minister explained that one of the main pillars of Qatar’s economy is liquefied natural gas, which, if compared to other traditional types of energy, is considered to be the cleanest fossil fuel source among those sources. Therefore, this is one of the tools that Qatar uses to make the world a better place for people, and it also leads to the purposes of climate change to have a more robust economy, he added.

HE Deputy Prime Minister and Minister of Foreign Affairs said that the State of Qatar is financing development with the support of countries in need, which have been greatly affected by climate change, especially small islands, for example, HH the Amir has pledged in 2019 USD100 million to small countries and islands that have been affected by climate change. He added that the Qatar Investment Authority (QIA) focuses heavily on the impact of investment as it’s part of the One Planet initiative.

HE the Foreign Minister added that the sovereign wealth fund is financing facing the difficulties of climate change by having an impact investment, he pointed out, “One of the examples is in India. One of the investments that we are really happy about is the investment in one of the power companies that we have bought a stake in that company in order to make sure that these funds will be used for transforming the coal plants into gas plants and hopefully to renewables, so we have made a commitment with that power company, which is part of Adani Group, to become a coal-free company by 2030 and this was the main purpose of that investment.”

HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that another initiative the state is looking at is in Africa, where it is investing in more than 10 countries in with a European partner to build new, green power plant that will focus on renewable sources such as wind and solar. His Excellency said that another initiative was through a QIA investment that is implementing a number of projects in South America and the United States. His Excellency stressed that there was big focus to invest locally and internationally in those field, highlighting that Qatar built a very large solar power plant to generate its own power.

His Excellency added that Qatar has built one of the largest Carbon storage facilities in the region, and believes that the FIFA World Cup 2022 will be the first Carbon-neutral world event.

On the peace process in Afghanistan, His Excellency highlighted that the war in Afghanistan that Qatar is working to resolve is a 40-year war. His Excellency added that the State of Qatar worked to find a solution between the allies force and Taliban, not just a solution for the US and Taliban. His Excellency said that Qatar’s goal since it hosted talks between Taliban and the US and talks between Taliban and the Afghan government, was to bring peace to Afghanistan. His Excellency added that Qatar knew there would be a lot of obstacles to achieving that peace, noting that it has become even more challenging since the signing of the agreement between the US and Taliban, as a result of the turbulence that occurred between negotiating parties. His Excellency added that another challenge was the announcement of a withdrawal date for forces, noting that the date set in the US-Taliban agreement was May1. His Excellency also cited the little progress made in the inter-Afghan war as another challenge, highlighting that it will be the cornerstone of any future peace agreements.

His Excellency said that Qatar, the UN, and Turkey will host an event in Istanbul in the coming two weeks in order to push the inter-Afghan peace process forward, maintaining however that the outcome is still uncertain. HE the Deputy Prime Minister said that Qatar is in close contact with the Afghan government and the Taliban to try to reduce the levels of violence, in order to provide an environment suitable for holding negotiations between the two sides, expressing his hope that an agreement can be made in the next few days.

On ties between Qatar and India, His Excellency said that the Indian investments in Qatar and Qatari investments in India must continue and expand in scope, as has been the case over the last three years.

His Excellency stressed the importance of continued political cooperation and consultation between Qatar and India, given the role the two can play in bringing security and peace to the region.

الدوحة: أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية، أن “قطر مستعدة جيدًا لتثبت للعالم أن بإمكانها استضافة كأس العالم 2022، والقيام به بشكل مميز وهذه هي خطتنا بالفعل منذ البداية”، وقال إن كأس العالم في قطر سيكون أول حدث سعيد بعد وباء /كورونا/ المستجد والعزلة، وأن ذلك يشكل فرصة رائعة للعالم.

وشدد سعادته، لدى استضافته في “حوار رايسينا” 2021، على أن قطر، ومنذ البداية، أرادت التأكد حتى مع استمرار الوباء، من الكيفية التي تمكنها من استضافة كأس عالم ناجح بحضور فعلي حتى يتمكن الناس من الحضور والاستمتاع بالحدث.

وقال: “كنا نتفاوض ونتحدث إلى منتجي التطعيمات حول كيفية التأكد من أن كل شخص يحضر كأس العالم قد تم تطعيمه. لذا في الوقت الحالي، هناك برامج قيد التطوير لتوفير التطعيمات لجميع الحاضرين في كأس العالم، ونأمل أن نتمكن من استضافته كحدث خالٍ من فيروس /كورونا/ المستجد بحلول العام 2022 ، ونأمل أيضًا أن يبدأ الوباء في الانخفاض على مستوى العالم ومن ثم الاختفاء”.

وأكد أن “أحد العناصر المهمة التي قطعتها قطر هو التزامنا تجاه العالم. على سبيل المثال مطار حمد الدولي ظل مفتوحا للمسافرين الراغبين في العبور، وشاركت الخطوط الجوية القطرية بنشاط كبير في إعادة مختلف المواطنين من بلدان مختلفة، كما قدمنا دعمنا، خاصة في الأيام الأولى عندما واجهتنا تلك المشكلات، من أجل توفير أجهزة التنفس الصناعي والأقنعة وما إلى ذلك، حيث كان هناك نقص لهذه المواد في الأسواق”.

ونوّه بأن دعم دولة قطر امتد لما يقرب من 50 دولة إلى جانب مشاركتها بنشاط في مبادرة التحالف العالمي للقاحات والتحصينات (GAVI)، وأضاف :”لذلك، نحاول معالجة هذه القضايا من خلال وجهات النظر التي تتناول القضية على المستوى العالمي، ومن خلال استجابتنا بوصفنا عضوا مسؤولاً في المجتمع الدولي، وأن نكون مسؤولين عن مجتمعنا، والتأكد من أن نظام الرعاية الصحية لدينا مرن، ويمكن لاقتصادنا أن يقف في مواجهة هذه الأزمة”.

وأكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية، أن دولة قطر بذلت جهدا للتأكد من أن يكون هنالك أقل تأثير سلبي من هذا الوباء، ووضعت أولويتها الأولى في التأكد من أن “نظامنا الخاص بالرعاية الصحية مرن. لذلك عندما بدأ الوباء العام الماضي، وضعنا خططنا لضمان توفير أقصى قدر من الرعاية يمكن أن نقدمها للشعب من خلال فرق الرعاية الصحية”.

ولفت إلى أن دولة قطر “حصلت على أدنى معدل للوفيات في العالم، ويرجع ذلك إلى التأكد من أننا لا نثقل كاهل نظام الرعاية الصحية، ومن أن لدينا دائمًا غرفًا ومساحات كافية لإدخال الأشخاص إلى المستشفى وكذلك الشروع في إجراء الفحوصات المبكرة وأخذ عينات عشوائية من مجتمعات مختلفة”.

وأضاف:” لقد قمنا ببعض الحزم لتحفيز الاقتصاد مثلما حدث في العام الماضي، حيث بدأنا بحزمة تبلغ 20 مليار دولار أمريكي للقروض الميسرة، وبعض قروض الصناعة، ورسوم الطاقة، وما إلى ذلك. وتم التنازل عنها للشركات، وكذلك نقوم بمراجعة هذه الحزم كل ستة أشهر. عليه، عندما تكون هناك حاجة لمثل هذه الحزمة، فإننا نقوم بذلك”.

وأوضح أن “الوباء عندما بدأ توقع الجميع أنه سينتهي بحلول عام 2021، وأن جميع الفعاليات ستعود إلى طبيعتها. ولكن ليس بعد، ما زلنا نواجه بعض السلالات المتحورة من فيروس /كوفيد-19/ مما جعل الأمر صعبا بعض الشيء”.

وأضاف سعادته:” لا يزال هذا الوباء يمثل تحديًا حتى الآن، ولكنني متأكد من أن جميع البلدان استجابت هذا العام بشكل مختلف عن العام الماضي عندما استجابت للوباء، وكان شيئًا جديدًا، لأن هذه البلدان قد تعلمت من الأخطاء السابقة”.

وأوضح أن الشيء الجيد في دولة قطر هو “أننا لم نتخذ إجراءات صارمة في عمليات الإغلاق، ولكننا تأكدنا من أننا نتخذ إجراءات صارمة فيما يتعلق بالتباعد الاجتماعي، وجعل الناس يرتدون الأقنعة بشكل إلزامي، ولدينا قواعد صارمة للأماكن العامة والتجمعات”.

وقال إن “تلك الإجراءات جعلت دولة قطر تحافظ على الأرقام المتعلقة بهذا الوباء. كذلك، أعطتنا عينات الاختبارات العشوائية فرصة لعزل الأشخاص المصابين عن الأشخاص السليمين”.

وأوضح أن من الركائز الرئيسية لقطر في الاقتصاد هي الغاز الطبيعي المسال والذي إذا تمت مقارنته بالأنواع التقليدية الأخرى للطاقة، يعتبر هو مصدر الوقود الأحفوري الأنظف بين تلك المصادر. وأضاف: “من ثم فإن ذلك من إحدى الأدوات التي نستخدمها في جعل العالم مكان أفضل للناس، وتقود أيضا الى مقاصد التغيير المناخي لأجل أن يكون لك اقتصاد أكثر متانة”.

وقال سعادة نائب رئيس مجلس الوزراء وزير الخارجية إن “دولة قطر تمول التنمية بدعم الدول التي هي في حاجة، والتي تأثرت بشكل كبير بالتغيير المناخي وخاصة في الجزر الصغيرة. فمثلا وعد سمو الأمير في عام 2019 بتخصيص مائة مليون دولار أمريكي للدول والجزر الصغيرة التي تأثرت بالتغيير المناخي أيضا نحن في جهاز قطر للاستثمار نركز بشكل كبير على تأثير الاستثمار حيث أن جهاز قطر للاستثمار جزء من مبادرة كوكب واحد”.

وأشار إلى تمويل صندوق الثروة السيادية، لمواجهة مصاعب التغيير المناخي وليكون لنا تأثير على الاستثمار، وأضاف: “من الأمثلة الحالية في الهند هي الاستثمارات التي سعدنا بها كثيرًا، مثل الاستثمار في إحدى شركات الطاقة التي اشترينا حصة منها، وذلك من أجل التأكد من أنه تم استخدام هذه الأموال لتحويل محطات الفحم الحجري إلى محطات غاز، كما نأمل إلى مصادر الطاقة المتجددة لذلك التزامنا مع شركة الطاقة تلك والتي هي جزء من شركات مجموعة /آنندي/ من أجل جعلها في عام 2030 شركة تعمل بالطاقة النظيفة. كان هذا هو الغرض الرئيسي من هذا الاستثمار”.

وقال سعادة الشيخ محمد بن عبدالرحمن آل ثاني، نائب رئيس مجلس الوزراء وزير الخارجية، إن لدى دولة قطر “مبادرة أخرى نتطلع إليها في أكثر من 10 دول في إفريقيا. نحن نستثمر في الشراكة مع أحد شركائنا في أوروبا في مجال انشاء محطات طاقة خضراء جديدة أو من مصادر الطاقة المتجددة مثل طاقة الرياح أو الطاقة الشمسية. وهناك مشروع آخر أيضًا من خلال إحدى الشركات التي يستثمر فيها جهاز قطر للاستثمار، وهو مشروع يركز بشكل أساسي على الطاقة المتجددة. لدينا بعض المشاريع في أمريكا اللاتينية والولايات المتحدة”.

وأكد “أننا في دولة قطر ركزنا بشكل كبير جدًا في الاستثمار على المستوي المحلي والعالمي، وقمنا ببناء محطة طاقة شمسية كبيرة جدًا لتوليد الطاقة الخاصة بنا”.

وأضاف سعادته:” نحن إحدى أكبر الدول التي تملك مخزون طاقة وأيضًا أحد أكبر الدول التي تملك منشآت كأس العالم. نعتقد أنها ستكون فرصة كبيرة لنا عند استضافة أول حدث عالمي خال من الكربون في الدوحة، وأن كل هذه الالتزامات هي دائمًا في قلب جدول أعمالنا”.

وبشأن السلام في أفغانستان، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني، أن “الحرب التي نعمل على حلها في أفغانستان، هي حرب استمرت لمدة 40 عاما. نحن عملنا لإيجاد حل ليست فقط بين الولايات المتحدة و/طالبان/، بل أيضاً بين قوات التحالف و/طالبان/”.

وقال إن “هدفنا منذ البداية عندما بدأنا في استضافة هذه المحادثات بين /طالبان/ والولايات المتحدة، وبين /طالبان/ والحكومة الأفغانية هو إحلال السلام. الآن وبوجود اختلاف مع الحكومة، يبدو أن تحقيق السلام في أفغانستان كدولة بأكملها والحصول على سلام مستدام أمر، من البداية، تقف أمامه الكثير من التحديات”.

وأضاف:” علمنا منذ البداية أن ذلك سيكون صعبًا للغاية وستكون هنالك العديد من العقبات، لذلك نحن مستعدون لتخطي جميع العقبات التي تحدث. بصراحة عندما نظرنا إلى الفترة الأخيرة بعد أن وقعت الولايات المتحدة على الاتفاقية مع /طالبان/، هنالك بعض الاضطرابات بين أطراف المفاوضات الآن، ولقد أصبح الأمر صعبًا للغاية بسبب الإعلان عن الانسحاب وكان موعد الانسحاب في الحقيقة هو الأول من مايو. حتى الآن لم نُحرز الكثير من التقدم فيما يخص عملية السلام بين الأفغان، وسيكون حجر الزاوية لأي سلام الآن وفي المستقبل”.

وأكد سعادته أن دولة قطر تتطلع إلى مفاوضات مشتركة بين تركيا والأمم المتحدة ودولة قطر في إسطنبول، وأضاف: “نأمل في الأسبوعين المقبلين دفع جميع الأطراف الأفغانية من أجل دفع هذه العملية إلى الأمام، لكننا لا نزال غير متأكدين من ذلك. وسنواصل مناقشتنا مع /طالبان/ ومع الحكومة الأفغانية من أجل الوصول إلى صفقة للحد من العنف على الأقل، ومن أجل توفير البيئة المناسبة والتنوع في أشكال إدارة المفاوضات بينهما، ولم نتوصل الي هذه المرحلة، ونأمل في تحقيق شيء من هذا القبيل في الأيام القليلة المقبلة”.

وبشأن العلاقات بين دولة قطر والهند، أكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية، وجود أساس قوي لتلك العلاقة بالنسبة لمعظم المجالات التي ترتكز عليها الاهداف المشتركة بين البلدين، وأضاف: “لدينا استثمارات هندية هامة، ولقطر استثمارات هامة في الهند، وهذا يتواصل. مع ذلك حققت قطر خلال السنوت الثلاث الماضية الكثير وسرَّعت من وتيرة تقدمها في هذا المجال”.

وقال إن “مواصلة التعاون والتشاور بين البلدين في غاية الاهمية. وقطر تتاح لها في بعض المرات فرص مختلفة لتبذل مساعيها الحميدة في الوساطة. الهند كذلك بالنظر إلى وضعها في المنطقة مؤهلة أيضا كما أعتقد للعب هذا الدور. لذل أعتقد أن دعم هاتين القوتين في غاية الأهمية للمحافظة على أمن وسلام منطقتنا”.
