New Support Packages Reflect Qatar’s Support for Private Sector

Doha: In their editorials on Friday, Qatari newspapers: Al-Raya, Al-Sharq, and The Peninsula affirmed that the new support packages announced by the Cabinet under the directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani are a translation of Qatar’s support and stimulation for the private sector.

The newspapers stressed in their editorials that these packages are additional catalysts that will revive the private sector, and they clearly show that the presence of a strong private sector capable of sustainable growth is a Qatari priority, pointing out that pumping more liquidity will positively affect the national economy.

In its editorial titled “Additional incentives revitalize the private sector’, Al-Raya newspaper said that the private sector and the national economy will make significant gains through these incentives that provide additional support to the sectors affected by closures imposed by the Coronavirus (Covid-19), adding the first of these good news has appeared as the Qatar Stock Exchange achieved strong gains and great trading, an immediate response to additional financial economic stimuli for the private sector.

In this regard, the stock exchange index made gains amounting to 2.77%, the highest level in 3 months to close at 10900 points, after adding about 293 points, it pointed out, adding that the stock exchange gains amounted to about QR10 billion, bringing the value of shares to QR627 billion compared to QR617 billion in the previous session.

Al-Raya explained that these incentives confirm the wise leadership’s keenness to stimulate the country’s economic sectors, including the financial markets, and to enhance the role of the private sector in effectively contributing to advancing economic growth in line with Qatar National Vision 2030, by creating a diversified and sustainable economic environment that contributes to promoting the growth of the commercial and private sectors.

It pointed out that the incentive initiatives provided by the state to private sector companies in order to confront the crisis of the Coronavirus pandemic will have a great impact on the state’s economic sector, especially as these initiatives came at a time when the global economy is suffering from the consequences of the Coronavirus crisis, which halted production in many countries, a matter which caused the emergence of global economic crises, However, Qatar, praise be to Allah, is in a better position, because the national economy is built on solid foundations that have protected it against international shocks and crises. Qatar’s economic policy is based on a strong system that believes in the existence of a private sector capable of contributing to achieving sustainable development, it said.

Concluding its editorial, the newspaper said that pumping more liquidity into the economy will positively affect the financial and commercial market and enhance its growth during the second quarter of this year, adding that the impact of the Coronavirus pandemic on the Qatari economy was and is still at the center of the wise leadership’s attention that has sought since the beginning of the crisis to take a series of measures to protect the economy and investments from the repercussions of the pandemic, pointing to the launch of initiatives, the most important of which is the directives of His Highness to support and provide financial and economic incentives in the amount of QR75 billion to the private sector.

It added that the launch of a series of new additional incentives aimed at immunizing the national economy and the private sector from the repercussions of the epidemic, which provided accurate solutions for the economic sector in order to recover, and sent a message of reassurance to all that the state stands with all its strength in the face of the epidemic, adding Qatar will win its war against the virus, and the current crisis will end and life will return to normal again, and the economy will remain strong and immune to crises.

For its part, Al-Sharq newspaper said in its editorial that the support packages adopted by the Cabinet on Wednesday are an implementation of the directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani and are a new important addition to support incentives introduced by the state early last year.

The newspaper indicated that these packages are aimed at confronting the economic repercussions of the Covid-19 pandemic and reassuring the private sector and business owners, and they aim not only to mitigate the damages that may result from the pandemic, but also to ensure resilience and recovery from the effects and repercussions of the pandemic.

It pointed out that the State of Qatar is working within the framework of addressing the pandemic and its repercussions on multiple paths, whether at the level of supporting the economy and enhancing its resilience and recovery, or at the level of strengthening the health system and providing comprehensive health care for all citizens and residents, or at the level of the vaccination campaign that continues at an accelerated pace.

Al-Sharq highlighted that the percentage of people who received the first dose of vaccination reached 27% of the total population, and the percentage of people who received the two doses reached 15% of the total population, in addition to more than 81% of people over 60 years of age have had at least one dose of the Covid-19 vaccine since the start of the program.

It added that the continuing speed of the vaccination program means increased opportunities to get out of the crisis and recovery. It also means greater hope for a gradual return to normal, especially since Qatar has, since days, exceeded the million-dose barrier, it said.

It is, however, a joint responsibility between the state and society, which must continue to fulfill its responsibilities regarding adherence to preventive and precautionary measures and to implement the directives issued by the concerned authorities to handle the recent increase in the number of infections, until all individuals eligible to receive the vaccine against the Coronavirus got vaccinated, it added .

The newspaper concluded by saying that the policies and procedures followed by the State of Qatar in dealing with the Covid-19 and its repercussions represent a unique model, which achieves the required goals, and at the same time provides solutions that provide protection from the economic and social repercussions of the pandemic.

The Peninsula praised the economic support package for private sector announced by the Cabinet on Wednesday in order to support businesses affected with the Covid-19.

In its editorial titled ‘Supporting Private Sector’, the daily said that Qatar’s private sector is playing an important role in stimulating country’s economic growth. The steps announced by the Cabinet will be very effective in helping the businesses, especially the small and medium enterprises, in facing the challenges posed the spread of coronavirus, it added.

It pointed out that the measures include, exemption from electricity and water fees for closed sectors until the end of September 2021 and extension of the National Guarantees Program at Qatar Development Bank until the end of September 2021. It also includes extension of the period of the exemption from interest for an additional year for the National Guarantees Program to become two years without interest, in addition to two years of payment with interest that does not exceed the Qatar Central Bank rate +2 percent. The support package also includes raising the limits of funding salaries and wages for closed sectors to QR15m for a single identity card, while retaining the rest of the relevant terms and conditions.

The newspaper praised Qatar’s great progress in containing the spread of Covid-19 because of its successful vaccination program. Until Wednesday, over 1,168,000 doses of the vaccine have been administered in Qatar since the start of the national vaccination program, it said

وقالت صحيفة /الراية/ في افتتاحيتها تحت عنوان /المحفزات الإضافية تنعش القطاع الخاص/ إن مكاسب كبيرة سيجنيها القطاع الخاص والاقتصاد الوطني من خلال هذه المحفزات التي تقدم دعما إضافيا للقطاعات المتضررة من إغلاقات كورونا /كوفيد – 19/، مضيفة “وقد ظهرت أولى هذه البشائر في تحقيق بورصة قطر ارتفاعات قوية ومكاسب وتداولات مليارية، وذلك في استجابة فورية للمحفزات المالية الاقتصادية الإضافية للقطاع الخاص”.

وأبرزت في هذا الصدد تسجيل مؤشر البورصة مكاسب بلغت 2.77% وصل بها لأعلى مستوى له في 3 أشهر وأغلق عند مستوى 10900 نقطة، بعد أن أضاف نحو 293 نقطة إلى رصيده، حيث بلغت مكاسب البورصة نحو 10 مليارات ريال لتصل القيمة السوقية للأسهم إلى 627 مليار ريال، مقابل 617 مليار ريال في الجلسة السابقة.

وأوضحت /الراية/ أن هذه المحفزات تؤكد حرص القيادة الحكيمة على تنشيط القطاعات الاقتصادية في الدولة ومنها أسواق المال، وتعزيز دور القطاع الخاص في المساهمة بشكل فعال في دفع عجلة النمو الاقتصادي بما يتماشى مع رؤية قطر الوطنية 2030، وذلك من خلال إيجاد بيئة اقتصادية متنوعة ومستدامة تساهم في تعزيز نمو القطاعين التجاري والخاص.

ولفتت إلى أن المبادرات التحفيزية التي قدمتها الدولة لشركات القطاع الخاص من أجل مواجهة أزمة وباء فيروس كورونا سيكون لها عظيم الأثر على القطاع الاقتصادي للدولة، خاصة أن تلك المبادرات جاءت في وقت يعاني فيه الاقتصاد العالمي من تبعات أزمة كورونا التي أوقفت عجلة الإنتاج في الكثير من الدول الأمر الذي تسبب ببروز أزمات اقتصادية عالمية، “إلا أن قطر، ولله الحمد، في موقع أفضل، لأن الاقتصاد الوطني مبني على أسس متينة حصنته ضد الهزات والأزمات الدولية، فالسياسة الاقتصادية لقطر تقوم على نظام قوي، يؤمن بوجود قطاع خاص قادر على المساهمة في تحقيق التنمية المستدامة”.

ورأت الصحيفة في ختام افتتاحيتها، أن ضخ مزيد من السيولة في شرايين الاقتصاد سينعكس إيجابيا على السوق المالي والتجاري ويعزز من ارتفاعه خلال الربع الثاني من العام الحالي، مبينة أن تأثير وباء كورونا على الاقتصاد القطري كان ولا يزال في صلب اهتمام القيادة الحكيمة التي سعت منذ بداية الأزمة إلى اتخاذ سلسلة من التدابير والإجراءات التي تسعى لحماية الاقتصاد والاستثمارات من تداعيات الوباء، فعمدت إلى إطلاق المبادرات ولعل أهمها، توجيه حضرة صاحب السمو بدعم وتقديم محفزات مالية واقتصادية بمبلغ 75 مليار ريال للقطاع الخاص.

وأضافت “وها هي تطلق سلسلة من المحفزات الإضافية الجديدة الهادفة إلى تحصين الاقتصاد الوطني والقطاع الخاص من تداعيات الوباء، الأمر الذي قدم علاجات دقيقة للقطاع الاقتصادي من أجل التعافي، وبعث برسالة طمأنة للجميع أن الدولة تقف بكل قوتها في مواجهة الوباء، فقطر ستعبر، بإذن الله، إلى بر الأمان في حربها ضد الفيروس، وستكون الأزمة الحالية سحابة صيف وتعود الحياة لطبيعتها مجددا، ويبقى اقتصادنا قويا ومحصنا ضد الأزمات”.

من جهتها أكدت صحيفة /الشرق/ في افتتاحيتها تحت عنوان /كورونا .. نموذج المواجهة/، أن حزم الدعم التي اعتمدها مجلس الوزراء الموقر أمس الأول /الأربعاء/، تنفيذا لتوجيهات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، هي إضافة جديدة ومهمة لحوافز الدعم التي قدمتها الدولة في وقت مبكر من العام الماضي.

وأشارت الصحيفة إلى أن هذه الحزم تستهدف مواجهة التداعيات الاقتصادية لجائحة فيروس /كوفيد – 19/ وطمأنة القطاع الخاص وأصحاب الأعمال، كما أنها تأتي ليس لتخفيف الأضرار التي قد تنجم عن الجائحة فقط، بل لضمان الصمود والتعافي من آثار وتداعيات الوباء.

ولفتت إلى أن دولة قطر تعمل في إطار مواجهاتها للجائحة وتداعياتها على مسارات متعددة، سواء كان ذلك على صعيد دعم الاقتصاد وتعزيز قدرته على الصمود والتعافي، أو على صعيد تقوية النظام الصحي وتوفير الرعاية الصحية الشاملة لجميع السكان مواطنين ومقيمين، أو على صعيد حملة التطعيم التي تمضي بوتيرة متسارعة.

وأبرزت /الشرق/ في هذا الصدد وصول نسبة الأشخاص الذين تلقوا الجرعة الأولى للتطعيم (27%) من إجمالي عدد السكان، ونسبة الأشخاص الذين تلقوا الجرعتين (15%) من إجمالي عدد السكان، فضلا عن حصول أكثر من 81 بالمئة من الأشخاص فوق 60 عاما على جرعة واحدة على الأقل من لقاح /كوفيد – 19/ منذ بدء البرنامج.

ورأت أن استمرار سرعة سير برنامج التطعيم يعني ازدياد الفرص للخروج من الأزمة والتعافي، كما يعني أيضا تعاظم الأمل في العودة التدريجية إلى الوضع الطبيعي، خصوصا وأن الدولة تجاوزت منذ أيام حاجز المليون جرعة.

وأوضحت أنه مع ذلك، تظل المسؤولية تضامنية ومشتركة بين الدولة والمجتمع الذي يتوجب عليه الاستمرار في النهوض بمسؤولياته فيما يتعلق بالالتزام بالتدابير الوقائية والإجراءات الاحترازية المعلومة للجميع، وتنفيذ التوجيهات الصادرة من الجهات المعنية، للتعامل مع الزيادة الأخيرة في عدد الإصابات، وذلك حتى يتم تطعيم جميع الأفراد المؤهلين للحصول على اللقاح ضد فيروس كورونا.

واختتمت الصحيفة بالقول إن السياسات والاجراءات التي تتبعها دولة قطر في التصدي لفيروس /كوفيد – 19/ وتداعياته، تمثل نموذجا فريدا في التوازن، الذي يحقق الأهداف المطلوبة، وفي الوقت نفسه يقدم المعالجات التي توفر الحماية من التداعيات الاقتصادية والاجتماعية للجائحة.

من جهتها، نوّهت صحيفة /البنينسولا/ بإعلان مجلس الوزراء أمس الأول /الأربعاء/ عن حزمة الدعم الاقتصادي للقطاع الخاص الهادفة لدعم الشركات المتضررة من جائحة كورونا /كوفيد – 19/.

وقالت الصحيفة، في افتتاحيتها بعنوان /دعم القطاع الخاص/، إن القطاع الخاص في دولة قطر يلعب دورا مهما في تحفيز النمو الاقتصادي للدولة، وإن الخطوات التي أعلن عنها مجلس الوزراء ستكون فعالة للغاية في مساعدة الشركات، وخاصة الصغيرة منها والمتوسطة، في مواجهة التحديات التي يفرضها انتشار فيروس كورونا.

وأشارت إلى أن تلك الإجراءات تتضمن الإعفاء من رسوم الكهرباء والماء للقطاعات المغلقة إلى نهاية سبتمبر 2021، ومد العمل ببرنامج الضمانات الوطني لدى بنك قطر للتنمية إلى نهاية سبتمبر 2021، ومد فترة الإعفاء من الفوائد سنة إضافية لبرنامج الضمانات الوطني، ليصبح سنتين دون فوائد بالإضافة إلى سنتي سداد بفائدة لا تتجاوز سعر مصرف قطر المركزي + 2 بالمئة، ورفع حدود تمويل الرواتب والأجور للقطاعات المغلقة إلى 15 مليون ريال للبطاقة الشخصية الواحدة مع الإبقاء على باقي الشروط والأحكام ذات الصلة، واستمرار مصرف قطر المركزي في دعم سيولة البنوك المحلية حسب الحاجة.

كما أشادت /البنينسولا/ بالتقدم الكبير الذي أحرزته دولة قطر في احتواء انتشار فيروس /كوفيد – 19/ بسبب برنامج التطعيم الناجح، مضيفة أنه حتى أمس الأول /الأربعاء/ بلغ عدد الذين تلقوا جرعة من اللقاح في قطر منذ بدء برنامج التطعيم الوطني أكثر من 1168000، ووصلت نسبة الأشخاص الذين تلقوا الجرعة الأولى من اللقاح (27%) من إجمالي عدد السكان ونسبة الأشخاص الذين تلقوا الجرعتين (15%) من إجمالي عدد السكان، وبذلك حصلت دولة قطر على المرتبة التاسعة على مستوى العالم في نسبة الأشخاص الذين تلقوا التطعيم.
