Qatar Affirms Commitment to Continue Cooperation with UNODC

Vienna: The State of Qatar affirmed its commitment to continue cooperation with the United Nations Office on Drugs and Crime (UNODC), and to support regional and international programs to address the world drug problem and related crimes, pointing in this regard to the Global Program for the Implementation of the Doha Declaration as a pioneering model in providing support to countries to address organized crime, drugs, corruption and terrorism, and contributing to the implementation of the goals of the United Nations Sustainable Development Plan.

Addressing the sixty-fourth session of the UN Commission on Narcotic Drugs, HE Permanent Representative of the State of Qatar to the United Nations and international organizations in Vienna Sultan bin Salmeen Al Mansouri said that the State of Qatar is proud of the impressive successes achieved by the Global Program for the Implementation of the Doha Declaration, including the United Nations Secretary-General 2020 Innovation Award which was presented to the Education for Justice (E4J) initiative, one of the Program’s components.

HE Al Mansouri touched on the impact of the coronavirus (COVID-19) pandemic on further exacerbating the global drug problem, noting that circumstances imposed by the pandemic have led to high unemployment rates, exposing the unemployed to drug abuse, trafficking and cultivation. He added that the pandemic has also provided new opportunities for organized criminal groups to sell fake drugs, medicines and vaccines, in addition to the shortage of controlled medicines caused by the pandemic, the increase in drug prices and the exacerbation of drug overdose deaths.

HE stated that the COVID-19 pandemic, with the unprecedented dangers it poses to all humanity, has demonstrated that the principle of public and shared responsibility must remain the basis for international multilateral cooperation to address the world drug problem, referring in particular to the priority of providing support to developing countries where drug abuse is increasing rapidly compared to the developed countries. Those countries experience increasing immediate and long-term catastrophic effects of the COVID-19 pandemic, and have low access to vaccines and prospects for sustainable development.

He underlined that the State of Qatar believes in the need to give priority to providing vaccines and anti-COVID drugs to the developing countries, noting that it has provided generous financial and in-kind assistance to the World Health Organization (WHO) and to the countries most affected by the COVID-19 pandemic, and has also provided $140 million to research institutions working to make a vaccine for COVID-19.

HE Al Mansouri also highlighted the efforts of the State of Qatar at the national level in combating drugs, stressing that the State of Qatar is proud of its national record in combating drugs and preserving the security and safety of the society from this scourge, through the application of a comprehensive and multidisciplinary approach, whether in terms of control, prevention or treatment.

He said that the State of Qatar has been focusing on prevention activities as a crucial factor in establishing a drug-free society and ensuring that everyone enjoys a healthy life of dignity, peace, security and prosperity.

HE noted that there were about 269 million people who used drugs in 2018, which is a 30% jump from 2009, and that young people, women and the poor are the ones who pay the most for the global drug problem.

In conclusion, HE the Permanent Representative of the State of Qatar to the United Nations and international organizations in Vienna underlined that the State of Qatar believes in the essential role that the Commission on Narcotic Drugs (CND) as the policy-making body of the UN in the field of drug control, therefore, it has submitted its candidacy for CND membership for 2024-2027, and will actively contribute to the work of the Commission.

فيينا: أكدت دولة قطر التزامها بمواصلة التعاون مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، ودعم البرامج الإقليمية والدولية للتصدي لمشكلة المخدرات العالمية وما يرتبط بها من جرائم، مشيرة بهذا الخصوص، إلى البرنامج العالمي لتنفيذ إعلان الدوحة باعتباره نموذجاً رائداً في تقديم الدعم للدول للتصدي للجريمة المنظمة والمخدرات والفساد والإرهاب والمساهمة في تنفيذ أهداف خطة الأمم المتحدة للتنمية المستدامة.

وقال سعادة السيد سلطان بن سالمين المنصوري سفير دولة قطر والمندوب الدائم لدى الأمم المتحدة والمنظمات الدولية في فيينا، في بيان ألقاه أمام الدورة الرابعة والستين- للجنة المخدرات التابعة للأمم المتحدة: إن دولة قطر تفخر بالنجاحات المبهرة التي حققها البرنامج العالمي لتنفيذ إعلان الدوحة، ومن بينها حصول إحدى مكوناته وهي مبادرة /التعليم من أجل العدالة/ على جائزة الإبداع لعام 2020 المقدمة من الأمين العام للأمم المتحدة.

وتناول سعادته في البيان، آثار جائحة كورونا /كوفيد ـ 19/ في زيادة تفاقم مشكلة المخدرات العالمية، وقال في هذا الصدد: “إن ظروف الجائحة أدت إلى ارتفاع معدلات البطالة، مما عرّض العاطلين عن العمل لتعاطي المخدرات والاتجار فيها وزراعتها، كما أتاحت الجائحة فرصا جديدة للجماعات الإجرامية المنظمة لبيع المخدرات وأدوية ولقاحات كورونا المغشوشة، إضافة إلى ما سببته الجائحة من نقص في الأدوية الخاضعة للرقابة وارتفاع أسعار المخدرات وتفاقم وفيات الجرعات الزائدة”.

وذكر سعادته أن جائحة كورونا بما تمثله من مخاطر غير مسبوقة على الإنسانية جمعاء أثبتت أن مبدأ المسؤولية العامة والمشتركة يجب أن يبقى أساس التعاون الدولي متعدد الأطراف للتصدي لمشكلة المخدرات العالمية، مشيراً على وجه الخصوص إلى أولوية تقديم الدعم إلى الدول النامية التي يزداد فيها تعاطي المخدرات بسرعة أكبر مقارنة بالبلدان المتقدمة وتزداد فيها الآثار الكارثية الآنية وبعيدة المدى لجائحة كورونا وتقل فيها اللقاحات وتضيق لديها آفاق التنمية المستدامة.

وأكد بأن دولة قطر ترى ضرورة إعطاء الأولوية لتوفير اللقاحات والأدوية المضادة لكورونا للبلدان النامية ، لافتا إلى أنها قدمت مساعدات مالية وعينية سخية إلى منظمة الصحة العالمية وإلى البلدان الأكثر تأثرا بجائحة كورونا، كما قدمت 140 مليون دولار للمؤسسات البحثية العاملة على صنع لقاح لفايروس كورونا.

وتطرق سعادته إلى جهود دولة قطر على الصعيد الوطني في مكافحة المخدرات، وقال في هذا الصدد: “تفخر دولة قطر بسجلّها الوطني في مكافحة المخدرات والحفاظ على أمن وسلامة المجتمع من هذه الآفة من خلال تطبيق نهج شامل ومتعدد التخصصات سواءً على صعيد المكافحة أو الوقاية أو العلاج”.

وقال إن دولة قطر تركز على أنشطة الوقاية باعتبارها عاملاً حاسماً في إقامة مجتمع خال من تعاطي المخدرات وضمان أن يعيش كل إنسان حياة صحية ينعم فيها بالكرامة والسلام والأمن والازدهار.

وأشار الى أن هناك حوالي 269 مليون شخص تعاطوا المخدرات خلال عام 2018 مما يشكل قفزة بنسبة ثلاثين في المائة عن عام 2009 ، وإن الشباب والنساء والفقراء هم أكثر من يدفعون ثمن مشكلة المخدرات العالمية .

وختم سعادة السفير القطري والمندوب الدائم للدولة لدى منظمات الأمم المتحدة في فيينا بيانه بالإشارة الى أن دولة قطر، إيمانا منها بالدور الرئيسي الذي تضطلع به لجنة المخدرات بصفتها جهاز صنع السياسات في الأمم المتحدة في مجال مراقبة المخدرات، فإنها قدمت ترشيحها لعضوية لجنة المخدرات للفترة 2024-2027، وسوف تساهم بفعالية في أعمال اللجنة.
