QRCS: $100mn initiative to provide vaccines for most vulnerable people

Doha: Qatar Red Crescent Society (QRCS) launched yesterday an international campaign to raise $100 million in support of the provision of COVID-19 vaccines for 3,650,000 refugees, internally displaced people (IDPs), and migrants in 20 countries.

The launch of the campaign was announced by HE Sheikh Abdullah bin Thamer Al-Thani, President of QRCS, and Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO). Representatives of partners and contributors participated in the online press conference.

This campaign comes amidst a very critical humanitarian situation, where COVID-19 remains a considerable threat to many lives. Inspired by its sense of responsibility, QRCS is launching this humanitarian drive in support of the World Health Organization Foundation. The #IAmVaccinatedIDonated initiative will be under a large-scale campaign to mobilize support at the government, institutional, and individual levels. It involves a public advocacy campaign for COVID-19 vaccine equity and leaves no one behind, with the support of everyone, as no one is safe until everyone is safe.

HE Dr. Ghaith bin Mubarak Al Kuwari, Minister of Awqaf and Islamic Affairs, said, “And whoever revives it, it is as though he has revived all of Mankind”. This Qur’anic logic gives the human soul a sublime position and makes preserving human souls a great purpose of Sharia. The need to save souls’ becomes greater at times of calamities and disasters, in order to preserve the human species. Since the COVID-19 pandemic is one of the strongest calamities affecting people around the world in our time, we must unite in order to limit its spread and provide vaccines for people without discrimination between the rich and the poor, or north, south, east, and west”.

He added, “The Ministry of Awqaf and Islamic Affairs in Qatar is pleased to be among the contributors to this campaign, to protect human souls from COVID-19, by providing vaccines for refugees and migrants. The ministry will contribute QR 10 million from the Health Care Endowment Fund.”

HE Sheikh Abdullah bin Thamer Al-Thani delivered a speech saying, “I have the pleasure today to launch, on behalf of all staff and volunteers of QRCS, this humanitarian campaign with the aim to reach those living in humanitarian emergencies or in settings where they are at risk of being left behind and must be part of COVID-19 vaccination efforts. We are honored to announce that the campaign will also provide an unprecedented ability for Muslims around the world to use Zakat money to support COVID-19 vaccination efforts, in compliance with the rules of Islamic Sharia. As Muslims around the world are welcoming the holy month of Ramadan, the time of spirituality, mercy, good deeds, solidarity, and redoubled reward, we hope they will join this unique effort.”

Dr. Ghebreyesus stated, “While the pandemic has affected all of us, the poorest and the most marginalized have been hit hardest both in terms of the lives and livelihoods lost. The inequitable distribution of vaccines is not just a moral outrage; it is also economically and epidemiologically self-defeating. The choice of the Qatari people, and other peoples in the region, to direct their Zakat to vaccine equity is an affirmation that we are all in this fight together. We are one global community.”

HE Ambassador Ali bin Khalfan Al Mansouri, Permanent Representative of the State of Qatar to the United Nations in Geneva, said, “This is an admirably generous humanitarian initiative that seeks to vaccinate the most vulnerable refugees, IDPs, and migrants everywhere. They are desperately in need for vaccination. It is not something new for Qatar, which has always been at the forefront of benevolent work and support for regional and international efforts. Within the parameters of international cooperation, Qatar holds at all times a sense of international collective responsibility for responding to disasters and epidemics like COVID-19.”

HE Al Mansouri emphasized the commitment of the Permanent Mission of Qatar in Geneva to whatever it takes to support the country’s international cooperation and strengthen its partnerships with the Geneva-based international organizations, including WHO.

Dr. Hilal Musaed Al Sayer, President of Kuwait Red Crescent Society (KRCS) and member of the Permanent Committee, said, “We have to say thank you to QRCS for this humanitarian initiative, which is normal for our brothers and sisters in Qatar. They have always been there for humanity, extending help to those in need everywhere. This initiative is a top priority that humanitarians hope to take much farther. KRCS supports this initiative to serve humanity. Vaccination will pave the way to a gradual return to normal life. Even though ensuring every form of a decent standard of living is the top priority for refugees and displaced people, it all depends on vaccination, which is crucial for putting an end to this global emergency. So, donation will protect them, and protect us too, against the Coronavirus. The refugees and IDPs in every corner of the planet have faced a lot of tragedies, and they now need support more than ever before”.

Anil Soni, Chief Executive Officer (CEO) of WHO Foundation, said, “I salute QRCS for launching today an initiative to call on Qataris to see in Zakat an opportunity to reach out, through WHO, and help ensure that everyone has access to vaccines. By acting in solidarity, we can keep each other safe. Thank you to everyone involved in this campaign, and thank you to everyone who contributes to it. Together, we can defeat this pandemic”.

Murat Ellialti, Vice-President of the Turkish Red Crescent, said, “I would like to express my gratitude and sincere thanks to QRCS and the State of Qatar for launching this campaign and their generous support to the refugees and the displaced around the world. Being a leading humanitarian organization of a country hosting the largest number of refugees globally, the Turkish Red Crescent would be honored to support this campaign, not only financially but also with promotion and advocacy of the rights of refugees, migrants, and IDPs”.

Dr. Hussam Elsharkawi, Regional Director of the International Federation of the Red Cross and Red Crescent Societies (IFRC), thanked HE Sheikh Abdullah bin Thamer Al-Thani for this generous initiative. He commended it for trying to ensure some equity among those who really need vaccination and those who can pay for it.

“Noticeably, there have recently been stark inequalities in the availability of vaccines in our region and the world,” said Dr. Elsharkawi. “I hope that this work will address that situation, as we are all in the same boat. Being the worlds largest humanitarian network, IFRC is ready to contribute technical support and practical expertise to make sure that vaccination is done up to international standards”

Dr. Omar Odeh, Head of Regional Delegation of the International Committee of the Red Cross (ICRC), said, “I am very grateful to address you on behalf of the International Committee of the Red Cross (ICRC). I’d like to sincerely thank the State of Qatar and the Qatar Red Crescent Society for hosting this Initiative to Support the Provision of COVID-19 Vaccines for Refugees, Migrants & IDPs, which is only the latest example of their longstanding humanitarian engagement The combination of the health impacts and secondary effects of COVID19 has been especially difficult in conflict settings, Around 160M people find themselves in this predicament. These overwhelming needs have emphasized the importance of solidarity and collective action. ICRC joins the calls to avoid a narrow conception of vaccination needs and looking far beyond national borders.”

الدوحة: أطلق الهلال الأحمر القطري ،يوم الأمس، حملة دولية لجمع تبرعات بقيمة 100 مليون دولار أمريكي، من أجل دعم توفير لقاحات /كوفيد-19/ لصالح 3,650,000 مستفيد من اللاجئين والنازحين والمهاجرين في 20 دولة حول العالم.

وقد أعلن عن إطلاق الحملة كل من سعادة الشيخ عبدالله بن ثامر آل ثاني رئيس مجلس إدارة الهلال الأحمر القطري، والدكتور تيدروس أدهانوم غيبريسوس مدير عام منظمة الصحة العالمية، خلال المؤتمر الصحفي الذي نظمه الهلال الأحمر القطري عبر شبكة الإنترنت، بمشاركة عدد من الشركاء والشخصيات والمؤسسات الداعمة للحملة.

يأتي الإعلان عن إطلاق الحملة في ظل ظروف إنسانية بالغة الصعوبة، فما زالت أزمة /كوفيد-19/ تشكل تهديدا خطيرا على المجتمعات، وتعاون الهلال الأحمر القطري مع مؤسسة منظمة الصحة العالمية لإطلاق هذه المبادرة الإنسانية، وذلك تحت شعار”أنا تطعمت_أنا تبرعت” بحيث تتضمن حملة دولية.

وقال سعادة الدكتور غيث بن مبارك الكواري، وزير الأوقاف والشؤون الإسلامية “ومن أحياها فكأنما أحيا الناس جميعا، هذا المنطق القرآني جعل للنفس البشرية مكانة سامية، وجعل حفظها مقصدا من مقاصد الشريعة، وتزداد الحاجة إلى “حفظ الأنفس” وقت الجوائح والكوارث بدرجة أكبر حفاظا على النوع البشري.. ولما كانت جائحة /كوفيد- 19/ من أشد ما حل بشعوب العالم في زماننا، فقد وجب التكاتف من أجل الحد من انتشارها.. والتعاون من أجل توفير اللقاحات لشعوب الأرض دون تمييز بين غني وفقير وشمال وجنوب وشرق وغرب”.

وتابع سعادته:” ويسعد وزارة الأوقاف والشؤون الإسلامية بدولة قطر أن تكون من بين داعمي هذه الحملة تحقيقا لمقصد حفظ الأنفس وإحيائها وصيانتها من فيروس /كوفيد- 19/ الفتاك لتوفير لقاحات للاجئين والمهاجرين، وستساهم الوزارة بمبلغ عشرة ملايين ريال قطري من المصرف الوقفي للرعاية الصحية”.

وقد ألقى سعادة الشيخ عبدالله بن ثامر آل ثاني رئيس مجلس إدارة الهلال الأحمر القطري كلمة قال فيها: “باسمي واسم كافة منتسبي ومتطوعي الهلال الأحمر القطري، يسرنا أن نرحب بكم في حفل إطلاق هذه المبادرة الإنسانية التي تسعى للوصول إلى من يكابدون أزمات إنسانية طارئة أو يعيشون في ظروف تحرمهم من الحصول على لقاح كوفيد-19، مما يوجب ضرورة وضعهم في الاعتبار ضمن عمليات التطعيم.”

وأضاف ” يسرنا أن نعلن عن الحملة التي تتيح أيضا فرصة غير مسبوقة للمسلمين في شتى بقاع العالم لتوجيه زكاة أموالهم لصالح جهود التطعيم ضد /كوفيد-19/، وذلك وفقا لأحكام الشريعة الإسلامية وضوابطها، خاصة وأن المسلمين في جميع أنحاء العالم يستقبلون شهر رمضان المبارك، الذي تتجلى فيه نفحات الروحانيات والرحمة والعمل الصالح والتكافل ومضاعفة الأجر، مما يبشر بانضمامهم إلى هذا العمل الفريد من نوعه”.

من جهته، قال الدكتور تيدروس أدهانوم غيبريسوس مدير عام منظمة الصحة العالمية إنه “رغم أن الجائحة قد أثرت علينا جميعا، فإن الأشد فقرا وتهميشا هم أكثر من تأثروا بها، سواء من حيث فقد الأرواح أم فقد الأرزاق، إن غياب المساواة في توزيع اللقاحات ليس مجرد تجاوز أخلاقي، بل هو أيضا أمر انهزامي من الناحيتين الاقتصادية والوبائية، لذا فإن اختيار الشعب القطري، وغيره من شعوب المنطقة، لتوجيه زكاة مالهم نحو تحقيق المساواة في التطعيم لهو تأكيد على أننا نصطف جميعا في هذه المعركة كمجتمع عالمي واحد”.

من جانبه، قال سعادة السفير علي بن خلفان المنصوري، المندوب الدائم لدولة قطر لدى مكتب الأمم المتحدة والمنظمات الدولية الأخرى بجنيف

“يسعدنا أن نشيد بهذه المبادرة الإنسانية الكريمة التي تستهدف توفير لقاح /كوفيد-19/ للفئات الأكثر ضعفا من اللاجئين والنازحين والمهاجرين حول العالم، ممن هم في أشد الحاجة لهذا اللقاح”.

وأضاف أن هذه المبادرة الإنسانية ليست غريبة أو جديدة على دولة قطر، التي ظلت دوما سباقة لعمل الخير ودعم الجهود والمبادرات العالمية والإقليمية، في إطار تعاونها الدولي واستشعارها على الدوام للمسؤولية الدولية الجماعية لمجابهة الكوارث والأوبئة كجائحة /كوفيد-19/”.. مؤكدا على التزام واهتمام الوفد الدائم لدولة قطر في جنيف بكل ما من شأنه أن يدعم جهود دولة قطر في تعاونها الدولي وتوطيد علاقاتها وشراكاتها مع المنظمات الدولية الموجودة في جنيف، بما فيها منظمة الصحة العالمية.

من جانبه، قال سعادة الدكتور هلال مساعد الساير رئيس مجلس إدارة الهلال الأحمر الكويتي وعضو اللجنة الدائمة :” ما علينا إلا أن نقول شكراً من القلب للهلال الأحمر القطري على هذه المبادرة الإنسانية، التي هي ليست بغريبة على الأشقاء في قطر، والذين لطالما دعموا الإنسانية والمحتاجين والمتضررين في أرجاء الكرة الأرضية”، مؤكدا أن هذه المبادرة التي تسعى لتوفير لقاح /كوفيد-19/ للاجئين والنازحين والمهاجرين هي من أهم الأولويات التي يحرص القائمون على العمل الإنساني على المضي فيها دون توقف.

وأضاف أن “الهلال الأحمر الكويتي يدعم هذه المبادرة لخدمة الإنسانية، ذلك أن توفير اللقاح هو مقدمة لعودة الحياة بشكل تدريجي، وأنه رغم أن تأمين العيش الكريم بشتى أشكاله هو أهم أولوية بالنسبة للاجئ والنازح، فإن كل ذلك مرتبط باللقاح وأهميته لإنهاء هذه الجائحة العالمية الطارئة، فالتبرع لصالحهم يقيهم ويحميهم، ويحمينا أيضاً، ضد فيروس /كورونا/”.

وأشار إلى أن اللاجئين والنازحين في شتى بقاع العالم مروا بالكثير من المآسي والصدمات، ويحتاجون الآن إلى الدعم والتبرع لصالحهم أكثر من أي وقت مضى.

وفي ذات السياق، أعرب السيد أنيل سوني الرئيس التنفيذي لمؤسسة منظمة الصحة العالمية عن ترحيبه بالهلال الأحمر القطري على قيامه اليوم بإطلاق مبادرة لحث القطريين على تحويل زكاة مالهم إلى فرصة للمساعدة من خلال التعاون مع منظمة الصحة العالمية، وضمان حصول الجميع على اللقاح.. وقال إن “التضامن فيما بيننا سيمكننا من المحافظة على سلامة بعضنا البعض”، معربا عن شكره لكل من شارك في هذه الحملة، ولكل من ساهم فيها.

بعد ذلك، تحدث السيد مراد إلياليتي نائب رئيس الهلال الأحمر التركي، قائلاً:” أود أن أعبر عن خالص الشكر والامتنان لدولة قطر وللهلال الأحمر القطري على إطلاق هذه الحملة، وعلى دعمهما السخي للاجئين والنازحين حول العالم، وبصفته منظمة إنسانية رائدة في بلد يستضيف أكبر عدد من اللاجئين على مستوى العالم، فإن الهلال الأحمر التركي يتشرف بدعم هذه الحملة، ليس مادياً فحسب بل وأيضاً بتعزيز ومناصرة حقوق اللاجئين والمهاجرين والنازحين”.

من جانبه، شكر الدكتور حسام الشرقاوي، مدير المكتب الإقليمي للاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر، سعادة الشيخ عبدالله بن ثامر آل ثاني، رئيس مجلس إدارة الهلال الأحمر القطري، على هذه المبادرة الكريمة، وقال:” إننا نشيد بأهمية هذه المبادرة، كونها تهدف إلى إحلال قدر من المساواة بين من يحتاج اللقاح فعلاً وبين من هو قادر على شرائه، إذ لوحظ خلال الأيام الماضية قدر كبير من عدم المساواة في توزيع اللقاح في منطقتنا وفي العالم”.

وأعرب عن أمله أن تؤدي هذه المبادرة الكريمة إلى معالجة عدم المساواة، لأننا كلنا في القارب ذاته.. وقال “بصفة الاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر هو أكبر شبكة إنسانية في العالم، فإنهم مستعدون لتقديم دعمهم التقني وخبرتهم العملية في سبيل التأكد من أن عمليات التطعيم تتم استناداً إلى المعايير الدولية”.

بدوره، قال السيد عمر عودة، رئيس البعثة الإقليمية للجنة الدولية للصليب الأحمر بدول مجلس التعاون الخليجي:”أود أن أتقدم بخالص الشكر لدولة قطر وللهلال الأحمر القطري على استضافة هذه المبادرة لدعم توفير لقاحات /COVID-19/ للاجئين والمهاجرين والنازحين داخلياً، والتي تعد أحدث مثال على مشاركتهم الإنسانية الطويلة…لقد كان الجمع بين الآثار الصحية والآثار الثانوية لـCOVID19 صعبًا بشكل خاص في ظروف النزاع، إن حوالي 160 مليون شخص يجدون أنفسهم في هذا المأزق”.

وأضاف “لقد أكدت هذه الاحتياجات الملحة أهمية التضامن والعمل الجماعي، لذا تنضم اللجنة الدولية للصليب الأحمر إلى الدعوات لتجنب تصور ضيق لاحتياجات التطعيم والنظر إلى ما وراء الحدود الوطنية”.
