Al Khal: Qatar is in Midst of a Second Wave of COVID-19, and All Imposed Restrictions must be Respected

Doha: The Deputy Chief Medical Officer of Hamad Medical Corporation and Chairman of the National Pandemic Preparedness Committee Dr. Abdullatif Al Khal, warned that the State of Qatar is in the midst of the second wave of the spread of the Coronavirus (Covid-19) and this wave has not yet reached its climax.

This came in a press conference held by Dr. Al-Khal yesterday, and Acting Undersecretary for Trade Affairs at the Ministry of Commerce and Industry Saleh bin Majid Al-Khulaifi, on the developments of the Coronavirus pandemic in Qatar.

Dr. Al Khal called on all members of society to adhere to the application of precautionary measures and to apply the new restrictions imposed to confront this pandemic.

He said that Qatar is currently witnessing an increase in the number of daily infections with the Coronavirus and the number of acute cases that require hospitalization, as well as in the number of critical cases requiring admission to intensive care.

He attributed the reason for the occurrence of a second wave in Qatar to the emergence and spread of new strains of the virus, in addition to the laxity of many members of society in applying preventive measures and the frequent visits, social meetings, parties and events.

He pointed out that the same simple and well-known measures such as wearing a mask and keeping a safe distance from others can greatly prevent infection with the new strain.

At the press conference, Dr. Al Khal reviewed graphs showing the extent of the virus currently spreading in the country, including the number of weekly infections in general in the State of Qatar, as the drawings showed that the curve is still rising and Qatar have not reached its peak yet.

Dr. Al Khal pointed out that most of the infections during this wave are among citizens and white-collar residents and their family members, more than among craftsmen, in contrast to the first wave.

He also reviewed a chart showing a clear increase in the number of infections in these two categories, explaining that most of these infections are attributed to social encounters within the family and outside the family, to the scope of the extended family.

He explained that there is an increase in some important indicators monitored by the Ministry of Public Health in monitoring the pandemic, which show the extent of its spread in society, including the percentage of positive examinations among those who have symptoms as the rate of positivity reached 30 percent, as well as the percentage of positivity among contacts has increased and reached the target 11 percent, which is considered a high rate.

He pointed out that with regard to the number of cases that require hospitalization, an increase in the index has been recorded over the past three weeks, as last week, 1468 new cases were entered due to severe inflammation in the lungs. These infections are treated by administering oxygen and using anti-viral and anti-inflammatory drugs.

He added that there is a noticeable increase in the number of intensive care admissions, as 266 cases were admitted last week, and the reason for the increase in hospital admissions is due to the general increase in the number of infections in addition to the emergence of new strains that caused more severe infections than previous strains.

Dr. Al Khal emphasized that the Ministry of Public Health is working to provide a sufficient number of beds supported by the necessary medical and nursing staff in order to ensure access to a bed for every case that requires admission to the hospital.

With regard to deaths, he explained that there has been a noticeable increase in the number of deaths in recent days, and this is also due to an increase in the number of infections in general, as well as to the severity of the disease caused by the new strains.

Al Khal stressed that the medical teams are doing their utmost to treat and save the infected patients through distinguished medical care with high efficiency that is no less than what it was during the first wave, appreciating the great role that doctors, nurses and all workers in the health sector play in treating patients and combating the pandemic.

He pointed out that two weeks ago, it had been announced that a number of cases of the South African strain of the virus had been recorded among travelers coming to the State of Qatar.

He said that despite the strict quarantine policy that is followed with all travelers, this South African strain has reached the community, which means that the British and South African strains of Coronavirus (Covid-19) are now spreading in Qatar.

He added that the two new strains cause more severe symptoms compared to the original strain, expressing his belief that the South African strain had a significant impact that contributed to the increase in the number of cases of (Covid-19) during the past ten days.

But Dr. Al Khal confirmed that the two vaccines currently in use in the State of Qatar, namely the Pfizer and BioNTech vaccine and Moderna vaccine, have proven their effectiveness against the South African and British strains.

On the other hand, Dr. Al-Khal spoke about the facilities that have been increased to treat people with coronavirus, as he explained that, last Saturday, Al Wakra Hospital was designated as a medical facility for (Covid-19) cases, as part of the measures taken by Hamad Medical Corporation to enhance the available clinical capacity in hospitals, and to meet the increasing demand for services due to the high number of cases, and thus Al Wakra Hospital has become the seventh facility of Hamad Corporation facilities that is designated to provide care for (Covid-19) patients.

He said that despite the high number of people who need to be admitted to hospital for treatment, the health care system has sufficient capacity to ensure that everyone who needs medical care can receive unnecessary care.

He added that Al Wakra Hospital will add 400 additional beds and 150 intensive care beds to the available clinical capacity for (Covid-19) patients, and there are also additional steps that can be taken to increase the clinical capacity allocated to (Covid-19) patients if the need arises.

He explained that the separation of facilities designated for (Covid-19) and facilities designated for people without (Covid-19) helps to ensure that the available resources are optimally used to provide high-quality care for patients infected with (Covid-19), this also allows those attending facilities not designated for (Covid-19) to safely obtain regular medical services without the risk of infection.

Dr. Al Khal stressed that despite the state’s control over the spread of the virus throughout the last quarter of 2020, the State of Qatar has maintained the application of a number of policies aimed at delaying the occurrence of the second wave of the virus. 

Dr. Al Khal said that the quarantine policy for people coming to the State of Qatar is among the most stringent policies in the world and has proven effective in delaying the entry of the new strains into the country, while many countries of the world were affected by these strains at that time.

In addition, the country has maintained the precautionary measures to curb the spread of the virus, such as wearing masks, maintaining a safe distance, limiting gatherings, checking body temperature and checking the health status on the EHTERAZ application when entering all public buildings, in addition to the application of the blended education system in schools, Dr. Al Khal added.

He noted that despite the continuous efforts, the State of Qatar, like many countries in the region and the world, was unable to prevent a new wave of the pandemic, therefore more restrictions were quickly imposed at the beginning of February, after a significant increase in the number of new daily cases has been recorded steadily since the beginning of the year.

He stated that these restrictions contributed to limiting the spread of the virus more than it is now. Despite this, the arrival of the British strain to the country during the month of March contributed to an increase in the number of cases, especially in cases requiring admission to hospital, explaining that once the British strain was discovered in Qatar, the restrictions were tightened further in an attempt to counter the new strain.

He noted that the recent development represented by the spread of the South African strain means that restrictions must be escalated further, noting that the new restrictions and procedures that are applied need a period of two weeks in order for their results to be known.

Dr. Al Khal reviewed the new restrictions that were announced yesterday as part of the efforts made to address the second wave of the virus. He noted that his is fully aware that the timing of announcing the new measures before the month of Ramadan will be difficult for many people, but stressed the significance of applying these new restrictions for the next two weeks with the beginning of Ramadan.

He stressed the important role of the community in curbing the spread of the virus as it was in the first time. Dr. Al Khal warned that if the precautionary restrictions are not applied, the number of cases will continue to rise and the restrictions may be escalated further.

He called on everyone, including people who received the anti-virus vaccine, to implement the new preventive measures and restrictions more than ever before, as this is the fastest way to reduce infections and deaths.

He noted that the National COVID-19 Vaccination Program has made a remarkable achievement, reaching one million doses. More than 25,000 people are currently vaccinated and protected from the disease daily.

He explained that medical experiments have proven that both vaccines used in the State of Qatar are 95 percent effective in preventing severe infection. However, he noted that there is no 100 percent effective vaccine, indicating that few people were infected after vaccination, but most often they have mild symptoms.

He added that there is encouraging evidence in the State of Qatar on the effectiveness of vaccination against the new strains, urging all persons eligible to get vaccinated.

On the duration of the new restrictions, Dr. Al Khal said that it needs at least two to three weeks for its results to appear, indicating that its success is guaranteed in the event that everyone adheres to it. After that the Ministry of Public Health will review the indicators and take into account the month of Ramadan and Eid al-Fitr, and will submit the appropriate recommendations in a timely manner.

On the demands by those who received the vaccine to be excluded from some restrictions, Dr. Al Khal noted that there are a number of exceptions that have been made in this framework, and there will be more exceptions in the future when a larger proportion of the population receive the vaccination. He noted that the exceptions now are for those who received two doses of the vaccine and are exempted from quarantine upon return from travel and from quarantine when contacting the infected if the test result was negative, along with some other matters such as social gatherings that gather only the vaccinated. 

The Acting Undersecretary for Trade Affairs at the Ministry of Commerce and Industry Saleh bin Majid Al-Khulaifi stressed the need for all establishments and shops to adhere to the measures and restrictions contained in the distinguished cabinet decision, to ensure the safety of all.

He stressed that the Ministry, in close cooperation with the Ministry of Public Health and other concerned authorities, will work to ensure that facilities, shops and restaurants apply all restrictions contained in the decision.

He said that the joint inspection teams will make sure of this through tours and inspection visits to all commercial complexes, foodstuff stores and other facilities that provide the rest of the services to the public.

Al-Khulaifi also affirmed the Ministry’s keenness, in light of the current circumstances associated with the increase in the number of people infected with the Coronavirus (Covid-19), to ensure the continued provision of basic services to citizens and residents, on top of which is ensuring the continuity of supplies of food and consumer goods.

He pointed out that the Ministry of Commerce and Industry is also keen to ensure that the concerned facilities continue to provide the necessary services and implement all health requirements, stressing in this context the states keenness to draw up a policy based on the balance between commercial benefit and community health, benefiting from the previous experience in the year 2020.

In his response to a question about not allowing people who received vaccination to go to restaurants and barbershops, he explained that the Cabinets decision to ban services in restaurants, barbershops and clubs comes in consideration for those who did not receive vaccinations.

He said that there are those who go through these services who have not received the vaccine and therefore are at risk of infection, and the service may be in closed places, which increases the risk of exposure to the virus. In light of the current situation and the high number of cases, it is not advisable to provide these services, especially in high-risk places, whether it is sports clubs or restaurants, he added.

Regarding the closure of popular markets on Friday and Saturday, and the exclusion of commercial complexes from that, he explained that the aim of these measures is to provide services to the public and at the same time protect society from the danger of the virus.

Regarding commercial complexes and malls, he pointed out that these complexes have modern ventilation systems, and in the event that any of them violate the requirements of social distancing or violate the rules of proportions assigned to them, they will be closed just as the previously violating complexes have been closed, calling on all shops to abide by the rules, measures and restrictions approved by the Shura Council.

Regarding the restrictions on restaurants and cafes outside commercial complexes, Al-Khulaifi pointed out that the aim of the decision is to reduce the time people sit in restaurants and cafes and not to close them.

He said that restaurants and cafes, whether in malls or in commercial streets, and clubs are allowed to offer their products and services to the public through delivery or by delivering the product or service to anyone who visits them.

He reiterated that the main goal of the restrictions is to prevent sitting inside these restaurants and cafes, whether inside the restaurant or in the open air, and the goal is not closure.

الدوحة: نبه الدكتور عبداللطيف الخال رئيس المجموعة الاستراتيجية الوطنية للتصدي لفيروس كورونا (كوفيد-19) ورئيس قسم الأمراض الانتقالية في مؤسسة حمد الطبية، أن دولة قطر تعتبر في وسط الموجة الثانية من انتشار وباء فيروس كورونا (كوفيد-19) ولم تصل هذه الموجة ذروتها حتى الآن.

جاء ذلك في مؤتمر صحفي عقده الدكتور الخال يوم الأمس، والسيد صالح بن ماجد الخليفي وكيل الوزارة المساعد لشؤون التجارة بوزارة التجارة والصناعة، حول مستجدات جائحة كورونا في قطر.

ودعا الدكتور الخال كافة أفراد المجتمع إلى الالتزام بتطبيق الإجراءات الاحترازية وتطبيق القيود الجديدة المفروضة لمجابهة هذه الجائحة.

وقال إن قطر ما زالت تشهد حاليا ارتفاعا في عدد الإصابات اليومية بفيروس كورونا وعدد الحالات الحادة التي تستدعي الدخول للمستشفى، وكذلك في عدد الحالات الحرجة التي تستدعي الدخول للعناية المركزة.

وأرجع سبب حدوث موجة ثانية من الوباء في قطر إلى ظهور وانتشار سلالات جديدة من الفيروس، بالإضافة إلى تراخي العديد من أفراد المجتمع في تطبيق الإجراءات الوقائية وكثرة الزيارات واللقاءات الاجتماعية والحفلات والمناسبات، مشيرا إلى أن نفس الإجراءات البسيطة والمعروفة مثل لبس الكمام والحفاظ على مسافة آمنة من الآخرين يمكنها منع الإصابة بالسلالة الجديدة وبشكل كبير.

واستعرض الدكتور الخال في المؤتمر الصحفي، رسوما بيانية توضح مدى انتشار الفيروس في البلاد حاليا، ومنها عدد الإصابات الأسبوعية بشكل عام في دولة قطر، حيث أظهرت الرسوم أن المنحنى ما يزال آخذا في الارتفاع ولم نصل الذروة حتى الآن.

ولفت الدكتور الخال إلى أن معظم الإصابات خلال هذه الموجة هي بين المواطنين ومن المقيمين من ذوي الياقة البيضاء وأفراد أسرهم أكثر منها بين العاملين الحرفيين وذلك خلافا للموجة الأولى.

كما استعرض رسما بيانيا يظهر تزايدا واضحا في عدد الإصابات في هاتين الفئتين، موضحا أن معظم هذه الإصابات يعزى إلى اللقاءات الاجتماعية داخل الأسرة وخارج الأسرة إلى نطاق الأسرة الممتدة.

وأوضح أن هناك ارتفاعا في بعض المؤشرات المهمة التي ترصدها وزارة الصحة العامة في مراقبة الوباء والتي تبين مدى انتشاره في المجتمع، ومنها نسبة إيجابية الفحوص بين من لديهم أعراض ويذهبون للفحص، حيث بلغت نسبة الإيجابية 30 بالمئة، وكذلك نسبة الإيجابية بين المخالطين قد زادت ووصلت إلى غاية 11 بالمئة وهي تعتبر نسبة عالية.

ولفت إلى أنه بالنسبة لعدد الحالات التي تستدعي دخول المستشفيات فقد تم تسجيل ارتفاع في المؤشر على مدى الأسابيع الثلاثة الماضية، حيث إنه في الأسبوع الماضي تم إدخال 1468 حالة جديدة بسبب التهاب شديد في الرئتين ويتم علاج هذه الإصابات من خلال إعطاء الأكسجين واستخدام أدوية مضادة للفيروس وأدوية مضادة للالتهاب.

وأضاف أن هناك ارتفاعا ملحوظا في عدد حالات الدخول للعناية المركزة، حيث تم إدخال 266 حالة في الأسبوع الماضي، ويعزى سبب ارتفاع حالات دخول المستشفيات إلى الارتفاع بشكل عام في عدد الإصابات بالإضافة إلى ظهور السلالات الجديدة التي تسببت في حدوث إصابات أشد من السلالات السابقة.

وأكد الدكتور الخال أن وزارة الصحة العامة تقوم بالعمل على توفير العدد الكافي من الاسرة المدعومة بالطواقم الطبية والتمريضية اللازمة من أجل ضمان الحصول على سرير لكل حالة تستدعي الدخول للمستشفى.

وفيما يتعلق بالوفيات، أوضح أن هناك زيادة ملحوظة في عدد الوفيات في الأيام الأخيرة، ويعود ذلك أيضا إلى زيادة في عدد الإصابات بشكل عام، وكذلك إلى شدة المرض الذي تسببه السلالات الجديدة.

وشدد الدكتور عبداللطيف الخال على أن الطواقم الطبية تبذل أقصى ما تستطيع لعلاج المصابين وإنقاذهم من خلال رعاية طبية متميزة ذات كفاءة عالية لا تقل عما كانت عليه أثناء الموجة الأولى، مثمنا الدور الكبير الذي يقوم به الأطباء والممرضون وكل العاملين في القطاع الصحي في علاج المرضى ومكافحة الوباء.

وبين أنه تم على مدار الأسابيع الأخيرة استمرار انتشار ما يعرف بالسلالة البريطانية من فيروس كورونا بين أفراد المجتمع، وقد أسهم ذلك في زيادة عدد حالات الإصابة وزيادة عدد الحالات التي يتم إدخالها للمستشفيات، حيث تنتشر هذه السلالة بشكل أسرع وتسبب مرضا أكثر شدة من السلالة الأصلية.

وأشار إلى أنه تم قبل أسبوعين الإعلان عن تسجيل عدد من حالات الإصابة بالسلالة الجنوب إفريقية من الفيروس بين مسافرين قادمين لدولة قطر.

وقال إنه على الرغم من سياسة الحجر الصحي الصارمة التي يتم إتباعها مع جميع المسافرين، فقد وصلت هذ السلالة الجنوب إفريقية إلى المجتمع، وهو ما يعني أن السلالتين البريطانية والجنوب إفريقية من فيروس كورونا (كوفيد-19) تنتشران في قطر الآن.

وأضاف أن السلالتين الجديدتين تتسببان في أعراض أكثر حدة مقارنة مع السلالة الأصلية، معربا عن اعتقاده بأن السلالة الجنوب إفريقية كان لها أثر كبير ساهم في ارتفاع عدد حالات الإصابة بـ (كوفيد-19) خلال العشرة أيام الماضية.

ولكن الدكتور الخال أكد على أن اللقاحين المستخدمين حاليا في دولة قطر، وهما لقاح فايزر وبيونتيك ولقاح موديرنا، قد أثبتا فعاليتهما ضد السلالتين الجنوب إفريقية والبريطانية.

من جهة أخرى، تحدث الدكتور عبداللطيف الخال عن المرافق التي تمت زيادتها لعلاج المصابين بكورونا، حيث أوضح أنه تم يوم السبت الماضي تخصيص مستشفى الوكرة كمرفق طبي خاص بحالات (كوفيد-19)، وذلك في إطار الإجراءات التي تتخذها مؤسسة حمد الطبية لتعزيز السعة السريرية المتاحة بالمستشفيات وتلبية الطلب المتزايد على الخدمات بسبب ارتفاع عدد حالات الإصابة، وبذلك أصبح مستشفى الوكرة هو المرفق السابع من مرافق مؤسسة حمد التي يتم تخصيصها لتقديم الرعاية لمرضى (كوفيد-19).

وقال إنه على الرغم من ارتفاع عدد الأشخاص الذين يحتاجون إلى الدخول للمستشفى لتلقي العلاج، إلا أن نظام الرعاية الصحية لديه سعة كافية لضمان تمكّن كل من يحتاج إلى رعاية طبية من تلقي الرعاية دون الضرورية.

وأضاف أن مستشفى الوكرة سيضيف 400 سرير إضافي و150 سريرا للعناية المركزة إلى السعة السريرية المتاحة لمرضى (كوفيد-19)، كما توجد خطوات إضافية يمكن اتخاذها لزيادة السعة السريرية المخصصة لمرضى (كوفيد-19) إذا دعت الحاجة لذلك.

وأوضح أن الفصل بين المرافق المخصصة لـ (كوفيد-19) والمرافق المخصصة لغير المصابين بـ (كوفيد-19) يساعد في ضمان الاستفادة من الموارد المتاحة على النحو الأمثل لتقديم رعاية عالية الجودة للمرضى المصابين بفيروس (كوفيد-19)، كما يتيح ذلك للذين يحضرون للمرافق غير المخصصة لـ (كوفيد-19) من الحصول على الخدمات الطبية الاعتيادية بصورة آمنة دون التعرض لخطر الإصابة بالعدوى.

وشدد الدكتور الخال على أنه وبالرغم من سيطرة الدولة على مدى انتشار الفيروس طوال الربع الأخير من عام 2020، فقد حافظت دولة قطر على تطبيق عدد من السياسات التي تهدف إلى تأخير حدوث الموجة الثانية من الفيروس.

وقال الدكتور الخال إن سياسة الحجر الصحي الخاصة بالأشخاص القادمين إلى دولة قطر تعتبر من أكثر السياسات صرامة في العالم وأثبتت فعاليتها في تأخير دخول السلالات الجديدة إلى الدولة، في حين تأثر العديد من دول العالم بهذه السلالات في ذلك الوقت.

وبين أنه بالإضافة إلى ذلك تمت مواصلة اتباع التدابير الاحترازية التي تحد من تفشي الفيروس، والتي تشمل ارتداء الكمامة، والحفاظ على المسافة الآمنة، والحد من التجمعات، وفحص درجة حرارة الجسم والتحقق من الحالة الصحية الموجودة على تطبيق احتراز عند دخول جميع المباني العامة، بالإضافة إلى تطبيق نظام التعليم المدمج في المدارس.

وأفاد بأن هذه القيود ساهمت في الحد من انتشار الفيروس بشكل أكبر مما هو عليه الآن، وبالرغم من ذلك ساهم دخول السلالة البريطانية إلى المجتمع خلال شهر مارس في حدوث زيادة في عدد الحالات ولا سيما في الحالات التي تستدعي الدخول إلى المستشفى، موضحا أنه بمجرد اكتشاف دخول السلالة البريطانية إلى دولة قطر تم تصعيد القيود المفروضة في محاولة لمكافحة هذه السلالة الجديدة.

وقال إن التطور الأخير المتمثل في انتشار سلالة جنوب إفريقيا يعني “أننا سوف نحتاج مرة أخرى لزيادة القيود وبشكل أكبر”، مؤكدا أن القيود والإجراءات الجديدة التي يتم تطبيقها تحتاج إلى فترة أسبوعين كي يتم معرفة نتائجها.

واستعرض الدكتور الخال القيود الجديدة التي تم الإعلان عنها يوم أمس في إطار الجهود المبذولة للتصدي للموجة الثانية من الفيروس، وقال إنه يدرك تماما أن توقيت إعلان الإجراءات الجديدة قبل شهر رمضان سيكون صعبا على العديد من الناس، ولكن مع تطبيق هذه القيود الجديدة لفترة الأسبوعين المقبلين ومع بداية شهر رمضان سيكون له أثر على الناس في الشهر الفضيل، مشددا على أن أفراد المجتمع لديهم القدرة لكبح انتشار الفيروس كما تم في المرة الأولى.

وحذر الدكتور الخال من أنه وفي حال عدم الالتزام بتطبيق القيود الاحترازية فإنه سيتواصل ارتفاع أعداد الحالات وقد يتم اللجوء لتصعيد القيود بشكل أكبر.

كما دعا الجميع بمن فيهم الأشخاص الذين حصلوا على اللقاح المضاد للفيروس، إلى تطبيق الإجراءات الوقائية والقيود الجديدة أكثر من أي وقت مضى، حيث إن ذلك هو السبيل الأسرع في الوقت الحالي لتقليل الإصابات والوفيات.

وأشار إلى أن البرنامج الوطني للتطعيم ضد فيروس (كوفيد-19) حقق إنجازا هاما، حيث وصل إلى المليون جرعة، ويتم حاليا تطعيم أكثر من 25 ألف شخص وحمايتهم من المرض يوميا.

وأوضح أن التجارب الطبية أثبتت أن كلا اللقاحين المستخدمين في دولة قطر فعالان بنسبة 95 بالمئة لمنع الإصابة الشديدة المرتبطة بالعدوى، ولا يوجد لقاح فعال بنسبة 100 بالمئة، لافتا إلى أن عددا قليلا من الأشخاص يصابون بفيروس (كوفيد-19) بعد التطعيم، وغالبا ما تكون إصاباتهم خفيفة.

كما أفاد بأن هناك أدلة مشجعة في دولة قطر على فعالية التطعيم للحد من الإصابة بالسلالات الجديدة، وحث كافة الأشخاص المؤهلين للحصول على التطعيم سواء بسبب العمر أو إصابتهم بأمراض مزمنة بعدم التردد في أخذ اللقاح لما أثبته من سلامة وفعالية، منبها من أن أي تأخير في أخذ التطعيم قد يؤدي إلى زيادة خطر الإصابة بالفيروس والإصابة بعدوى شديدة.

ودعا في الوقت نفسه كافة أفراد المجتمع أن يأخذوا القيود الجديدة على محمل الجد والابتعاد عن الأشخاص الآخرين الذين لا يتواجدون ضمن إطار الأسرة الواحدة خلال فترة الأسابيع القادمة، حتى يتم التمكن من إيقاف دورة انتشار الفيروس في المجتمع ومنع الموجة الثانية من إيذاء حياة المزيد من الأشخاص.

وحول مدة العمل بالقيود الجديدة، قال الدكتور الخال إنها تحتاج على الأقل لفترة أسبوعين إلى ثلاثة أسابيع حتى تظهر نتائجها، مشيرا إلى أن نجاحها مضمون في حال التزام الجميع بها، وبعد ذلك تقوم وزارة الصحة العامة بإعادة النظر في المؤشرات والأخذ بعين الاعتبار شهر رمضان وعيد الفطر وسيتم رفع التوصيات المناسبة في حينه من أجل الإبقاء عليها أو التخفيف منها.

وفيما يتعلق ببعض الذين حصلوا على اللقاح المضاد للفيروس ويطالبون باستثنائهم من بعض القيود، أكد أن هناك عددا من الاستثناءات التي تمت في هذا الإطار ولكن في المستقبل ستكون هناك استثناءات بشكل أكبر إذا تمت تغطية نسبة كبيرة من السكان من التطعيم، مشيرا إلى أن الاستثناءات لمن تلقوا جرعتين من اللقاح تتمثل حاليا في الإعفاء من الحجر عند العودة من السفر وعدم الحجر عند مخالطة المصابين إذا كانت نتيجة المخالط الذي تلقى اللقاح سلبية إلى جانب بعض الأمور الأخرى مثل اللقاءات الاجتماعية التي تجمع المطعمين فقط.

بدوره، شدد السيد صالح بن ماجد الخليفي وكيل الوزارة المساعد لشؤون التجارة بوزارة التجارة والصناعة على ضرورة التزام كافة المنشآت والمحلات التجارية بالتدابير والقيود التي تضمنها قرار مجلس الوزراء الموقر، لضمان سلامة الجميع.

وأكد على أن الوزارة وبالتعاون الوثيق مع وزارة الصحة العامة والجهات المعنية الأخرى ستعمل على ضمان تطبيق المنشآت والمحلات التجارية والمطاعم لكافة القيود التي تضمنها القرار.. وقال “إن فرق التفتيش المشتركة ستقوم بالتأكد من ذلك من خلال جولات وزيارات تفقدية على كافة المجمعات التجارية ومحلات بيع المواد الغذائية وغيرها من المرافق التي تقدم بقية الخدمات للجمهور”.

كما أكد السيد الخليفي حرص الوزارة في ظل الظروف الحالية المرتبطة بزيادة أعداد المصابين بفيروس كورونا (كوفيد-19)، على ضمان استمرار تقديم الخدمات الأساسية للمواطنين والمقيمين وعلى رأسها ضمان تواصل الامدادات من المواد الغذائية والاستهلاكية.

ولفت إلى أن وزارة التجارة والصناعة حريصة كذلك على ضمان أن تقوم المنشآت المعنية بالاستمرار في تقديم الخدمات الضرورية وتطبيق كافة الاشتراطات الصحية، مؤكدا في هذا الإطار حرص الدولة على رسم سياسة قائمة على التوازن بين المنفعة التجارية وصحة المجتمع مستفيدين من التجربة السابقة في سنة 2020.

وفي رده على سؤال حول عدم السماح للأشخاص الذي تلقوا التطعيم بارتياد المطاعم وصالونات الحلاقة، أوضح أن قرار مجلس الوزراء الموقر، بمنع الخدمات في المطاعم وصالونات الحلاقة والأندية، يأتي مراعاة لمن لم يحصلوا على اللقاحات.. وقال “إن هناك من مرتادي هذه الخدمات من لم يحصل على اللقاح وبالتالي هم معرضون لخطر الإصابة، وقد تكون الخدمة في أماكن مغلقة مما يزيد من مخاطر التعرض للفيروس”.

وأضاف “في ظل الوضع الحالي وارتفاع عدد الحالات لا ينصح بتقدم هذه الخدمات، خاصة في الأماكن شديدة المخاطر سواء كانت الأندية الرياضية أو المطاعم”.

وبشأن إغلاق الأسواق الشعبية يومي الجمعة والسبت، واستثناء المجمعات التجارية من ذلك، أوضح أن الهدف من هذه التدابير هو تقديم الخدمات للجمهور وفي الوقت ذاته حماية المجتمع من خطر الفيروس، مبينا أن “الأسواق الشعبية عادة تكون ضيقة، فضلا عن حالة الازدحام خاصة يومي الجمعة والسبت، فكان القرار أن تفتح طوال أيام الأسبوع لتقديم خدماتها خاصة مع قرب رمضان، ما عدا يومي الجمعة والسبت”.

وعن المجمعات التجارية والمولات، أشار إلى أن هذه المجمعات لديها نظم تهوية حديثة، وفي حال خالفت أي منها اشتراطات التباعد الاجتماعي أو أخلت بقواعد النسب المخصصة لها فسيتم إغلاقها كما تم إغلاق المجمعات المخالفة سابقا”، داعيا جميع المحلات التجارية إلى الالتزام بالقواعد والتدابير والقيود التي أقرها مجلس الوزراء الموقر.

وحول القيود على المطاعم والمقاهي خارج المجمعات التجارية، أشار السيد الخليفي إلى أن الهدف من القرار هو تقليل فترة جلوس الأشخاص في المطاعم والمقاهي وليس إغلاقها.. وقال “إن المطاعم والمقاهي سواء كانت في المجمعات التجارية أو في الشوارع التجارية والأندية مسموح لها أن تقدم منتجاتها وخدماتها للجمهور عن طريق التوصيل أو عن طريق تسليم المنتج أو الخدمة لأي شخص يزورها”.

وأعاد التأكيد على أن الهدف الرئيسي من القيود هو منع الجلوس داخل هذه المطاعم والمقاهي سواء كانت الجلسات داخل المطعم أو في الهواء الطلق، وليس الهدف الإغلاق.
