Al Buainain: truth of deduction of teachers’ emoluments during Covid medical leave

Doha: Mr. Ali Al Buainain, Assistant Undersecretary for Joint Services at the Ministry of Education and Higher Education, stressed that the ministry attaches great importance to educational and administrative staff in schools and appreciates their vital role towards the state and society, pointing out that there is a misconception about the deduction of the emoluments of employees who contacted infected people or were infected by Corona during the quarantine period or sick leave.

“There are special regulations and a career system in the Ministry of Education and Higher Education, which contains career benefits, basic salary and allowances, and this is linked to the teacher’s presence in class or the supervisory allowances he performs through his work, and there are other privileges, including that the annual leave exceeds 80 days,” al-Buainin said during an interview with Qatar Tv’s Social Distance Program.

Al Buainain added: The system of employment and the regulation in schools determined the employee suspected of being infected with the Covid-19 virus or has contacted infected people or sick leave to be for a period of 14 days, the salary is completely due for the first 10 days of the leave and the days above are deducted allowances or other allowances associated with the job such as mobility allowance, supervisory allowances, etc., not the basic salary.

“The ministry encourages vaccination to reduce infections and contribute to the protection of all,” said Assistant Undersecretary for Joint Services at the Ministry of Education and Higher Education.

In response to a question about why these allowances are deducted even though the employee sometimes works remotely from his home, al-Buainain said: The regulations that define these rules were made in November 2019, i.e. before the Corona pandemic, and therefore it determines how to deal with the employee’s dues during sick leave, and we coordinated with the Ministry of Health in this aspect and considered it as a medical leave.

الدوحة: أكد السيد علي البوعينين، الوكيل المساعد لشؤون الخدمات المشتركة بوزارة التعليم والتعليم العالي، أن الوزارة تولي اهتماماً كبيراً بالكوادر التعليمية والإدارية في المدارس وتقدر دورهم الحيوي تجاه الدولة والمجتمع، مشيراً إلى وجود مفهوم خاطئ فيما يثار بشأن الخصم من مستحقات الموظفين المخالطين أو المصابين بكورونا خلال فترة الحجر أو الإجازة المرضية.  

وأكد البوعينين، خلال حديث لبرنامج المسافة الاجتماعية على تلفزيون قطر، أن هناك لوائح خاصة ونظام وظيفي متبع في وزارة التعليم والتعليم العالي، ويحتوي على المزايا الوظيفية والراتب الأساسية والعلاوات، وهذا مرتبط بحضور المعلم داخل الصف أو بالبدلات الإشرافية التي يؤديها عن طريق عمله، وهناك امتيازات أخرى منها أن الإجازة السنوية تتخطى 80 يوماً”.

وأضاف البوعينين: النظام الوظيفي واللائحة بالمدارس حددت إجازة الموظف المشتبه بإصابته بفيروس كوفيد-19  أو المخالط أو الإجازة المرضية المرضية بمدة 14 يوماً، ويتم حساب الراتب كاملاً للـ 10 أيام الأولى منها، أما الأيام التي تفوق ذلك فيتم خصم العلاوات أو البدلات الأخرى المرتبطة بالوظيفة مثل بدل التنقل والعلاوات الإشرافية وغيرها، وليس الراتب الأساسي.

وأكد الوكيل المساعد لشؤون الخدمات المشتركة بوزارة التعليم والتعليم العالي، أن “الوزارة تشجع على أخذ التطعيم للتقليل من الإصابات والإسهام في حماية الجميع”.

وفي رده على سؤال بشأن السبب وراء خصم هذه البدلات رغم أن الموظف يعمل أحياناً عن بعد من منزله، قال البوعينين: اللائحة التي تحدد هذه القواعد تمت في شهر نوفمبر من عام 2019، أي قبل حدوث جائحة كورونا، وبالتالي فإنها تحدد طريقة التعامل مع مستحقات الموظف خلال الإجازة المرضية، وقد قمنا بالتنسيق مع وزارة الصحة في هذا الجانب وقد اعتبروها إجازة طبية.
