Launching The World’s First Travel Bubble: is it possible in the GCC?

Doha: More than a year after Covid-19 was first detected, Asia’s first “travel bubble” has been launched. CNN reportes.
The islands of Palau and Taiwan have opened a reciprocal travel lane, allowing residents of both places to travel back and forth quarantine-free provided they follow certain guidelines.
The bubble, which Palau is calling a “sterile corridor,” kicked off on April 1, and CNN noted that the rules for participating are strict. Travelers on the first bubble-flight had to show up to the airport five and a half hours early so that they could be tested for Covid-19 on-site.
And that’s not the only restriction.
The would-be vacationers must join up with one of six government-approved tour groups and are required to stick to strict itineraries. Including mandatory mask-wearing in public.
The world’s first travel bubble was between Singapore and Hong Kong in December 2020, but this bubble was postponed due to the high number of cases of Coronavirus (Covid-19) in Hong Kong.
According to local Taiwanese media, The Island of Taiwan is considering creating a similar bubble with Guam.
The Gulf Bubble
The Gulf Cooperation Council countries are discussing the possibility of activating a health passport or an immunity health certificate to facilitate the movement of citizens between GCC countries, as well as the possibility of linking accredited Gulf applications to each other, related to the results of swabs and vaccination.
According to Gulf sources, “PCR may be required to be examined before entry or when arriving in the Gulf states, provided that the certificate is standardized, with applications for each country to verify the validity of the examination data, and the validity of the examination certificate is 72 hours, with the entry of GCC citizens with passport and not civil card.”
If the Gulf project comes to light, it will be the first Arab travel bubble.
The Bubble is a temporary solution
The “travel bubble” is a temporary solution to save airlines from losses, and Bloomberg points out that under the constraints associated with the Covid-19 pandemic, which has had a particularly severe impact on airlines, some countries have begun to consider temporary solutions to offset part of their losses, including an agreement to travel between two destinations under certain conditions in what has been internationally called “travel bubbles”.

الدوحة: بعد مرور أكثر من عام على اكتشاف فيروس كورونا (كوفيد 19)، انطلقت أول “فقاعة سفر” في آسيا، بحسب موقع “سي إن إن”.
وفتحت جزيرتا “بالاو” و”تايوان ممر” سفر مُتبادل، ما يسمح لسكان كلا الوجهتين بالسفر ذهاباً وإياباً دون الخضوع للحجر الصحي بشرط اتباع إرشادات معينة.
وانطلقت الفقاعة، التي تسميها بالاو “ممراً معقماً”، في 1 أبريل، ويشير موقع “سي أن أن” أن قواعد المشاركة في هذه الفقاعة صارمة.
وكان على المسافرين على متن الرحلة الأولى لهذه الفقاعة التواجد في المطار قبل خمس ساعات ونصف من الموعد لكي يتمكنوا من الخضوع لاختبار للكشف عن فيروس كورونا المستجد في الموقع.
وليس هذا القيد الوحيد، إذ يجب أن ينضم الراغبين في السفر إلى واحدة من بين ستة مجموعات سياحية معتمدة من الحكومة، ويُطلب منهم الالتزام بخطط رحلات صارمة، من بينها ارتداء الكمامات في الأماكن العامة أمراً إلزامياً.
وكانت أول فقاعة سفر في العالم بين سنغافورة وهونج كونج في ديسمبر 2020، لكن هذه الفقاعة تأجلت بسبب ارتفاع أعداد حالات الإصابة بفيروس كورونا المستجد “كوفيد-19” في هونج كونج.
ووفقاً لوسائل الإعلام التايوانية المحلية، تبحث جزيرة تايوان في إنشاء فقاعة مماثلة مع غوام.
الفقاعة الخليجية
وتبحث دول مجلس التعاون الخليجي إمكانية تفعيل الجواز الصحي أو الشهادة الصحية بالمناعة لتسهيل تنقل المواطنين بين دول المجلس، كما تبحث إمكانية ربط التطبيقات الخليجية المعتمدة بعضها ببعض، والخاصة بنتائج المسحات وتلقي اللقاح.
ووفق مصادر خليجية “ربما يشترط عمل فحص PCR قبل الدخول أو حين الوصول لدول الخليج، على أن تكون الشهادة موحدة، مع وجود تطبيقات لكل دولة للتأكد من صحة بيانات الفحص، وتكون صلاحية شهادة الفحص 72 ساعة، مع الاستمرار بدخول مواطني المجلس بجواز السفر وليس بالبطاقة المدنية”.
وإذا خرج المشروع الخليجي إلى النور، سيكون أول فقاعة سفر عربية.
الفقاعة حل مؤقت
وتعد “فقاعة السفر” حلًا مؤقتًا لإنقاذ شركات الطيران من الخسائر، وتشير “بلومبيرغ” إلى أنه في ظل القيود المُصاحبة لجائحة «كوفيد-19» والتي كان لها أثر شديد الوطأة على شركات الطيران بشكل خاص، بدأت بعض الدول في التفكير في حلول مُؤقتة لتعويض جزء من خسائر تلك الشركات، وكان من بين تلك الحلول هو الاتفاق على السفر بين وجهتين في ظل شروط مُعينة فيما اصطلح على تسميته دوليًا بـ “فقاعات السفر”.
