Draft law makes health insurance mandatory for renewal and issuance of visas

Doha: The Shura Council held its regular weekly meeting via videoconferencing under the chairmanship of HE Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud, at the Council’s headquarters on Monday.

During its session, the Council discussed a draft law on health care services in the country, which included 47 articles and 6 chapters and stipulated the provision of health care services to citizens in government health facilities free of charge.

Under the draft law, the Ministry of Public Health will set standards for the provision of health care services in government and private health facilities as well as compulsory health insurance and supervision. It will also provide an integrated, high-quality, efficient and sustainable health system and work on developing and maintaining compulsory health insurance.

According to the draft law, health insurance is mandatory to ensure the provision of basic health care services to expatriates and visitors to the country. It is also not permissible to issue an entry visa for an expatriate or visitor, renew it, grant or renew a residence permit, and it is not permissible to employ expatriates, except after submitting proof they hold compulsory health insurance for the duration of the stay.

The draft law provides for the provision of health care services to beneficiaries in emergency situations without requiring them to pay any amounts until the danger is overcome even if the service provider is not within the network of health care service providers to the beneficiary, and that this does not prejudice the right of the health care service provider to refer to a company insurance, or the employer or the recruiter, as the case may be, to pay the cost of this service.

The draft law defines the rights and duties of patients that must be observed when receiving health care services and the obligations of the parties to the insurance contract and providers of health care services, as well as the penalties for violators of its provisions.

The Council decided to refer the aforementioned draft law to the Public Services and Utilities Committee for study and to submit a report on it to the Council.

Then the Council continued its session, which was attended by HE President of the Planning and Statistics Authority Dr. Saleh bin Mohammad Al Nabit at an invitation from HE the Speaker to brief the Council on the State’s efforts regarding Qatar National Vision 2030 and the challenges it faces.

HE Speaker Ahmed bin Abdullah bin Zaid Al Mahmoud said that Qatar National Vision 2030 is a road map for the future and constitutes a platform for action by which the State will be enlightened in its development in various fields during the coming decades so that Qatar’s citizens and residents benefit from its development.

His Excellency indicated that HH the Amir Sheikh Tamim bin Hamad Al-Thani summarized this vision in an introduction in 2008, in which His Highness said, “Qatar National Vision 2030 builds a bridge between the present and the future. It envisages a vibrant and prosperous country in which there is economic and social justice for all, and in which nature and man are in harmony. We need to galvanize our collective energies and direct them toward these aspirations. Strong Islamic and family values will provide our moral and ethical compass.”

His Excellency expressed the Council’s appreciation for the role of the Planning and Statistics Authority and before it the General Secretariat for Development Planning in preparing the first and second National Development Strategies and setting the necessary mechanisms to monitor and follow up on them in order to convert the goals of Qatar National Vision into a tangible reality in the country.

He stressed the importance of an effective mechanism to attract qualified national human cadres and create an attractive work environment for them in the field of planning and strategies, the role of the private sector and the role of the Qatari citizen in implementing the strategy, taking into account the specificity of the Qatari society, its heritage and culture.

His Excellency explained that the invitation of HE President of the Planning and Statistics Authority comes to learn about the features of the current strategy and its objectives, especially the short-term goals that enable the people of Qatar to see their results in their daily lives within a short period, and the nature of guarantees that will make the strategy bear fruit in the short, medium and long term. It also comes within the framework of the Council’s contribution to the reform and development process that the country is going through and keeping pace with the development plans, foremost of which is Qatar National Vision 2030 in a way that ensures concerted efforts in an integrative work aimed at achieving the vision led by HH the Amir Sheikh Tamim bin Hamad Al-Thani.

HE the Speaker of the Shura Council welcomed HE the President of the Planning and Statistics Authority and invited him to speak to the members of the Council, listen to their views and respond to their questions and inquiries.

HE the President of the Planning and Statistics Authority gave a comprehensive presentation on Qatar National Vision 2030 in its various fields, objectives, foundations, and principles guiding it, the State’s efforts in implementing it, and the challenges it faces.

In response to the questions and inquiries of the Council members, HE clarified that important achievements have been made through the First National Development Strategy 2011-2016 and the Second National Development Strategy 2018-2022, while the development of the third national development strategy which aims to achieve a higher level of economic progress, development and population stability has begun.

He said that the challenges facing the implementation of the Qatar National Vision 2030 have become less severe after drawing up plans to confront them.

HE affirmed that paying attention to infrastructure had preceded Qatar’s win in hosting the World Cup, and that this attention would continue after the World Cup, stressing that the country will be on the cusp of a new phase after 2022, and the focus will be on efficient use of resources, the provision of services and jobs for citizens, increasing the efficiency and productivity of the Qatari citizen and increasing interest in knowledge economies.

Regarding the demographics of the State of Qatar, HE the President of the Planning and Statistics Authority explained that there are good indicators as the number of expatriate workers has decreased, especially in the category of unskilled workers.

Following the comprehensive presentation made by HE Dr. Saleh bin Mohammad Al Nabit and his response to the questions and inquiries of the members, extensive discussions took place on Qatar National Vision 2030, its future prospects and the progress of its implementation.

The interventions of the Speaker and members of the Shura Council focused on the need to pay attention to development projects, the areas outside Doha, developing education and health services, addressing social issues, paying attention to cultural affairs, preserving the environment and diversifying sources of income.

The interventions also focused on the post-World Cup 2022 phase, the demographics, and the need to keep citizens informed of what is being implemented of the Qatar National Vision 2030, first hand.

At the conclusion of the discussions, HE Speaker of the Shura Council thanked HE President of the Planning and Statistics Authority, expressing the council’s appreciation for the role the Authority plays in serving the nation, developing the economy and effectively contributing to the country’s developmental growth on the basis of studied scientific principles, sound planning and a comprehensive future vision.

For his part, HE Dr. Saleh bin Mohammad Al Nabit praised the fruitful discussions, constructive opinions and useful proposals that were put forward during the session, stressing that the Planning and Statistics Authority will give it the appreciation and attention it deserves.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية اليوم، برئاسة سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس المجلس، وذلك عبر تقنية الاتصال المرئي بمقر المجلس.

في بداية الجلسة ناقش المجلس مشروع قانون بتنظيم خدمات الرعاية الصحية داخل الدولة والذي يشتمل على (47) مادة و(6) فصول وينص على تقديم خدمات الرعاية الصحية للمواطنين في المنشآت الصحية الحكومية دون مقابل.

وبموجب مشروع القانون تتولى وزارة الصحة العامة وضع المعايير لتقديم خدمات الرعاية الصحية بالمنشآت الصحية الحكومية والخاصة والتأمين الصحي الإلزامي والإشراف عليه ، كما تتولى توفير نظام صحي متكامل بجودة عالية يتسم بالكفاءة والاستدامة والعمل على تطوير التأمين الصحي الإلزامي واستمراره .

ووفقاً لمشروع القانون يكون التأمين الصحي إلزامياً لضمان تقديم خدمات الرعاية الصحية الأساسية للوافدين للدولة والزائرين لها ، ولا يجوز إصدار سمة دخول لوافد أو زائر أو تجديدها أو منح ترخيص الإقامة أو تجديده كما لا يجوز توظيف الوافدين، إلا بعد تقديم ما يثبت اشتراكهم في التأمين الصحي الإلزامي طوال مدة الإقامة.

وينص مشروع القانون على تقديم خدمات الرعاية الصحية للمستفيدين في الحالات الطارئة دون مطالبتهم بدفع أي مبالغ وذلك إلى حين زوال الخطر عنهم حتى ولو لم يكن مقدم الخدمة ضمن شبكة مقدمي خدمات الرعاية الصحية للمستفيد، وعلى ألا يخل ذلك بحق مقدم خدمة الرعاية الصحية في الرجوع على شركة التأمين ، أو على صاحب العمل أو المستقدم ، بحسب الأحوال ، لتسديد تكلفة هذه الخدمة.

ويحدد مشروع القانون حقوق وواجبات المرضى الواجب مراعاتها لدى تلقي خدمات الرعاية الصحية والتزامات أطراف العلاقة التأمينية ومقدمي خدمات الرعاية الصحية ، كما يحدد العقوبات على المخالفين لأحكامه .

وقرر المجلس إحالة مشروع القانون المذكور إلى لجنة الخدمات والمرافق العامة لدراسته وتقديم تقرير بشأنه إلى المجلس.

ثم واصل المجلس جلسته والتي حضرها سعادة الدكتور صالح بن محمد النابت رئيس جهاز التخطيط والإحصاء تلبية لدعوة من سعادة رئيس المجلس لإحاطة المجلس حول جهود الدولة بشأن الرؤية الوطنية لدولة قطر 2030 والتحديات التي تواجهها.

وقال سعادة السيد أحمد بن عبدالله بن زيد آل محمود، أن رؤية قطر الوطنية خريطة طريق للمستقبل وتشكل منهاج عمل تستنير به الدولة في تطورها بمختلف المجالات خلال العقود المقبلة ليستفيد من هذا التطور مواطنو قطر والمقيمون على أرضها في مختلف ضروب الحياة.

وأشار سعادة رئيس مجلس الشورى إلى أن حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” لخّص هذه الرؤية في تقديمه لها عام 2008 حيث قال سموّه : ( إن رؤية قطر الوطنية 2030 تقيم جسراً يصل الحاضر بالمستقبل، وهي ترسم تصوراً لمجتمع حيوي مزدهر تسوده العدالة الاقتصادية والاجتماعية ، ويحفظ التوازن بين البيئة والإنسان ، وتشكل القيم الإسلامية العليا فيه ، والروابط الأسرية القوية ، دعامته الأساسية . وسبيلنا لتحقيق هذه التطلعات هو حشد طاقاتنا الجماعية وتوجيهها ).

وأعرب سعادته عن تقدير المجلس لدور جهاز التخطيط والإحصاء ومن قبله الأمانة العامة للتخطيط التنموي في إعداد استراتيجيتا التنمية الوطنية الأولى والثانية ووضع الآليات اللازمة لرصدها ومتابعتها من أجل تحويل أهداف الرؤية الوطنية إلى واقع ملموس في الدولة .

وأكد أهمية وجود آلية فاعلة لاستقطاب الكوادر البشرية الوطنية المؤهلة وإيجاد بيئة عمل جاذبة لهم في مجال التخطيط والاستراتيجيات ، ودور القطاع الخاص ودور المواطن القطري في تنفيذ الاستراتيجية آخذين في الاعتبار خصوصية المجتمع القطري وتراثه وثقافته .

وأوضح سعادته أن دعوة سعادة رئيس جهاز التخطيط والإحصاء تأتي للوقوف على ملامح الاستراتيجية الحالية وأهدافها وخصوصاً الأهداف قصيرة المدى التي تمكّن أهل قطر من تلمس نتائجها في حياتهم اليومية خلال فترة قصيرة ، وطبيعة الضمانات التي ستجعل الاستراتيجية تؤتي ثمارها على المدى القريب والمتوسط والبعيد ، كما أنها تأتي في إطار مساهمة المجلس في مسيرة الإصلاح والتطوير والتنمية التي تمر بها البلاد ومواكبة الخطط التنموية وفي مقدمتها رؤية قطر 2030 بما يضمن تكاتف الجهود في عمل تكاملي يهدف إلى تحقيق هذه الرؤية الطموحة التي يقودها حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” .

ورحب سعادة رئيس مجلس الشورى بسعادة رئيس جهاز التخطيط والإحصاء ودعاه للحديث إلى أعضاء المجلس والاستماع إلى وجهات نظرهم والرد على أسئلتهم واستفساراتهم.

وقدم سعادة رئيس جهاز التخطيط والإحصاء عرضا شاملا لرؤية قطر الوطنية 2030 في مجالاتها المختلفة وأهدافها ومرتكزاتها والمبادئ الموجهة لها وجهود الدولة في تنفيذها والتحديات التي تواجهها.

وفي رده على أسئلة واستفسارات أعضاء المجلس، أوضح سعادته أنه قد تم تحقيق إنجازات هامة من خلال استراتيجية التنمية الوطنية الأولى 2011 2016 واستراتيجية التنمية الوطنية الثانية 2018-2022 ، وأنه تم البدء في وضع استراتيجية التنمية الوطنية الثالثة والتي تهدف لتحقيق مستوى أعلى من التقدم الاقتصادي والتنموي والاستقرار السكاني وقال إن التحديات التي تواجه تنفيذ رؤية قطر الوطنية 2030 أصبحت أقل حدة بعد وضع الخطط لمواجهتها.

وأكد سعادته أن الاهتمام بالبنية التحتية قد سبق فوز قطر باستضافة بطولة كأس العالم وأن هذا الاهتمام سيستمر بعد كأس العالم ، مؤكداً أن الدولة ستكون على أعتاب مرحلة جديدة بعد عام 2022 وسيكون التركيز على كفاءة استخدام الموارد وتوفير الخدمات والوظائف للمواطنين وزيادة كفاءة وانتاجية المواطن القطري وزيادة الاهتمام باقتصاديات المعرفة .

وبشأن التركيبة السكانية في دولة قطر أوضح سعادة رئيس جهاز التخطيط والإحصاء أن هناك مؤشرات جيدة حيث انخفض عدد العمالة الوافدة خاصة في فئة العاملين غير المهرة.

وعقب العرض الشامل الذي قدمه سعادة الدكتور صالح بن محمد النابت وإجابته على أسئلة واستفسارات الأعضاء ، جرت مناقشات مستفيضة حول رؤية قطر الوطنية 2030 وآفاقها المستقبلية وسير تنفيذها.

وقد تركزت مداخلات رئيس وأعضاء مجلس الشورى حول ضرورة الاهتمام في مشروعات التنمية أيضاً على المناطق خارج الدوحة والتركيز على تطوير التعليم والخدمات الصحية ومعالجة القضايا الاجتماعية والاهتمام بالشؤون الثقافية والمحافظة على البيئة وتنويع مصادر الدخل.

كما تركزت المداخلات على مرحلة ما بعد بطولة كأس العالم 2022 والتركيبة السكانية وضرورة إطلاع المواطنين على ما يتم تنفيذه من رؤية قطر 2030 أولاً بأول .

وفي ختام المناقشات شكر سعادة رئيس مجلس الشورى، سعادة رئيس جهاز التخطيط والإحصاء ، معربا عن تقدير المجلس للدور الذي يؤديه الجهاز في خدمة الوطن وتطوير الاقتصاد والمساهمة الفعالة في نهضة البلاد التنموية على أسس علمية مدروسة وتخطيط سليم ورؤية مستقبلية شاملة.

ومن جانبه أشاد سعادة الدكتور صالح بن محمد النابت بالمناقشات المثمرة والآراء البناءة والمقترحات المفيدة التي تم طرحها خلال الجلسة ، مؤكدا أن جهاز التخطيط والإحصاء سيوليها ما تستحقه من تقدير واهتمام.
