GTA Announces Partnership with CBQ, QIIB

Doha: The General Tax Authority (GTA) has signed a Memorandum of Understanding (MoU) with the Commercial Bank of Qatar (CBQ) and the Qatar International Islamic Bank (QIIB) to facilitate the online payment methods between the banks and the General Tax Authority for the convenience of the taxpayers to assist them in paying taxes online using bank cards or direct transfer.

The two MoUs were signed at the headquarters of the General Tax Authority, Doha. The agreements were signed between Assistant President for Tax Affairs, GTA Ghanim Khalifa Al Attiyah; EGM Government, Public Sector and Deputy Head of Wholesale Banking, CBQ Khalifa Nasser Al Rayes,and Chief of Human Resources and Administration, QIIB Ali Hamad Al Mesaifri.

Vice President for Tax Affairs at GTA Ghanim Al Attiyah said: “In the pursuit of constantly enhancing the taxpayer’s experience with the GTA, we are pleased to sign the agreements with renowned financial institutions, such as the Commercial Bank of Qatar and the Qatar International Islamic Bank. We aim to provide online payment access to our taxpayers, and the team at GTA has been working for several months with banks to establish the electronic link between the two parties. We will continue to work towards simplifying the tax payment procedures for the taxpayers and we look forward to seeing our taxpayers making good use of the online services,” Al Attiyah said.

Al Attiyah added: ” We had recently signed MoU’s with QNB, the Masraf Al Rayan Bank, Dukhan Bank, and Al Ahli Bank. We have chosen these banks because of their advanced infrastructure and technology, which makes it easier for the GTA to implement multiple payment facilities associated with the banks.”

The two MoUs signed between the GTA and the Commercial Bank of Qatar and Qatar International Islamic Bank focused on establishing digital link to provide the best innovative methods to pay or recover taxes from anywhere in the world. The GTA has provided the best electronic payment methods for the taxpayers, and they can now make payments through bank cards (credit/debit) or direct bank transfer.

Early last year, the GTA launched the Dhareeba tax portal to manage all taxpayers’ tax operations digitally, and to be fully integrated with the “Hukoomi” platform. The Dhareeba tax portal www.dhareeba.qa manages, calculates, and reviews the various types of taxes and helps taxpayers know the procedures of their transactions electronically in a way that contributes to achieving better financial results for the State of Qatar. The electronic system ensures efficient taxation procedures that save time and effort for corporate taxpayers and the General Tax Authority, the most important of which are: issuing the tax card and appointing the taxpayer’s representative. The Dhareeba system is now updated with new services, including the change of ownership, issuance of residency certificates, electronic registration, objections, and many other services that serve taxpayers and taxpayers representatives.

الدوحة: وقعت الهيئة العامة للضرائب مذكرتي تفاهم مع /البنك التجاري/ و/بنك قطر الدولي الإسلامي/، بشأن الربط الإلكتروني بين الهيئة والبنكين بهدف تشجيع عملائهما على دفع الضرائب من خلال وسائل الدفع الإلكتروني باستعمال البطاقات البنكية والتحويل المباشر من حساب بنكي لآخر.

تم توقيع المذكرتين بمقر الهيئة العامة للضرائب، حيث وقعهما عن الهيئة السيد غانم خليفة العطية مساعد رئيس الهيئة للشؤون الضريبية، وعن /البنك التجاري/ السيد خليفة ناصر الريس مدير عام تنفيذي القطاعين الحكومي والعام ونائب رئيس الخدمات المصرفية للشركات، وعن /بنك قطر الدولي الإسلامي/ السيد علي حمد المسيفري، رئيس قطاع الموارد البشرية والشؤون الإدارية.

وقد ركزت مذكرتا التفاهم إلى اجراء الربط الالكتروني لتوفير أفضل الطرق والحلول المبتكرة لسداد الضرائب أو استردادها للمكلفين سواء داخل دولة قطر أو من خارجها، حيث أنه بعد قيام المكلف بدفع المبالغ الضريبية المستحقة يقوم البنك بتحويل المبالغ الى الحسابات البنكية للهيئة مباشرة.

وقد أتاحت الهيئة أبرز الطرق المعروفة للدفع الالكتروني والتي تتمثل في الدفع من خلال البطاقات البنكية (الائتمانية / الخصم) والدفع من خلال التحويل المباشر من حساب بنكي لآخر.

وأكد السيد غانم بن خليفة آل إبراهيم العطية، مساعد رئيس الهيئة للشؤون الضريبية، بهذه المناسبة، أن “عملية الربط الإلكتروني بين الهيئة وبين البنوك القطرية هي خطة بدأتها الهيئة منذ عدة أشهر، وستستمر خلال الفترة المقبلة وذلك بهدف تسهيل عمليات الدفع على السادة المكلفين، إضافة لتبسيط الإجراءات الضريبية بشكل عام وإتمامها إلكترونيا بما يوفر الوقت والجهد على دافعي الضرائب واختصار الإجراءات بأفضل طريقة ممكنة”.

وأشار العطية إلى أن الهيئة قامت مؤخرا بتوقيع اتفاقية مع بنك قطر الوطني /QNB/، ومذكرات تفاهم مماثلة مع كل من /بنك الريان/ و/بنك دخان/ و /البنك الأهلي/، موضحا أن “اختيار البنوك التي يتم الربط معها إلكترونيا يرجع إلى جاهزية بنيتها التحتية والتقنية مما يسهل على الهيئة إجراء المتطلبات الفنية للربط الإلكتروني، الأمر الذي يكون له الأثر الإيجابي في توفير تسهيلات متعددة في طرق الدفع على عملاء هذه البنوك ممن يرغبون في تسديد المستحقات الضريبية عبر حساباتهم البنكية”.

ووجه العطية الدعوة لباقي البنوك لاستكمال بنيتها التحتية بشكل يمكنها خلال الفترة المقبلة من تحقيق الربط الالكتروني مع نظام “ضريبة”، والذي أنشأته الهيئة لإكمال جميع المعاملات والإجراءات الضريبية وإدارتها إلكترونيا، مبينا أن الهيئة دشنت نظام “ضريبة” الإلكتروني بهدف إدارة العمليات الضريبية للمكلفين بشكل إلكتروني متكامل مع نظام “حكومي” يتسم بالسرعة والدقة والشفافية، وتطوير منظومة العمل الضريبي وتقليل العبء على الشركات من خلال تيسير عملية ملئ وتقديم الإقرار الضريبي وغيرها من العمليات.

كما أكد أنه يتم العمل بشكل مستمر على تحديث وتطوير نظام “ضريبة”، حيث تم مؤخرا إضافة خدمات جديدة تتمثل في إتمام المبايعات الضريبية، وإصدار شهادات الإقامة والتسجيل الالكتروني والاعتراضات، إضافة إلى العديد من الخدمات المتنوعة الأخرى التي تخدم المكلفين ودافعي الضرائب.
