Qatari economy achieves highest credit ratings globally

Doha: Qatar Chamber issued its monthly economic bulletin for January 2021, which included an analysis of the highlights of the Qatari economy, as well as a report on statistics on Qatar’s foreign trade and private sector trade for November 2020.

The economic bulletin included a report on the performance of the Qatari economy during the past year, which witnessed both the crisis of (Covid-19) and the decline in oil prices, where the Qatari economy was able to prove high efficiency and flexibility in dealing with crises, and succeeded in stabilizing the repercussions of the Corona crisis and the crisis of the great decline in oil prices at a safe minimum.

This is confirmed by all the international indicators issued by international financial and economic institutions as well as institutions concerned with global classifications of economies and the investment environment, which have agreed that the Qatari economy has obtained the highest credit ratings in the world. The International Monetary Fund (IMF) projected Qatar’s GDP growing by about 2.7 percent in 2021, supported by increased gas production, a recovery in domestic demand and the economy’s ability to recover rapidly from the corona pandemic, praising the country’s rapid response to immediate and necessary virus-response policies, mitigating economic and social impacts as in most economies across the region and the world.

The economic bulletin also included a report on Britain’s exit from the European Union and another on the acceleration of economic cooperation between Qatar and the UK in recent years.

The bulletin included Qatar’s monthly foreign trade report, which analysed the country’s foreign trade data for November 2020 and private sector trade through certificates of origin issued by the Chamber for Qatari companies to export their goods abroad.

According to data from the Qatar Planning and Statistics Authority, the total volume of foreign merchandise trade for November amounted to about (24.1) billion riyals, an increase of 2.1 percent compared to the volume of October, where it was worth 23.6 billion riyals. This increase in the value of exports, which totalled (domestic origin and re-export) during November about (16.6) billion riyals, up 8.5 percent from its value in October, reached about (15.3) billion riyals, while imports during November totaled about (7.5) billion riyals, a decrease in total value (9.6 percent) from the month of October, where they reached about (8.3 billion riyals) In November 2020, the trade balance achieved a surplus of about 9.1 billion riyals, a 30 percent increase over October 2020, during which the trade balance achieved a surplus of about 7 billion riyals.

The Republic of China is the number one trade partner in Qatar’s total foreign trade volume with various countries in the world during November 2020, with total trade between the two countries amounting to about 3.9 billion riyals, representing 16.2 percent of Qatar’s total foreign trade.

As for private sector exports, according to private sector export data in November 2020 according to the chamber’s certificates of origin, there was a slight decrease (5.2 percent) from its value in October, with exports amounting to about (1176) Million riyals, compared to about (1240) million riyals in October, influenced by the decline in the value of exports according to the certificates of the model preference, which decreased to about (81) million riyals compared to (276) million riyals last October, despite the increase in other certificates such as general model certificates, which increased by 14.9 percent, the Arab model by 13.7 percent and the GCC model by 6.1 percent.

The report noted that when analyzing the data on the basis of the highest and lowest level of exports during the year, the value of exports during November remained high and 105 percent higher than the lowest level in April, when the economy generally suffered from stringent measures to combat Covid-19, but remained 69 percent lower than the level of export value achieved in February as the highest level of exports in 2020.

When analysing private sector export data by goods exported during November 2020 and comparing them to their values during the previous month (October), it is found that, excluding petrochemicals and chemicals commodities, which recorded a decrease in the value of their exports by 90.7 percent, 25.5 percent, respectively, and the iron commodity, which did not record any exports during the month, the rest of the commodities in the list of the top nine commodities issued by the private sector have increased the value of their exports on a monthly basis and in varying proportions, the commodity aluminum topped the list with a relative weight of 29.6 percent, the value of exports on a monthly basis increased by 17.6 percent, then the commodity of base oils and industrial oils comes with a relative weight of 21.1 percent and an increase in the value of exports by 11 percent, and in third place on the list comes industrial gas commodity with a relative weight of 14 The 4th chemical fertilizer commodity with a relative weight increase of 11.3 percent achieved a significant increase of 338.7 percent, and in fifth place the paraffin commodity with a relative weight of 7 percent and a very large increase of 529.6 percent In the value of its exports, the sixth was the lutrin commodity with a relative weight of 5.6 percent and an increase in the value of its exports by 4.9 percent.

In a related context, India returned to the top of the list of countries that represent a destination for Qatari private sector exports after falling to second place in November, receiving about (259) million riyals worth of 22 percent of total private sector exports, and in second place comes the Netherlands which its markets received what is worth about (214) million riyals with a share of 18.23 percent, then Bangladesh comes in third place receiving exports by (127) million riyals by 10.77 percent, then the Republic of Turkey in fourth place with an export value of about 89.2 million riyals, 7.59 percent of total exports, Oman ranked fifth, which received exports of about 88.9 million riyals and 7.3 percent.

With an analysis of the trends of Qatari private sector exports for November 2020 according to the regions and economic blocs that received these exports, we note the return of the Group of Asian countries to the top of the list receiving about (679) million riyals, which is equivalent to 57.72 percent of the total exports, and then the group of countries of The European Union is second with an export value of about 283 million riyals and 24.10 percent, followed by the GCC group with 9.43 percent and an export value of about 111 million riyals, followed by the Arab group (excluding the GCC countries). Gulf Cooperation, which received exports from the Qatari sector with a value of about (89) million riyals and 7.57 percent, to rank the Group of African countries (excluding arab countries) fifth with an export value of about (11) million riyals, then sixth group of other European countries (other than EU countries) by 0.14 percent and the value of exports amounted to about (1.6) million riyals, and in seventh place came the United States of America, which received about (0.957) million riyals of these exports, which is equivalent to 0.08 percent of total exports, and finally ranked the other American countries 0.07 percent with an export value of about 0.776 million riyals, while the Oceania Group did not receive any exports from the Qatari private sector.

ويؤكد ذلك كافة المؤشرات الدولية التي تصدرها المؤسسات المالية والاقتصادية الدولية وكذلك مؤسسات المعنية بالتصنيفات العالمية للاقتصادات وبيئة الاستثمار، والتي أجمعت على حصول الاقتصاد القطري على أعلى التصنيفات الائتمانية على مستوى العالم، فقد توقّع صندوق النقد الدولي نمو إجمالي الناتج المحلي لقطر بنحو 2.7 بالمئة خلال العام 2021 بدعم من تزايد إنتاج الغاز وانتعاش الطلب المحلي وقدرة الاقتصاد على التعافي السريع من تداعيات جائحة كورونا، مشيداً في ذلك بسرعة استجابة السلطات القطرية لاتخاذ السياسات الفورية والضرورية لمجابهة الفايروس مما خفّف من حدّة الآثار الاقتصادية والاجتماعية بمثل ما حدث في أغلب الاقتصادات على مستوي الإقليم والعالم.

كما تضمنت النشرة الاقتصادية تقريرا حول الخروج البريطاني من الاتحاد الأوروبي، وتقريرا آخر حول تسارع التعاون الاقتصادي بين قطر والمملكة المتحدة خلال السنوات الأخيرة.

واشتملت النشرة على التقرير الشهري للتجارة الخارجية لدولة قطر والذي تناول تحليلا لبيانات التجارة الخارجية للدولة لشهر نوفمبر 2020 وتجارة القطاع الخاص من خلال شهادات المنشأ التي تصدرها الغرفة للشركات القطرية لتصدير بضائعها للخارج.

وأشار التقرير إلى أنه وفقا لبيانات جهاز التخطيط والإحصاء بدولة قطر، فقد بلغ إجمالي حجم التجارة الخارجية السلعية لشهر نوفمبر ما قيمته حوالي (24.1) مليار ريال، بارتفاع بلغت نسبته 2.1بالمئة مقارنة بحجمها خال شهر أكتوبر حيث كانت قيمتها (23.6) مليار ريال. جاء هذا الارتفاع نتيجة الزيادة في قيمة الصادرات حيث بلغ إجمالي قيمتها (المحلية المنشأ وإعادة التصدير) خلال شهر نوفمبر حوالي (16.6) مليار ريال، بارتفاع بلغت نسبته 8.5بالمئة عن قيمتها في شهر أكتوبر حيث بلغت حينها حوالي (15.3) مليار ريال، أما الواردات خلال شهر نوفمبر فقد بلغ إجمالي قيمتها حوالي (7.5) مليار ريال ، بانخفاض في قيمتها الإجمالية بنسبة (9.6بالمئة) عما كانت عليه في شهر أكتوبر حيث بلغت قيمتها حينها حوالي (8.3) مليار ريال. هذا وقد حقق الميزان التجاري خلال شهر نوفمبر2020 فائضا قدره حوالي (9.1) مليار ريالاً، مسجلاً ارتفاعا بنسبة 30بالمئة عما كان عليه في شهر أكتوبر2020 الذي حقّق الميزان التجاري خلاله فائضاً قدره حوالى (7) مليار ريال.

وتعتبر جمهورية الصين هي الشريك التجاري الأول على مستوى إجمالي حجم التجارة الخارجية لدولة قطر مع دول العالم المختلفة خلال شهر نوفمبر 2020، حيث بلغت قيمة التبادل التجاري الإجمالي بينها ودولة قطر ما قيمته حوالي (3.9) مليار ريال، وهو يمثل ما نسبته 16.2بالمئة من إجمالي تجارة قطر الخارجية.

أما فيما يتعلق بصادرات القطاع الخاص، فإنه وفقا لبيانات صادرات القطاع الخاص خلال شهر نوفمبر 2020 وفقا لشهادات المنشأ التي تصدرها الغرفة، فقد كان هناك انخفاض طفيف نسبته (5.2بالمئة) عن قيمتها في شهر أكتوبر المنصرم، حيث بلغت قيمة الصادرات حوالي (1176) مليون ريال ، مقابل حوالي (1240) مليون ريال في شهر أكتوبر، متأثرا بتراجع قيمة الصادرات حسب شهادات نموذج الأفضلية التي انخفضت إلى حوالي (81) مليون ريال مقارنة بحوالي (276) مليون ريال في أكتوبر المنصرم، رغم الزيادة في شهادات أخرى مثل شهادات النموذج العام التي ارتفعت بنسبة 14.9بالمئة، ونموذج الدول العربية بنسبة 13.7بالمئة وبنموذج مجلس التعاون الخليجي بنسبة 6.1بالمئة.

وأشار التقرير إلى أنه عند تحليل البيانات على أساس أعلى وأدنى مستوى للصادرات خلال العام، فنجد أن قيمة الصادرات خلال شهر نوفمبر ظلّت مرتفعة وبنسبة 105بالمئة عن أدنى مستوى لها حققته في شهر إبريل، حين كان الاقتصاد عموماً يعاني التدابير الصارمة لمكافحة كوفيد-19، إلا أنها تظل أقل بنسبة (69بالمئة) عن مستوى قيمة الصادرات التي تحقّقت في شهر فبراير كأعلى مستوى للصادرات في عام 2020.

وعند تحليل بيانات صادرات القطاع الخاص حسب السلع التي تم تصديرها خلال شهر نوفمبر 2020 ومقارنتها بقيمها خلال الشهر السابق له (أكتوبر)، يتبين أنه عدا سلع المواد البتروكيماوية والمواد الكيميائية التي سجّلت انخفاضاً في قيمة صادراتها بنسبة (90.7بالمئة)، (25.5بالمئة) على التوالي، وسلعة الحديد التي لم تسجل أي صادرات خلال هذا الشهر، فإن بقية السلع في قائمة أهم تسع سلع صدّرها القطاع الخاص قد حقّقت زيادة في قيمة صادراتها على أساس شهري وبنسب متفاوتة، فسلعة الألمونيوم التي تتصدّر القائمة بوزن نسبي 29.6بالمئة، قد حققت زيادة في قيمة الصادرات منها على أساس شهري بنسبة 17.6بالمئة، ثم تأتي سلعة زيوت الأساس والزيوت الصناعية بوزن نسبي 21.1بالمئة وبزيادة في قيمة الصادرات بنسبة 11بالمئة، وفي المرتبة الثالثة ضمن القائمة تأتي سلعة الغازات الصناعية بوزن نسبي 14بالمئة والتي حقّق الصادر منها زيادة نسبتها 36.6بالمئة، ثم رابعاً سلعة الأسمدة الكيميائية ذات الوزن النسبي 11.3بالمئة فقد حققت زيادة بنسبة كبيرة بلغت 338.7بالمئة، وفي المرتبة الخامسة سلعة البارافين بوزن نسبي 7بالمئة وبزيادة بنسبة كبيرة جداً بلغت 529.6بالمئة في قيمة الصادر منها، وحلّت سادساً سلعة اللوترين بوزن نسبي 5.6بالمئة وبزيادة في قيمة صادراتها بنسبة 4.9بالمئة.

وفي سياق متصل، عادت الهند لتتصدر قائمة الدول التي تمثل وجهة لصادرات القطاع الخاص القطري بعد تراجعها في الشهر السابق إلى المرتبة الثانية، فقد استقبلت في شهر نوفمبر ما قيمته حوالي (259) مليون ريال بنسبة 22بالمئة من إجمالي صادرات القطاع الخاص، وفي المرتبة الثانية تأتي هولندا التي استقبلت أسواقها ما قيمته حوالي (214) مليون ريال بحصة بلغت نسبتها 18.23بالمئة، ثم تأتي بنجلاديش في المرتبة الثالثة مستقبلة صادرات بحوالي (127) مليون ريال بنسبة بلغت 10.77بالمئة، ثم الجمهورية التركية في المرتبة الرابعة بقيمة صادرات بلغت حوالي (89.2) مليون ريال وبنسبة 7.59بالمئة من إجمالي الصادرات وفي المرتبة الخامسة حلّت سلطنة عمان التي استقبلت صادرات بلغت قيمتها حوالي (88.9) مليون ريال وبنسبة 7.3بالمئة.

وبنظرة تحليلية لتوجهات صادرات القطاع الخاص القطري لشهر نوفمبر 2020 حسب الأقاليم والكتل الاقتصادية التي استقبلت هذه الصادرات، نلاحظ عودة مجموعة دول آسيا لتصدُّر القائمة باستقبالها ما قيمته حوالي (679) مليون ريال وهو ما يعادل 57.72بالمئة من إجمالي الصادرات، ثم مجموعة دول الاتحاد الأوروبي ثانياً بقيمة صادرات بلغت قيمتها حوالي (283) مليون ريال وبنسبة 24.10بالمئة، تلتها في المرتبة الثالثة مجموعة دول مجلس التعاون الخليجي بنسبة 9.43بالمئة وبقيمة صادرات بلغت حوالي (111) مليون ريال، ثم مجموعة الدول العربية (باستثناء دول مجلس التعاون الخليجي) التي استقبلت صادرات من القطاع القطري بقيمة بلغت حوالي (89) مليون ريال وبنسبة 7.57بالمئة، لتحتل مجموعة دول أفريقيا (عدا الدول العربية) المرتبة الخامسة بنسبة 0.9بالمئة وبقيمة صادرات بلغت حوالي (11) مليون ريال، ثم سادساً مجموعة الدول الأوروبية الأخرى (خلاف دول الاتحاد الأوروبي) بنسبة 0.14بالمئة وبقيمة صادرات بلغت حوالي (1.6) مليون ريال، وفي المرتبة السابعة حلّت الولايات المتحدة الأمريكية التي استقبلت ما قيمته حوالي (0.957) مليون ريال من هذه الصادرات وهي تعادل نسبة 0.08بالمئة من إجمالي الصادرات، وأخيراً في المرتبة الثامنة حلّت الدول الأمريكية الأخرى بنسبة 0.07بالمئة وبقيمة صادرات بلغت حوالي (0.776) مليون ريال، بينما لم تستقبل مجموعة دول أوقيانوسيا أي صادرات من القطاع الخاص القطري.
