Doha: Italy announced that it has temporarily blocked the social network “TikTok” for young users, a move that follows the death of a child who was participating in a “scarf game”.
The Italian Data Protection Authority said in a statement that it had taken an immediate decision to block the Chinese network until February 15th.
The independent body said that the use of the network by those whose ages had not been determined by “a full security” was prohibited until then.
This procedure should prevent the creation of a new account on the app if the user does not provide proof of age.
The decision came hours after a 10-year-old girl in the southern Italian city of Palermo died of asphyxiation while participating in an online challenge.
The authority pointed out that the network, which is very popular among teenagers, “did not refuse” to register the girl despite being under the age of 13, which is the minimum age of users according to the conditions adopted by “TikTok”.
Antonella locked the toilet door on herself to take part in the “Blackout Challenge” on “TikTok”, using her phone to film her performance.
When her five-year-old sister became aware of her unconscious, her parents immediately transferred her to Palermo Children’s Hospital, but she died.
The Palermo Public Prosecutor’s Office said it had opened an investigation into “incitement to commit suicide”.
Through Antonella’s phone, investigators are trying to find out if she was in a live broadcast with other participants, if someone invites her to participate in the challenge, or if she’s filming the video for a friend or someone she knows.
The “scarf game” requires children to refrain from breathing until they lose consciousness in order to feel strong sensations.
The parents told la Repubblica daily that it was Antonella’s nine-year-old sister who explained to them that “Antonella was playing choking.”
“We didn’t know anything about it, we didn’t know she was involved in this game,” the girl’s father, Angelo Sequero, told the newspaper. I knew that Antonella used TikTok for dances and videos. How could I have imagined the existence of these atrocities?”
Commenting on the incident, TikTok, which was launched in 2016 and has 100 million users in Europe, issued a statement stressing that the safety of its users is its “top priority”, stressing that it is “at the disposal of the competent authorities and ready to cooperate with them in the investigation.”
The Italian Data Protection Authority launched proceedings against TikTok in December 2019 for “a lack of interest in the protection of minors, easy circumvention of the ban on the registration of young people, a lack of transparency and clarity in the information provided to users, as well as settings that do not respect privacy.”
The child’s death sparked strong reactions in Italy calling for the regulation of social networks. “Networks cannot become a jungle where everything is allowed, including what is prohibited by law in the real world,” said Lisa Rooneli, chairman of the parliamentary Committee for the Protection of Children.

الدوحة: أعلنت إيطاليا أنها حجبت مؤقتا شبكة التواصل الاجتماعي “تيك توك” عن المستخدمين الصغار، وهو إجراء يأتي بعد وفاة طفلة كانت تشارك في “لعبة الوشاح”.
وأوضحت هيئة حماية البيانات الإيطالية في بيان أنها اتخذت قرارا بمفعول فوري بحجب الشبكة الصينية حتى 15 فبراير المقبل.
وقالت الهيئة المستقلة إن استخدام الشبكة من قبل الذين لم يتم تحديد أعمارهم بـ”أمان كامل” محظور حتى ذلك الحين.
ومن المفترض أن يمنع هذا الإجراء إنشاء حساب على الشبكة إذا لم يقدم المستخدم دليلا على عمره.
وجاء هذا القرار بعد ساعات من وفاة طفلة في العاشرة من عمرها بمدينة باليرمو جنوب إيطاليا اختناقا أثناء مشاركتها في تحد على الشبكة.
وأشارت الهيئة إلى أن الشبكة التي تحظى بشعبية كبيرة بين المراهقين “لم ترفض” تسجيل الفتاة على الرغم من صغر سنها الذي يقل عن الثالثة عشرة، وهو الحد الأدنى لعمر المستخدمين وفق الشروط التي تعتمدها “تيك توك”.
وأقفلت الطفلة أنتونيلا باب المرحاض على نفسها للمشاركة في “تحدي التعتيم” على”تيك توك” مستخدمة هاتفها لتصوير أدائها.
وعندما تنبهت شقيقتها البالغة خمس سنوات إلى كونها فاقدة الوعي، نقلها والداها على الفور إلى مستشفى باليرمو للأطفال، لكنها فارقت الحياة.
وأوضحت النيابة العامة في باليرمو أنها فتحت تحقيقا في “التحريض على الانتحار”.
ويحاول المحققون من خلال هاتف أنتونيلا معرفة إذا كانت في بث مباشر مع مشاركين آخرين، أو إذا دعاها شخص ما للمشاركة في التحدي، أو إذا كانت تقوم بتصوير الفيديو لأحد أصدقائها أو لشخص تعرفه.
وتقضي “لعبة الوشاح” بأن يمتنع الأطفال عن التنفس حتى يفقدوا وعيهم لكي يشعروا بأحاسيس قوية.
وقال الوالدان لصحيفة “لا ريبوبليكا” اليومية إن شقيقة أنتونيلا البالغة تسع سنوات هي التي شرحت لهما أن “أنتونيلا كانت تلعب لعبة الاختناق”.
وقال والد الفتاة أنجيلو سيكوميرو للصحيفة “لم نكن نعرف شيئاً عن الأمر، ولم نكن نعلم أنها كانت تشارك في هذه اللعبة. كنت أعرف أن أنتونيلا تستخدم تيك توك من أجل الرقصات ولمشاهدة مقاطع الفيديو. كيف كان لي أن أتخيل وجود هذه الفظائع؟”.
وتعليقا على هذه الحادثة، أصدرت شبكة “تيك توك” التي تم إطلاقها عام 2016 وتضم 100 مليون مستخدم في أوروبا، بيانا شددت فيه على أن سلامة مستخدميها هي أولويتها “القصوى”، مؤكدة أنها “بتصرف السلطات المختصة ومستعدة للتعاون معها في التحقيق”.
وكانت هيئة حماية البيانات الإيطالية أطلقت إجراءات في حق “تيك توك” في ديسمبر 2019 بسبب “قلة الاهتمام بحماية القاصرين، وسهولة الالتفاف على الحظر المفروض على تسجيل الصغار، وانعدام الشفافية والوضوح في المعلومات المقدمة للمستخدمين، فضلا عن الإعدادات التي لا تحترم الخصوصية”.
وأثار موت الطفلة ردود فعل قوية في إيطاليا دعت إلى تنظيم شبكات التواصل الاجتماعي. وقالت رئيسة لجنة حماية الطفل البرلمانية ليسيا رونزولي إن “من غير الجائز أن تصبح الشبكات غابة يسمح فيها بكل شيء، بما في ذلك ما يحظره القانون في العالم الحقيقي”.
