Biden lifts travel ban on some Muslim countries, issues 14 new resolutions

Doha: President Joe Biden has signed an executive order lifting the travel ban on some Muslim-majority countries to the United States.

On his first day after his inauguration, Biden signed a series of 15 executive orders to address the Coronavirus pandemic, climate change and racial inequality, and to repeal some of his predecessor Donald Trump’s policies, including a return to the Paris climate accord and to the World Health Organization and the lifting of travel bans on some Muslim-majority countries, Reuters reported.

Biden began his mandate today by signing three presidential decrees in Congress immediately after his swearing-in, related to the inauguration day announcement, cabinet appointments and sub-cabinet positions.

According to Al Jazeera Mubasher, Biden has assigned a number of acting ministers to lead government institutions pending senate confirmation of his nominees for government office.

The new president appointed Dan Smith as acting secretary of state, and David Cohen as acting director of the Central Intelligence Agency (CIA).

Days earlier, the New York Times reported that Biden’s team had prepared a series of decrees to issue immediately after the inauguration, including the lifting of the travel ban on Muslim-majority countries, trump’s 2017 executive order banning the entry of citizens of seven countries — Syria, Iran, Iraq, Libya, Somalia, Sudan and Yemen.

The measures, which fulfill his promise to move quickly on the first day of his presidency, begin the process of the United States returning to the Paris climate agreement and include the cancellation of the presidential authorization for the controversial Keystone XL pipeline.

Biden’s moves will end Trump’s travel ban on some Muslim-majority countries. His administration also calls for the promotion of the Deferred Action for Childhood Arrivals program, known as the Dreamers Program, for immigrants who came to the United States as children.

The new President also orders masks and a commitment to social spacing in all federal buildings and on all federal lands and ends the National Emergency Declaration, which was the basis for transferring some federal funds to build a wall along the United States-Mexico border.

Biden was sworn in as President of the United States on Wednesday, saying in a inaugural address, “America has been subjected to severe tests over the ages over and over again and America was up to the challenge … At this hour, my friends, democracy triumphed. Today we celebrate victory, not a candidate’s victory but a victory of an issue. The cause of democracy,” reuters reports.

Biden, 78, who became the oldest U.S. president in history, passed on the presidency at a mini-ceremony in Washington because of the Corona pandemic and security concerns following the January 6 attack by supporters of former President Donald Trump on the Capitol.

Trump refused to attend the inauguration in violation of a 150-year-old political tradition, leaving the White House inauguration earlier with his wife Melania by helicopter to attend a farewell ceremony at Joint Air Force Base Andrews before flying to his Mar Alajo resort in Florida.

الدوحة: وقّع الرئيس الأمريكي جو بايدن، أمراً تنفيذياً برفع حظر السفر المفروض على بعض الدول ذات الأغلبية المسلمة إلى الولايات المتحدة.

ووقع بايدن في يومه الأول بعد تنصيبه مجموعة من الأوامر التنفيذية بلغت 15 إجراء تنفيذياً لمعالجة جائحة فيروس كورونا وتغير المناخ وعدم المساواة العرقية وإلغاء بعض السياسات التي وضعها سلفه دونالد ترامب، ضمنها العودة إلى اتفاق باريس للمناخ وإلى منظمة الصحة العالمية ورفع حظر السفر عن بعض الدول ذات الأغلبية المسلمة، بحسب رويترز.

واستهلّ بايدن عهدته، اليوم بتوقيع 3 مراسيم رئاسية في الكونغرس مباشرة بعد أدائه اليمين الدستورية، تتعلق بإعلان يوم التنصيب والتعيينات الوزارية ومناصب فرعية بالوزارات.

وقال موقع الجزيرة مباشر إنه بموجب هذه المراسيم كلّف بايدن عدداً من الوزراء بالوكالة بقيادة المؤسسات الحكومية في انتظار تثبيت مجلس الشيوخ مرشحيه للمناصب الحكومية.

وكلف الرئيس الجديد كلاً من دان سميث وزيرًا للخارجية بالوكالة، وديفد كوهين مديرًا بالوكالة لوكالة الاستخبارات المركزية الأمريكية “سي. آي. إيه “(CIA).

وقبل أيام قالت صحيفة نيويورك تايمز إن فريق الرئيس بايدن أعد له مجموعة من المراسيم لإصدارها بعد حفل التنصيب مباشرة تشمل إلغاء حظر السفر المفروض على دول ذات أغلبية مسلمة، وهو الأمر التنفيذي الذي أصدره ترامب في 2017 ويمنع دخول مواطني 7 دول هي سوريا وإيران والعراق وليبيا والصومال والسودان واليمن.

وتبدأ هذه الإجراءات، التي تفي بوعده التحرك سريعاً في اليوم الأول من رئاسته، عملية عودة الولايات المتحدة إلى اتفاق باريس للمناخ وتشمل إلغاء التصريح الرئاسي الممنوح لخط أنابيب النفط المثير للجدل (كيستون إكس.إل).

وستنهي الخطوات التي يتخذها بايدن حظر السفر الذي فرضه ترامب على بعض الدول التي تقطنها أغلبية مسلمة. كما تدعو إدارته إلى تعزيز برنامج (الإجراء المؤجل للقادمين في مرحلة الطفولة)، أو ما يعرف ببرنامج (الحالمين) للمهاجرين الذين قدموا إلى الولايات المتحدة وهم أطفال.

ويأمر الرئيس الجديد أيضاً بارتداء الكمامات والالتزام بالتباعد الاجتماعي في جميع المباني الاتحادية وعلى جميع الأراضي الاتحادية وينهي إعلان الطوارئ الوطني الذي كان أساساً لتحويل بعض الأموال الاتحادية لبناء جدار على طول الحدود بين الولايات المتحدة والمكسيك.

وأدي بايدن اليمين رئيساً للولايات المتحدة اليوم الأربعاء، قائلاً في خطاب بمناسبة تنصيبه “تعرضت أمريكا لاختبارات قاسية عبر العصور مرة تلو الأخرى وكانت أمريكا على قدر التحدي… في هذه الساعة أصدقائي، الديمقراطية انتصرت.. اليوم نحتفل بالنصر، ليس نصر مرشح وإنما انتصار قضية. قضية الديمقراطية”، بحسب رويترز.

وانتقلت الرئاسة إلى بايدن (78 عاماً)، الذي أصبح أكبر الرؤساء الأمريكيين سناً في التاريخ، خلال مراسم مصغرة في واشنطن بسبب جائحة كورونا والمخاوف الأمنية بعد الهجوم الذي شنه أنصار الرئيس السابق دونالد ترامب على مبنى الكونجرس (الكابيتول) 6 يناير الجاري.

ورفض ترامب حضور حفل التنصيب مخالفاً لتقليد سياسي يعود إلى أكثر من 150 عاماً، حيث  غادر في وقت سابق لحفل التنصيب البيت الأبيض هو وزوجته ميلانيا بطائرة هليكوبتر لحضور حفل وداع في قاعدة أندروز الجوية المشتركة قبل أن يسافر جواً إلى منتجعه مار آلاجو في ولاية فلوريدا.
