Book on good governance launched at Al Jazeera Forum
«الجزيرة للدراسات» يحتفل بإطلاق كتاب «تجربة الحكم الرشيد في قطر»
The Al Jazeera Studies Centre on Saturday launched a book titled ‘The Good Governance Experiment in Qatar: Levers of Sustainable Development and Social Empowerment (1995–2013),’ on the first day of the 13th Al Jazeera Forum being held at Sheraton Doha.
Edited by Al-Anoud Ahmed al-Thani, the book is a collection of articles by researchers about the domestic and foreign policies pursued by His Highness the Father Amir Sheikh Hamad bin Khalifa al-Thani, during his rule from 1995 to 2013 and their impact on several areas such as the economic, political and social fields in Qatar.
“ This book is a collection of articles by a group of researchers. It is all about the era of His Highness Sheikh Hamad bin Khalifa al-Thani as the Amir of Qatar and his vision that transformed Qatar into a great power that it is today. With clear vision and wise leadership and initiatives such as Qatar Airways, Al Jazeera, Qatar Investment Authority among others, we are talking about the transformation of Qatar as a great international power during his rule,” Dr Seif al-Suweidi, Professor of Economics at Qatar University and a contributor to the book told Gulf Times.
“All these institutes have transformed Qatar into a great power regionally and internationally. Now when you compare these initiatives, be it Qatar Airways or Al Jazeera or others, you are comparing them with top class organisations in the world. This is the result of clear vision and great focus resulted by good governance,’ explained Dr al-Suweidi.
“To transform a country is not easy. When His Highness Sheikh Hamad assumed power, he took over a country that has been very traditional. He started making changes and transformed the organisations into international institutions. He also brought in several socio-cultural changes that led to the strengthening of democratic process in the country as well as led to the empowerment of women among others,” noted Dr al-Suweidi.
The book contains an introduction, seven chapters, and a conclusion. In the introduction, editor al-Anoud explores the concept of good governance and the ways it can be used to advance the state and society. She also discusses the importance of the book, its context and methodology, and contents of the chapters. Al-Anoud also has written the conclusion highlighting the importance of such studies in encouraging academic interest into the issue of good governance.
The other contributors to the book are Dr al-Arabi Siddiq, a Professor of International Relations at Qatar University; Dr Omar al-Boubakri, a Professor of Law at the Tunisian University; Dr Hassan al-Sayyid a Professor of Constitutional Law at the Faculty of Law at Qatar University; Dr Shaker al-Houki, a Professor of Law at the College of Law, Economics, and Political Science in Tunisia and Dr Majid al-Ansari, a Professor of Political Sociology at Qatar University.
Each contributor examines one particular field such as economic, legal, social, cultural and political developments among others. Each of them highlights the transformations that have taken place in the country during the period as well as the development Qatar has witnessed during this time. They also highlight how these policies have resulted in a number of world class institutions and initiatives from Qatar.
نظَّم مركز الجزيرة للدراسات، أمس، حفلًا لتوقيع كتاب «تجربة الحكم الرشيد في قطر: روافع التنمية المستدامة والتمكين المجتمعي (1995-2013)»، الذي شارك فيه نخبة من الأكاديميين والباحثين، وحررته العنود أحمد آل ثاني. جاء هذا الحفل على هامش منتدى الجزيرة الثالث عشر، المنعقد تحت عنوان «الخليج بين الأزمة وتراجع التأثير الاستراتيجي»، ويحضره باحثون وخبراء وصنَّاع قرار من دولة مختلفة حول العالم. وقد صاحب حفل توقيع كتاب «تجربة الحكم الرشيد في قطر» نقاش بين عدد ممن حضروا المنتدى حول محتوياته، حيث يتناول هذا الكتاب، بالبحث والدراسة، السياسات الداخلية والخارجية التي انتهجها صاحب السمو الأمير الوالد الشيخ حمد بن خليفة آل ثاني، إبَّان فترة حكمه، التي امتدت بين عامي 1995 و2013، وأثرها في التغيير السياسي والاجتماعي الذي شهدته قطر. وينقسم الكتاب إلى مقدمة وسبعة فصول وخاتمة.
ماجد الأنصاري: الكتاب يبرز الارتقاء بدور المرأة وطنياً
أكد الدكتور ماجد الأنصاري، أستاذ علم الاجتماع السياسي في جامعة قطر، وأحد المشاركين في تأليف كتاب «تجربة الحكم الرشيد في قطر»، أهمية الكتاب خاصة في تناوله المجتمع المدني والتحولات الاجتماعية والثقافية، وفيما يتعلق بقضايا المرأة والتعليم ومؤسسات المجتمع المدني، وقال: ركزنا بشكل أساسي على التطورات التي حدثت إبان حكم صاحب السمو الأمير الوالد الشيخ حمد بن خليفة آل ثاني، والارتقاء بدور المرأة وطنيًا، والمبادرات المتعددة لتطوير التعليم في الفترة من ١٩٩٥ إلى ٢٠١٣. كما تناولنا مؤسسات المجتمع المدني التي أنشئت وأصبح لها دور كبير في قطر خلال هذه الفترة.
وأوضح أن هذا الفصل من الكتاب يهدف تحديدًا إلى تسليط الضوء على جزء ليس بالضرورة مرئيًا لأي حاكم سياسي، لأنه يتعلق بتطوير الجانب الثقافي والاجتماعي الذي يحتل أهمية كبرى في الارتقاء بأي مجتمع.
السويدي: الأمير الوالد بنى دولة المؤسسات الحديثة
قال الدكتور سيف السويدي، أستاذ الاقتصاد بجامعة قطر، وأحد المشاركين في تأليف كتاب «تجربة الحكم الرشيد في قطر»، إن الكتاب شامل يتحدث عن حقبة مهمة جدًا في مسيرة دولة قطر، ليس فقط من الناحية الاقتصادية، ولكن تجربة كاملة لقيادة صاحب السمو الأمير الوالد من ١٩٩٥ إلى ٢٠١٣، لما شهدته هذه الحقبة من تحول كبير في دولة قطر. وقال إن سمو الأمير الوالد قام في هذه الفترة ببناء دولة حديثة شكلت نقلة نوعية من بناء تقليدي قائم على قواعد مؤقتة إلى مؤسسات عالمية، مثل الجزيرة، التي ليس من معاييرها أن تقارن نفسها مع مؤسسات محلية أو إقليمية فقط، وإنما تتحدث عن مستوى عالمي.
