MOI: Qatar ranks high in the Global Peace Index

Doha: During the year 2020, the Ministry of Interior achieved a number of achievements as part of its endeavor to provide high levels of performance and distinguished services, mainly represented in a significant decrease in statistics of crimes that concern security compared to the global level, successes that are translated by the state’s issuance of many international indicators concerned with monitoring the state of security, as the country ranked first in List of countries in the Middle East and North Africa, and ranked 27 in the Global Peace Index (GLOBAL PEACE INDEX 2020). The Ministry of Interior seeks to enable the public to easily access all the Ministry’s services.

And as an extension of its clear and tangible achievements during the previous years, the Ministry of Interior has proceeded with the same steps during the year 2020, to continue the achievements in various security and service fields, thanks to the optimal application of strategies and their implementation on the ground, professionally, according to the development and modernization plans based on human and material capabilities, provision of devices and equipment, bearing in mind the importance of excellence and leadership ».

The Ministry of Interior undertakes many plans and programs emanating from the Second National Development Strategy (2018-2022), and adopts in its strategy the main pillars included in the Qatar National Vision 2030, focusing on achieving excellence in security performance in accordance with international best practices, and enabling the public to reach all The ministry’s services in an easy and convenient manner, and provide them with high quality in accordance with international standards and specifications.

Application of modern systems in management

The Ministry also works to continuously improve resources and manage them in a scientific and practical manner, through the application of modern systems in management and advanced technology, in addition to enhancing the principle of ease of communication and transparency with the public, the Ministry’s partners and the beneficiaries of its services, through modern communication channels. The service field witnessed a remarkable development, as the Ministry of Interior paid attention to the completion of services and transactions, whether directed to the public or governmental and private establishments and bodies, and was keen to make them accessible to all.

The Ministry worked to expand the circle of access to services geographically and electronically (whether through Metrash 2 or through the Ministry of Interior website), in order to save the time and effort of the auditors, This led to a major breakthrough in this field, represented in the reduction of the time spent in completing transactions and the increase in the rate of performance of services performed across the various departments and service outlets, and the Ministry of Interior is keen to move forward in providing services to the public of various segments and categories, according to what was stated in its strategy based on the “decentralization of services” application, and its delivery to the public through various digital platforms and geographical locations.

The security field

As for the achievements in the security field, the Ministry attached special importance to security, which was reflected in the security situation in the country, which is witnessing a significant decrease in the statistics of crimes that concern security compared to the global level, especially with regard to reports of major crimes at the level of specialized and geographical security departments. The ratio reflects the high security and safety that the country enjoys, despite the escalation of the population growth rate over the past years.

The State of Qatar enjoys great security and stability, which contributed to its topping many international indicators concerned with monitoring the state of security and stability in the world. In this context, the country ranked first in the list of Middle East and North African countries, and ranked 27 in the Global Peace Index (GLOBAL PEACE INDEX 2020), issued by the «Institute of Economics and Peace», in addition to the list of the safest and crime-free countries at the global and Arab levels, according to the crime index for the first half of the year 2020 issued by the Encyclopedia of Global Database «Nambio».

Harnessing the capabilities to confront Coronavirus

Regarding confronting Coronavirus, the state has made use of all its capabilities and energies to combat the epidemic and preserve the health and safety of everyone who resides on this good land, and based on the vital role of the Ministry of Interior in dealing with all crises, it has set in its priorities the carrying out of its role complementary to the roles of the various sectors of the state, as it has undertaken its tasks and duties in supporting and strengthening efforts made to protect community members and prevent them from the spread of the Coronavirus, by following up and implementing Cabinet decisions related to the Coronavirus pandemic, especially those related to the Ministry of Interior’s actions, in addition to decisions and procedures issued by the Supreme Committee for Crisis Management. Where the Ministry of Interior has performed its tasks in enhancing community awareness to help the public protect itself from the spread of the virus, and to promote shared responsibility among various groups of society to work together in order to achieve health and community security.

The Ministry was keen to provide the public with information on its website first-hand, to prevent rumors from circulating and transmitting them in the community, in addition to directing advice, instructions and educational materials related to the procedures to be followed regarding the prevention of the virus. The Ministry urged the public to complete their transactions electronically through the Ministry of Interior website and (Metrash 2) application, in order to avoid congestion in the various services outlets.
The Ministry of the Interior, through its various agencies, continues to play the same role to limit the spread of the virus, maintain the security and safety of community members, provide reassurance throughout the country, and remind the public of the precautionary measures that everyone must adhere to.

الدوحة: حققت وزارة الداخلية خلال عام 2020 جملة من الانجازات في اطار سعيها لتقديم مستويات أداء عالية ورفيعة وخدمات متميزة تمثلت أساسا فى انخفاض كبير في إحصائيات الجرائم المقلقة للأمن مقارنة بالمستوى العالمي نجاحات يترجمها تصدر الدولة للعديد من المؤشرات الدولية المعنية برصد حالة الأمن حيث أحرزت الدولة المرتبة الأولى في قائمة دول الشرق الأوسط وشمال أفريقيا، والمرتبة الـ(27) في مؤشر السلام العالمي (GLOBAL PEACE INDEX 2020). وتسعى وزارة الداخلية إلى تمكين الجمهور من الوصول إلى جميع خدمات الوزارة بسهولة ويسر.

وامتداداً لما حققته من إنجازات واضحة وملموسة خلال السنوات السابقة، سارت وزارة الداخلية وتسير بذات الخُطى خلال عام 2020، لمواصلة الإنجازات في مختلف المجالات الأمنية والخدمية، وذلك بفضل التطبيق الأمثل للاستراتيجيات وإنزالها إلى أرض الواقع، باحترافية ومهنية عالية، وفق خطط التطوير والتحديث المعتمدة على توفير الإمكانيات البشرية والمادية وتوفير الأجهزة والمعدات، واضعة في اعتبارها أهمية التميّز والريادة».

وتضطلع وزارة الداخلية بالعديد من الخطط والبرامج المنبثقة عن استراتيجية التنمية الوطنية الثانية (2018-2022)، كما تتبنى في استراتيجيتها الركائز الأساسية التي تضمنتها رؤية قطر الوطنية 2030، بالتركيز على تحقيق التميز في الأداء الأمني طبقاً لأفضل الممارسات العالمية، وتمكين الجمهور من الوصول إلى جميع خدمات الوزارة بسهولة ويسر، وتقديمها بجودة عالية طبقاً للمعايير والمواصفات الدولية.

تطبيق النظم الحديثة في الإدارة

كما تعمل الوزارة على التحسين المستمر في الموارد وإدارتها بأسلوب علمي وعملي، من خلال تطبيق النظم الحديثة في الإدارة والتكنولوجيا المتقدمة، إلى جانب تعزيز مبدأ سهولة الاتصال والشفافية مع الجمهور وشركاء الوزارة والمستفيدين من خدماتها، من خلال قنوات الاتصال الحديثة. وشهد المجال الخدمي شهد تطوراً ملحوظاً، حيث أولت وزارة الداخلية اهتمامها بإنجاز الخدمات والمعاملات سواء كانت موجهة للجمهور أم المنشآت والهيئات الحكومية والخاصة، وحرصت على جعلها في متناول الجميع. وعملت الوزارة على توسيع دائرة الحصول إلى الخدمات جغرافياً وإلكترونياً (سواء عن طريق مطراش 2 أم عبر موقع وزارة الداخلية الإلكتروني)، توفيراً لوقت وجهد المراجعين، الأمر الذي أدى إلى تحقيق طفرة كبيرة في هذا المجال، تمثلت في تقليل الزمن المستغرق في إنجاز المعاملات وارتفاع نسبة أداء معدل الخدمات المنجزة عبر مختلف الإدارات والمنافذ الخدمية.وتحرص وزارة الداخلية على المضي قدماً في تقديم الخدمات للجمهور بمختلف شرائحه وفئاته، وفق ما جاء في استراتيجيتها، القائمة على تطبيق «لا مركزية الخدمات»، وايصالها للجمهور عبر مختلف المنصات الرقمية والمواقع الجغرافية.

المجال الأمني

أمّا فيما يتعلق بالإنجازات في المجال الأمني، فأولت الوزارة أهمية خاصة بالأمن، الأمر الذي انعكس على الحالة الأمنية بالبلاد التي تشهد انخفاضاً كبيراً في إحصائيات الجرائم المقلقة للأمن مقارنة بالمستوى العالمي، خصوصاً فيما يتعلق ببلاغات الجرائم الكبرى على مستوى الإدارات الأمنية التخصصية والجغرافية. وتعكس النسبة حالة الأمن والأمان العالية التي تتمتع بها الدولة، على الرغم من تصاعد معدل النمو السكاني خلال السنوات الماضية.

وتتمتع دولة قطر بأمن واستقرار كبيرين، ممّا أسهم في تصدرها للعديد من المؤشرات الدولية المعنية برصد حالة الأمن والاستقرار في العالم، حيث أحرزت الدولة في هذا السياق المرتبة الأولى في قائمة دول الشرق الأوسط وشمال أفريقيا، والمرتبة الـ(27) في مؤشر السلام العالمي (GLOBAL PEACE INDEX 2020)، الصادر عن «معهد الاقتصاد والسلام»، إلى جانب تصدرها قائمة الدول الأكثر أماناً وخلواً من الجريمة على المستويين العالمي والعربي، طبقا لمؤشر الجريمة عن النصف الأول من العام 2020 الصادر عن موسوعة قاعدة البيانات العالمية «نامبيو».

تسخير الإمكانيات لمواجهة كورونا

وبشأن مواجهة كورونا، سخّرت الدولة كل إمكانياتها وطاقاتها لمكافحة الوباء والحفاظ على صحة وسلامة كل من يقطن على هذه الأرض الطيبة، وانطلاقا من الدور الحيوي لوزارة الداخلية في التعامل مع الأزمات كافة، وضعت في أولوياتها الاضطلاع بدورها المكمّل لأدوار قطاعات الدولة المختلفة، حيث باشرت مهماتها وواجباتها في دعم وتعزيز الجهود المبذولة في حماية أفراد المجتمع ووقايتهم من انتشار فيروس كورونا، وذلك بمتابعة وتنفيذ قرارات مجلس الوزراء ذات الارتباط بجائحة كورونا، وبخاصة المرتبطة بإجراءات وزارة الداخلية، إلى جانب القرارات والإجراءات الصادرة عن اللجنة العليا لإدارة الأزمات». حيث أدت وزارة الداخلية مهماتها في تعزيز وعي المجتمع لمساعدة الجمهور على حماية نفسه من انتشار الفيروس، وتعزيز المسؤولية المشتركة بين مختلف فئات المجتمع للعمل معاً من أجل تحقيق الأمن الصحي والمجتمعي.وحرصت الوزارة على تزويد الجمهور عبر موقعها الإلكتروني بالمعلومات أولاً بأول، منعا لتداول الشائعات وتناقلها في المجتمع، إلى جانب توجيه النصائح والإرشادات والمواد التوعوية المتعلقة بالإجراءات الواجب اتباعها حيال الوقاية من الفيروس». وحثت الوزارة الجمهور على إنجاز معاملاتهم إلكترونياً عبر موقع وزارة الداخلية وتطبيق (مطراش 2)، تفادياً للازدحامات في منافذ الخدمات المختلفة.

وما تزال وزارة الداخلية، وعبر أجهزتها المختلفة، تواصل ذات الدور للحد من انتشار الفيروس، والحفاظ على أمن وسلامة أفراد المجتمع، وبسط الطمأنينة في أنحاء الدولة كافة، وتذكير الجمهور بالإجراءات الاحترازية التي يجب على الجميع التقيّد بها.
